This article takes a state's eye view of trends towards a more centralised system of governance in Australia. It argues that while globalisation strengthens the roles of national governments it also provides less noticed public policy and management opportunities for sub-national governments. The article shows how state governments in Australia can use high-level policy proposals to reinforce their continuing relevance as key members of a federal system of government. It proposes that skilful deployment of policy ideas and analyses can enable the states to sustain alternative national agendas despite hostility or lack of interest by the federal government. In conclusion, the article examines the implications for federal-state relations under the Rudd government. It suggests that the elements for productive reform agendas are present but that bringing them together will require considerable effort.  相似文献

This article examines the well-documented relationship between early initiation or onset of criminal behavior and a heightened risk of involvement in offending. Previous research examining this question conducted by Nagin and Farrington (Criminology 30:235–260, 1992a; Criminology 30:501–523, 1992b) used data from the Cambridge Study in Delinquent Development and found that: (1) onset age was correlated with offending involvement; and (2) the correlation could be explained by stable individual differences in the propensity to offend rather than a causal effect of early onset age. In this study, similar analytic methods are applied to data from the Second Philadelphia Birth Cohort. This data set consists of all 13,160 males born in Philadelphia in 1958 who resided in the city continuously from ages 10 to 18, slightly more than half of whom were non-white. Information from each of the youths was collected from schools, juvenile justice agencies, other official sources and surveys. In a model that mimics previous analyses, we initially found that an early age of onset is associated with greater subsequent involvement in delinquent behavior. When unobserved criminal propensity was controlled, however, we found that a late rather than an early onset of delinquency was related to future offending. In finding a state dependent effect for age of onset, our findings are contrary to propensity theory in criminology. In finding that it is late rather early onset which puts youth at risk for future offending, our findings are contrary to developmental/life course theory. Our results are more compatible with traditional criminological theory that is friendly to state dependence processes, though they too have not to date articulated why a late onsetting of offending might be particularly criminogenic.

Robert Brame   is Professor in the Department of Criminal Justice at the University of North Carolina Charlotte, Charlotte, North Carolina. He received his Ph.D. from the University of Maryland. Adolescent networks include parents, friends, and romantic partners, but research on the social learning mechanisms related to delinquency has not typically examined the characteristics of all three domains simultaneously. Analyses draw on data from the Toledo Adolescent Relationships Study (n = 957), and our analytic sample contains 51% male and 49% female as well as 69% white, 24% African-American, and 7% Latino respondents. Parents,’ peers,’ and partners’ deviance are each related to respondents’ delinquency, and affiliation with a greater number of deviant networks is associated with higher self-reported involvement. Analyses that consider enmeshment type indicate that those with both above average romantic partner and friend delinquency report especially high levels of self-reported involvement. In all comparisons, adolescents with deviant romantic partners are more delinquent than those youths with more prosocial partners, regardless of friends’ and parents’ behavior. Findings highlight the importance of capturing the adolescent’s entire network of affiliations, rather than viewing these in isolation, and suggest the need for additional research on romantic partner influences on delinquent behavior and other adolescent outcomes.

Growth curve analyses were used to investigate parents’ and peers’ influence on adolescents’ choice to abstain from antisocial behavior in a community-based sample of 416 early adolescents living in the Southeastern United States. Participants were primarily European American (91%) and 51% were girls. Both parents and peers were important influences on the choice to abstain from antisocial behavior. Over the four-year period adolescents relied increasingly on parents as influences and relied less on peers as influences to deter antisocial behavior. Significant gender differences emerged and suggested that female adolescents relied more on social influences than did male adolescents but that as time progressed male adolescents increased the rate at which they relied on peers. Higher family income was associated with choosing peers as a social influence at wave 1, but no other significant income associations were found. Understanding influences on adolescents’ abstinence choices is important for preventing antisocial behavior.

Self-determination theory emphasizes the importance of school-based autonomy and belongingness to academic achievement and psychological adjustment, and the theory posits a model in which engagement in school mediates the influence of autonomy and belongingness on these outcomes. To date, this model has only been evaluated on academic outcomes. Utilizing short-term longitudinal data (5-month timeframe) from a set of secondary schools in the rural Midwest (N = 283, M age = 15.3, 51.9% male, 86.2% White), we extend the model to include a measure of positive adjustment (i.e., hope). We also find a direct link between peer-related belongingness (i.e., peer support) and positive adjustment that is not mediated by engagement in school. A reciprocal relationship between academic autonomy, teacher-related belongingness (i.e., teacher support) and engagement in learning is supported, but this reciprocal relationship does not extend to peer-related belongingness. The implications of these findings for secondary schools are discussed.

Physiologic reactivity to racially rejecting images was assessed in 35 young adults (10 males, 25 female) from African-American backgrounds using the startle probe paradigm. In a laboratory setting, participants viewed 16 images depicting racial rejection, racial acceptance, nonracial negative, and nonracial positive themes. While viewing these images, startling bursts of noise were presented and the magnitude of the eyeblink responses were measured. Results supported an attentional mechanism which suggests that, while viewing both racially rejecting and nonracial positive images, individuals may be so absorbed in processing the images that they appear less distracted by the startling noise. However, these patterns were only found for participants low in racial regard. Young adults who felt positively about their racial background did not exhibit differential processing of startle stimuli as a function of slide themes. Race-rejection sensitivity did not moderate startle reactivity. Developmental implications, particularly in light of coping with racial discrimination, are discussed.

In 1991, Ukrainian independence opened an important theoretical channel for debating the status of its women. The people's collective memory of an ancient matriarchy generated a neo-matriarchal mythology which has been transformed into a delusional ideology that legitimizes female subordination, in the name of her alleged empowerment. Fieldwork in Ukraine – annual visits, including travel from one end of the country to another in official capacities, and many extended stays in Ukraine, as a scholar, researcher, educator and participant in key events, provided opportunities for exchanging views with countless people from many walks of life throughout the country. Participation in a host of programs – television ‘specials’ on gender, seminars, retreats, workshops and conferences, designed to raise the consciousness of women and men alike – provided an array of opportunities to observe at first hand the way that today's women construct individual identity. Extensive research in the press (many runs of daily newspapers, including Den’, in Kyiv, and Vysoky Zamok in Lviv, and women's journals such as the widely read Zhinka, among others) added further insights. Television viewing, popular publications collected habitually during my numerous visits to Ukraine, copies of documents contributed by my Ukrainian friends and colleagues, outdoor advertising, posters and intimate gatherings at the homes of likeminded women, all played a part in the formation of my impressions of Ukrainian women's inferior status. In this paper I use my findings to explore the conflicting discourses on women's alleged empowerment, and the essentialist constraints on their self-realization, together with measures adopted to date on changing gender stereotypes and promoting equal rights and opportunities.  相似文献

Considerable research has focused on the reliability and validity of informant reports of family behavior, especially maternal reports of adolescent problem behavior. None of these studies, however, has based their orientation on a theoretical model of interpersonal perception. In this study we used the social relations model (SRM) to examine family members’ reports of each others’ externalizing and internalizing problem behavior. Two parents and two adolescents in 69 families rated each others’ behavior within a round-robin design. SRM analysis showed that within-family perceptions of externalizing and internalizing behaviors are consistently due to three sources of variance; perceiver, target, and family effects. A family/contextual effect on informant reports of problem behavior has not been previously reported.  相似文献
