Differentiating specialists and generalists within college students' social support networks

In order to examine the relationships among social network structure, types of social support, and determinants of support satisfaction, an alternative method was used to score the Social Support Questionnaire (SSQ). Factor analysis procedures suggested that college students' (N=198) social networks consisted of four groups: nuclear family, other family, friends, and others. Satisfaction with support was positively related to the proportion of the network occupied by nuclear family and negatively related to the proportion of friends in the network. Evidence was found for the presence of both support specialists and support generalists in the networks of the college students. These results are discussed from a developmental perspective with attention to the implications for interventions.     

The congressional foundations of agency performance

When Congress delegates a policy mandate to a regulatory agency, Congress acts as a principal, choosing the institutional arrangements, or the ‘rules of the game’ for agency decision making. Individuals in the agency, acting as agents, take the rules of the game as given and do the best they can within these institutional arrangements. In this paper we develop a simple model that relates the congressional choice of institutional arrangements to two underlying environmental factors — uncertainty and conflict. We suggest that uncertainty and conflict of interest lead Congress, in delegating, to prescribe a greater scope of permissable regulatory activity, a wider array of regulatory instruments, and more confining regulatory procedures. Increased scope and stronger instruments tend to broaden the overall discretionary authority of the agency, while more confining procedures tend to narrow it. We conjecture that with increased uncertainty or conflict the narrowing tendency more than offsets the broadening tendency, for a net decrease in the agency's overall discretionary authority. Lastly, we argue that the performance of a regulatory agency in fulfilling its mandate is determined in large measure by the foundations Congress constructs for the implementation of delegated authority.     

Communication and connectedness in mother- and father-adolescent relationships

In Study 1, 605 adolescents estimated how well their parents knew them and said how much they cared what their parents thought about them. Sons and daughters judged that mothers knew them fairly well, but daughters judged that fathers did not know them so well. At the same time, statements of caring indicated high concern by sons and daughters for both parents. A supplemental result was that sons from white-collar families gave relatively low estimates of how much their mothers knew them and daughters from blue-collar families gave very low estimates of how much their fathers knew them. In Study 2, 52 adolescents from single-parent families and living with their mothers but not with their fathers also gave estimates for knowing and caring. Knowing followed the above pattern, with an expected lowering of estimates for fathers by sons and daughters. Further, estimates of caring declined especially for fathers by daughters. These results add to the growing literature that shows mother-adolescent and father-adolescent relationships contribute differentially to psychological development. The results seem especially relevant for adolescents' sex role development and constructed individuality as mediated through relationships with both parents.Received Ph.D. in experimental psychology from The Catholic University of America. Sketches for a Democratic Utopia

I want to sketch the general shape of several new structures that would in my view provide stronger support for democracy than is provided by any existing society. I call these sketches for a democratic Utopia not because I would expect these structures to inaugurate a perfect democracy, whatever that might be, nor because they are beyond human reach. On the contrary the institutions I want to suggest are well within human reach. I call them Utopian only because I am not able to point with confidence to the historical forces that are likely to bring them about.
The structures I have in mind are designed to strengthen freedom and equality among citizens of democratic orders.     

The nature of knowledge about public management: Lessons for research and teaching from our knowledge about chess and warfare

Knowledge about public management is similar in form to the knowledge about chess and warfare. It consists of general information about the formal and informal rules, principles of public management, and numerous examples that illustrate when, how, and why these principles apply. A master of public management, like a master in chess, has encoded in long-term memory a large managerial repertoire: patterns of managerial situations and successful actions that can be recalled and applied to new problems. The role of research on public management is to develop these principles and patterns, to weave theminto a repertoire of managerial actions, and to illustrate all this with vivid examples so that the ideas can be taught, learned, and remembered.
