Political Violence in Late Colonial Cyprus: The Balance of Risk

Based on reflections on his 1998 book Britain and the Revolt in Cyprus, 1954–59, the author now offers the view that more attention should be given to Greek-Cypriot missteps as well as British ones. The article looks at the roles of Archbishop Makarios and Governors Harding and Foot. The outcome of the 1950s struggle, it argues, cannot be understood in narrowly Cypriot terms but only in its regional context. The author is of the view that a window of opportunity for enosis was lost in miscalculations and confusion between the aims of ousting the British and securing a union with Greece.     

The Italians in Europe

Given Italy's reputation for fiscal profligacy, the zeal with which Italians strove to meet the strict budgetary and other criteria to qualify for full participation in European Monetary Union might be in need of explanation. On a wider front, Italy has displayed an enthusiasm for European integration which has been largely free of the reservations occasionally shown by member-states of comparable size and importance. This paper considers explanations which have been advanced for Italians' pro-European attitude, such as Catholic universalism and Roman imperial traditions, but rejects them as insufficient, in order to argue that the modern experience of the nation-state in Italy has failed to produce a strong sense of allegiance to a national identity, encouraging Italians to look to the European level of supranational institutions. Furthermore, it is argued that this lack of strong national allegiance in Italy is not simply a negative characteristic, but has allowed for the preservation of traditions of localism, federalism and social partnership in Italy which are potentially valuable contributions to a future configuration of the European Union.     

The intersection of racial profiling research and the law

There has been a significant increase in the litigation of selective enforcement cases based on racial profiling claims. This trend has resulted in two legal issues that are problematic for racial profiling research. First, selective enforcement claims that rely on statistical evidence must successfully measure “similarly situated persons” who were eligible for police stops to provide a comparison against those actually stopped by police. Second, the research must demonstrate “how much” statistical evidence of racial/ethnic disparities exists. Although these legal components are necessary for successful selective enforcement claims, the methodologies and statistical analyses currently used in racial profiling research cannot adequately address these issues. It is argued that the over-reliance on social science research, in general, and statistical techniques, specifically, to provide evidence of discrimination in selective enforcement cases places policing research and legal decision making at a crossroads.     

Strengthening family planning stewardship with a total market approach: Mali,Uganda, and Kenya experiences

To improve overall market sustainability, governments and their donors are ramping up efforts to strengthen stewardship in developing country health markets. Key stewardship functions include generating intelligence that enable policymakers, ministerial leaders, and program managers to develop evidence‐based policies and strategies to improve the resource management, supply, and use of health products and services. The total market approach (TMA), an analytic and policy framework, generates market intelligence and improves evidence‐based decision‐making, and also strengthens other stewardship functions, such as building and sustaining partnerships, strengthening tools for implementation, aligning government policy with market interventions, and ensuring accountability/transparency. TMA evolved in response to the phase out of donor support for reproductive health (RH) and family planning (FP) programs and the need to improve coordination among public, private, nongovernmental organizations, and civil society to achieve greater equity, health impact, and market sustainability. To assess TMA's role in strengthening the stewardship of RH/FP markets, this article reviews three countries that applied TMA principles: Mali, Uganda, and Kenya. It identifies how TMA processes influenced stewardship functions and assesses to what degree these processes have contributed to concrete actions to improve market efficiency and sustainability.     

Spatial displacement and diffusion of benefits among geographically focused policing initiatives: a meta-analytical review

To undertake a systematic review of the extent to which geographically focused policing initiatives appear to displace crime (simply relocate it to other places) or diffuse benefits (lead to reductions elsewhere).     

Accounts and accountability: Theoretical implications of the right-to-information movement in India

The work of a small and unusual activist group in the north Indian state of Rajasthan has raised a series of practical and theoretical issues concerning the best means for combating specific instances of corruption, and for promoting accountability more generally. The Mazdoor Kisan Shakti Sangathan (MKSS)-literally-:Workers' and Farmers' Power Organisation-has waged a campaign to secure the right of ordinary people to gain access to information held by government officials. In the process of experimenting with methods of compiling, sharing and verifying expenditure data at very local levels-thus far, in the absence of a statutory entitlement to such informationthe MKSS has developed a radical interpretation of the notion that citizens have a right both to know how they are governed and to participate actively in the process of auditing their representatives. This article examines the process by which this campaign emerged and the means by which it pursues its goals. It then analyses the implications of the MKSS experience, and the larger movement it has spawned, for contemporary debates in three areas: human rights, participatory development and, of course, anti-corruption.     

Some Lessons from Using PFI for School Building Projects

This article describes some lessons gained from observing the developments of PFI projects for provision of school buildings. The research, which was primarily based on participant observation methodology, aims to identify key issues relevant to the effective management of such projects. It also attempts to investigate ways in which the PFI process may be changing in this area. Issues covered in the research include motivation, staffing, ownership of the asset, innovation, local democracy and various financial matters. It is observed that some changes in practice in employing the PFI in this area have tended to move it back in the direction of conventional procurement.
