Whither Environmental Security in the Post–September 11th Era? Assessing the Legal, Organizational, and Policy Challenges for the National Security State

What are the implications of the war on terrorism for the progress made to date and the likely future of environmental security efforts in the national security state? To put the evolving post–September 11th environmental security challenge facing the U.S. military in perspective, this article begins with a synopsis of the doctrinal, tactical, operational, and regulatory dilemmas faced by the U.S. military in the post–Cold War era. Next, the article reviews how and why the 1990s bequeathed a set of misaligned administrative systems that make existing and future progress in balancing national security with environmental and natural resources protection extremely vulnerable to shifts in the political economy surrounding this issue in the post–September 11th era. The article concludes with a review of how September 11th has affected the patterns of politics surrounding this issue since those tragic events. Despite recent increases in the defense budget, this analysis suggests that conflict over this issue will continue, rendering structural realignment a daunting challenge and further complicating the integration of national security and environmental and natural resources responsibilities in the post–September 11th era.     

Theory and the Public Administration Student/Practitioner

The modern theory that dominates our classrooms and training programs meets the needs of staff-oriented practitioners and public administration students. Line managers, present and future, are less well served by our offerings. Open systems and constructed reality describe both postmodern theory and the world faced by the line manager. Incorporating the learning principles imbedded in postmodernism would add diversity and strength to our MPA curricula.     

The Same Old Song?—Stability and Change in Relationship Schemas from Adolescence to Young Adulthood

Relationship schemas are core elements of personality that guide interpersonal functioning. The aim of this study is to examine stability and change in relationship schemas across two developmental epochs—adolescence and young adulthood—in the stories that people tell about their interactions with others. Using the Core Conflictual Relationship Theme Method, relationship themes were coded from semistructured interviews conducted in adolescence and again at age 25. The sample consisted of 40 participants in a longitudinal study of adolescent and young adult psychological development. There was considerable stability in the frequency with which particular themes were expressed in the narratives of adolescents and young adults. Significant changes from adolescence to young adulthood included a decrease in the perception of others as rejecting and of the self as opposing others. Young adults saw themselves and others more positively, and used a broader repertoire of themes in their relationship narratives than they had as adolescents. The basic continuity and particular changes in relationship schemas found in this study are consistent with knowledge about the adolescent-to-young-adult transition derived from other empirical and clinical findings. Relationship schemas may be rich units of study for learning about the development of interpersonal functioning.

State and federal tax equity: Estimates before and after the Tax Reform Act of 1986

The progressivity and equity of both state and federal individual income taxes, as well as the combined system of both taxes, are examined before and after the federal Tax Reform Act of 1986 using a variety of measures applied to federal Statistics of Income individual income tax data; state taxes are calculated using TAXSIM. Our findings are as follows: First, in both 1985 and 1987, state personal income taxes were generally less progressive and more horizontally equitable than the federal system. Second, in moving from 1985 to 1987, state personal income tax systems generally displayed decreased progressivity and horizontal inequity. The combination of the two systems displayed generally lower progressivity and horizontal equity scores when we compare 1987 to 1985. Last, the after-tax income distribution became more unequal when we compared 1987 to 1985.     

Local interests,central leadership,and the passage of TRA86

The U.S. federalist public economy is an ever-evolving system of financing and expenditure responsibilities between local, state, and federal governments. The past decades have seen a significant centralization of responsibility for the financing of state and local public services through grants-in-aid and federal tax subsidies. This article advances a model of local constituent influence in central government fiscal policies which seeks to explain this trend, and then examines how strong executive branch and congressional leadership might begin to control the local pressures for central government financing. TRA86 is offered as one example in which this leaedership proved effective. The general lesson is that good fiscal policy in federalist public economies requires not only capable local governments, but central government political institutions with the strength to meet national needs as well.
