We show that Brazilian voters strongly sanction malfeasant mayors when presented with hypothetical scenarios but take no action when given the same information about their own mayor. Partnering with the State Accounts Court of Pernambuco, we conducted a field experiment during the 2016 municipal elections in which the treatment group received information about official wrongdoing by their mayor. The treatment has no effect on self‐reported voting behavior after the election, yet when informing about malfeasance in the context of a vignette experiment, we are able to replicate the strong negative effect found in prior studies. We argue that voters' behavior in the abstract reflects the comparatively strong norm against corruption in Brazil. Yet on Election Day, their behavior is constrained by factors such as attitudes toward local political dynasties and the greater salience of more pressing concerns like employment and health services.  相似文献

Many enduring questions in international relations theory focus on power relations, so it is important that scholars have a good measure of relative power. The standard measure of relative military power, the capability ratio, is barely better than random guessing at predicting militarized dispute outcomes. We use machine learning to build a superior proxy, the Dispute Outcome Expectations (DOE) score, from the same underlying data. Our measure is an order of magnitude better than the capability ratio at predicting dispute outcomes. We replicate Reed et al. (2008) and find, contrary to the original conclusions, that the probability of conflict is always highest when the state with the least benefits has a preponderance of power. In replications of 18 other dyadic analyses that use power as a control, we find that replacing the standard measure with DOE scores usually improves both in‐sample and out‐of‐sample goodness of fit.  相似文献

Recurring cutbacks in the public sector have received extensiveattention. Most of the emphasis has been on how to adjust to declinein support for public programs. Cutback Management andcon-tracting-out are examples of this approach. This article focuseson the negative consequence of cutbacks. It suggests that inadequateattention is being given to the decrease in the capacity of agenciesto act. An administrative disinvestment is occurring in much the sameway as it has for roads, bridges and other parts of our public infrastructure. Councils of governments (COGS) have been subjected to powerful forces of change in the 1980s, due principally to drastic reductions in federal financial support. To survive, the councils have had to become more entrepreneural, to extend themselves in new directions They have scanned their local and regional task environments intensively for opportunities to form and/or join new networks and to provide more services in traditional and in new areas. The new style of council is described in this paper, using a market model. The model emphasizes opportunistic scanning of the regional task environment, and the assessment of issue networks as an iterative process in COG direction setting and implementation efforts.  相似文献

Early scholars, inspired by Chester I. Barnard's insights, saw clearly the tribal nature of human organizations. The idea of organization character emerged as the understructure for the uniqueness of the behavior of the organization. The theoretical basis for deriving the character of an enterprise was drawn, together with the powerful implications of such subtle sensibilities. Indeed, the entire idea of organization character - of necessity -preceded later thinking on culture since the character of an organization dictates its culture. The end-value theory of charismatic influence is premised on the existence of two basic types of values which underlie and primarily determine all influence relations. Charismatic and transactional influence relations are defined by these value types. A values typology is proposed as a general framework for analysis of influence relations, leadership, and related constructs. Predictive models, both primary and extended, are derived and specified. Implications for testing the models, for the study of a set of related constructs, and for management practice are discussed.  相似文献
