SECRETARY OF STATE MARSHALL,GENERAL CLAY,AND THE MOSCOW COUNCIL OF FOREIGN MINISTERS MEETING OF 1947: A RESPONSE TO PHILIP ZELIKOW

This commentary challenges the major conclusion of a 1997 article which appeared in this journal. There, Philip Zelikow argued that previous treatments of the Council of Foreign Ministers 1947 meeting in Moscow erred in their characterization of the role of US Secretary of State Marshall. Earlier studies, in Zelikow’s view, failed to understand that Marshall, refusing to be constrained by the recently announced containment policy, made a serious effort to meet Soviet demands for reparations from current German output. It is contended here that a review of the evidence, especially materials from the John Foster Dulles papers and from British archives, does not support Zelikow’s conclusion.     

The public finance of healthy behavior

Lifestyle can often affect the likelihood an individual will have a future illness. Subsidies often mitigate the consequences of poor lifestyle choices. In this paper we explore tax-subsidy policies that lower the consequences of incurring ill health. We find that a funding mechanism consistent with current US policy lowers the investment in healthy lifestyles by both the wealthy, who pay taxes, and the poor, who receive subsidies. We also explore alternative policy interventions such as investing in research to lessen the impact or probability of the disease.     

Crafts and trades (english): Comment on T. Shanin

Eric Hobsbawm's outline of the concept of social banditry suggest certain conditions of existence for that mode of primitive rebellion. Primary among these conditions are the presence of a ‘traditional peasant environment and the absence of ‘industrial capitalism’. This paper presents a critique of Hobsbawm's specifications, and suggest two alternative conditions: the presence of class conflict which unites direct producers, and the absence of effective, institutionalised political organisation of producers’ interests. This reformulation is illustrated by reference to the Kelly Outbreak in late nineteenth century Australia.
