In recent decades, there have been many international campaigns on numerous issues. In turn, scholars have analysed the activist networks promoting human rights, environmental quality and global justice, developing theories of transnational advocacy, strategies and outcomes. However, analysts have seldom noted that the ‘progressive’ networks on which these theories have been based seldom act unopposed. Instead, on numerous global issues leftwing groups face fierce opposition from networks of rightwing activists. This article provides examples of such clashes, focusing on these understudied conservative networks. In addition, it outlines a theory for understanding the conflict of networks over many policy issues.  相似文献

Abstract

In this article, we investigate the threshold‐like effects of four aspects of neighborhood environment: poverty rate, adult nonemployment rate, female headship rate for families with children, and secondary school dropout rate. We used a sample consisting of virtually all census tracts from U.S. metropolitan areas. The relationship between the value of numerous neighborhood indicators in 1980 and subsequent changes in each of the four dimensions of neighborhood quality of family life from 1980 to 1990 was evaluated statistically using a regression model with a spline specification to test for nonlinear, threshold‐like processes.

Stressing the exploratory nature of the study, we find evidence of threshold‐like effects in an endodynamic relationship (poverty rate and subsequent changes in that rate), and in exodynamic relationships (occupational status and rental rates and subsequent changes in several neighborhood quality indicators). Implications for research and a spatially targeted neighborhood reinvestment policy are derived from the analysis.  相似文献

Abstract

In his seminal work, Stegman contended that creative finance is an inefficient means of financing low‐income housing production. As evidence, he cited the high transaction costs associated with the complex financing structures that make a low‐income housing development feasible. In this article, we extend Stegman's work by examining the impacts of creative finance over time. We rely on data gathered as part of an evaluation of 36 housing developments sponsored by nonprofits.

The data indicate that most of the developments in our study remained financially viable in part because of their reliance on creative finance. We find evidence supporting three positive impacts of creative finance: the establishment of long‐term partnerships, the increased community acceptance of low‐income housing developments, and the improved technical skills of organization staff. We also find that none of the long‐term negative impacts are inherent in creative finance and offer four suggestions on minimizing them.  相似文献

Previous research has shown that housing abandonment contributes to neighborhood decline by depressing nearby property values. However, most past research estimated the impact of abandonment through cross-sectional analysis without controlling for nearby foreclosures or local housing market trends. Therefore, it remains unclear whether abandoned properties reduce nearby property values or whether abandonment is more common in areas with already lower-valued properties. Prior research also has not explored how the duration of abandonment influences nearby property values. Therefore, to extend the current level of understanding of the impact of abandonment, this research examines the impact of abandoned properties on nearby property values in Baltimore, Maryland, from 1991 to 2010 using longitudinal data sets while simultaneously controlling for both nearby foreclosures and local housing market trends. This research finds that as properties are abandoned for longer periods of time, the impact on nearby property values not only increases in magnitude but also is seen increasingly farther away.  相似文献

Recent court challenges have highlighted the need for statistical research on fingerprint identification. This paper proposes a model for computing likelihood ratios (LRs) to assess the evidential value of comparisons with any number of minutiae. The model considers minutiae type, direction and relative spatial relationships. It expands on previous work on three minutiae by adopting a spatial modeling using radial triangulation and a probabilistic distortion model for assessing the numerator of the LR. The model has been tested on a sample of 686 ulnar loops and 204 arches. Features vectors used for statistical analysis have been obtained following a preprocessing step based on Gabor filtering and image processing to extract minutiae data. The metric used to assess similarity between two feature vectors is based on an Euclidean distance measure. Tippett plots and rates of misleading evidence have been used as performance indicators of the model. The model has shown encouraging behavior with low rates of misleading evidence and a LR power of the model increasing significantly with the number of minutiae. The LRs that it provides are highly indicative of identity of source on a significant proportion of cases, even when considering configurations with few minutiae. In contrast with previous research, the model, in addition to minutia type and direction, incorporates spatial relationships of minutiae without introducing probabilistic independence assumptions. Filing for bankruptcy is the primary legal mechanism by which homeowners in foreclosure can exert control over ownership of their home, yet little is known about the interplay among bankruptcy types, mortgage servicers, state foreclosure laws, and home foreclosure auctions. We analyze 4,280 lower-income homeowners in the United States who were more than 90 days late paying their 30-year fixed-rate mortgages. Two dozen organizations serviced these mortgages and initiated foreclosure between 2003 and 2012. We identify wide variation between mortgage servicers in their likelihood of bringing a property to auction. We also show that when homeowners in foreclosure filed for bankruptcy, foreclosure auctions were 70% less likely. Chapters 7 and 13 filings both reduce the hazard of auction, but the effect is 5 times greater for Chapter 13, which contains enhanced tools to preserve homeownership. Bankruptcy's effects are strongest in states that permit power-of-sale foreclosure or withdraw homeowners' right-of-redemption at the time of auction.  相似文献
