There has been a significant increase in the litigation of selective enforcement cases based on racial profiling claims. This trend has resulted in two legal issues that are problematic for racial profiling research. First, selective enforcement claims that rely on statistical evidence must successfully measure “similarly situated persons” who were eligible for police stops to provide a comparison against those actually stopped by police. Second, the research must demonstrate “how much” statistical evidence of racial/ethnic disparities exists. Although these legal components are necessary for successful selective enforcement claims, the methodologies and statistical analyses currently used in racial profiling research cannot adequately address these issues. It is argued that the over-reliance on social science research, in general, and statistical techniques, specifically, to provide evidence of discrimination in selective enforcement cases places policing research and legal decision making at a crossroads.  相似文献

To improve overall market sustainability, governments and their donors are ramping up efforts to strengthen stewardship in developing country health markets. Key stewardship functions include generating intelligence that enable policymakers, ministerial leaders, and program managers to develop evidence‐based policies and strategies to improve the resource management, supply, and use of health products and services. The total market approach (TMA), an analytic and policy framework, generates market intelligence and improves evidence‐based decision‐making, and also strengthens other stewardship functions, such as building and sustaining partnerships, strengthening tools for implementation, aligning government policy with market interventions, and ensuring accountability/transparency. TMA evolved in response to the phase out of donor support for reproductive health (RH) and family planning (FP) programs and the need to improve coordination among public, private, nongovernmental organizations, and civil society to achieve greater equity, health impact, and market sustainability. To assess TMA's role in strengthening the stewardship of RH/FP markets, this article reviews three countries that applied TMA principles: Mali, Uganda, and Kenya. It identifies how TMA processes influenced stewardship functions and assesses to what degree these processes have contributed to concrete actions to improve market efficiency and sustainability.  相似文献

This article is a study of the response of the Australian government under Robert Menzies to the emergence of the Afro‐Asian movement in the mid‐1950s, especially the element of the non‐aligned nations, which culminated in the Bandung meeting of April 1955. Non‐alignment and anti‐colonialism posed direct threats to the Menzies government's plans for the defence of Southeast Asia and its foreign policy for the region. The study of the Australian response to the Bandung meeting reveals the different legacies which European imperialism left behind in Australia compared with its neighbours in south and east Asia.  相似文献

Despite the widespread use of media crime prevention campaigns targeting both potential victims and offenders, there exists only superficial understanding about their effectiveness. Less is known about possible differential effects of such campaigns across those who consume them. Early research evaluating the effect of victim-focused campaigns found that they were effective, however, the influence varied across different citizen groups. Comparatively little is known about the impact of offender-focused campaigns, generally, and it remains uncertain whether the influence of these campaigns also varies across potential offending subpopulations. Using national survey data (N = 820) from the offender-focused “Buzzed Driving is Drunk Driving” campaign, this study used a series of binary logistic regression models to examine whether there were differential impact effects and to explore the relationship between beliefs and the behavior of drunk driving. The findings indicated that exposure to the media campaign did not alter beliefs or actions of drunk driving, although the relationship between cognitions and the overt behavior of driving drunk did vary across groups. This study, conducted at the University of Tennessee's Anthropological Research Facility (ARF), describes the establishment of the Decompositional Odor Analysis (DOA) Database for the purpose of developing a man-portable, chemical sensor capable of detecting clandestine burial sites of human remains, thereby mimicking canine olfaction. This "living" database currently spans the first year and a half of burial, providing identification, chemical trends and semi-quantitation of chemicals liberated below, above and at the surface of graves 1.5 to 3.5 ft deep (0.45 to 1.0 m) for four individuals. Triple sorbent traps (TSTs) were used to collect air samples in the field and revealed eight major classes of chemicals containing 424 specific volatile compounds associated with burial decomposition. This research is the first step toward identification of an "odor signature" unique to human decomposition with projected ramifications on cadaver dog training procedures and in the development of field portable analytical instruments which can be used to locate human remains buried in shallow graves.  相似文献

In this study we used the theory of economic regulation and public choice to derive a model to explain the pattern of public sector bargaining laws among the states. We find this type of legislation is influenced by the following demand factors: (1) the extent of public sector union membership, which represents the interest group hypothesis, has a positive influence on pro-union legislation; (2) the extent of employer opposition to unions, as measured by unfair labor practice charges against employers in representation elections, has a negative effect on bargaining laws; (3) two taste variables — the salaries of public employees and the percent of nonwhite employment in the state — have a positive influence on these laws. A result which will be surprising to many people is that the extent of private sector union membership has no significant influence on the passage of public sector bargaining legislation.Our empirical analysis indicates that supply factors are also important in explaining the pattern of public employee bargaining laws across the state. We find that states are more likely to enact pro-union legislation under the following conditions: (1) constituents appear to hold pro-labor views as represented by their Congressmen's voting record; (2) neighboring states have passed mandatory bargaining laws; and (3) when competition is greater among the political parties.  相似文献
