The World Trade Organization and other intergovernmental organizations confront a crisis of legitimacy that is partly rooted in their perceived secretiveness. These organizations have attempted to address this crisis by promising "the maximum possible level of transparency," but in fact, the improvements have been modest. Policies regarding access to information about intergovernmental organizations' operations continue to accommodate conventions of diplomatic confidentiality. Such conventions are more likely to be breached in areas where disclosure of information is essential to economic liberalization. A true revolution in transparency would require more rigorous policies on disclosure of information held by intergovernmental organizations such as the World Trade Organization, and could be justified as a prerequisite for the exercise of basic human rights, such as the right to participate fully in the policy-making process. 相似文献

The First World War played a central role in the creation within the United States of an Atlanticist foreign policy elite or establishment, a group of influential Americans drawn primarily from upper class lawyers, bankers, academics, and politicians of the Eastern seaboard, committed to a strand of Anglophile internationalism which to date has received considerably less scholarly attention than that of Wilsonian universalism. The evolution of the Atlanticist Establishment can be traced in the career of Paul D. Cravath, one of New York's foremost corporation lawyers. For Cravath, in his mid-fifties when the war began, the conflict served as an epiphany, sparking an interest in international affairs that dominated his remaining career. Fiercely Anglophile, he strongly supported American intervention in the war, and hoped that close Anglo-American cooperation would be the guiding principle of post-war international organization. In the 1920s Cravath urged the reduction of both German reparations and inter-allied war debts; he also supported United States membership in the World Court. Before his death in July 1940 Cravath, though initially far from optimistic that his country would once more take arms against Germany in the Second World War, was as staunchly pro-Allied as during the previous conflict. 相似文献

AbstractDrawing on a seven-year longitudinal qualitative study in England, this paper presents evidence of how engagement with housework and childcare is regular and normalized for contemporary working-class young adult men. I explain this development with reference to inclusive masculinity theory, but supplement this by incorporating Mannheim’s concept of social generation, as recently adopted by scholars of youth sociology. The paper thus further augments other research that has documented considerable change in the construction and performance of contemporary masculinities – such as an opening up of gendered behaviours and a decrease (but not erasure) of homophobia – among young men across multiple contexts in English-speaking countries. 相似文献

Public service mutuals are a form of employee‐led organization in which service workers spin out of the public sector to form “mutuals” that contract back with government to provide a service. This article draws on economic and psychological theory to demonstrate that mutuals can align both self‐interested and altruistic or public service motivations so as to serve the social good; moreover, by offering greater autonomy to public service professionals, mutuals are predicted to encourage energetic and persistent behaviors. In both cases, there is an advantage over alternative forms of organization such as the public sector bureaucracy, the shareholder‐owned private firm, or the nonprofit organization. The employee‐led mutual form, however, may not appeal to risk‐averse workers, its collective decision‐making systems may be inefficient, and external mechanisms may be required to ensure that organizational outcomes are always directed toward the social good. 相似文献

An important component of crime scene reconstruction is bloodstain pattern analysis (BPA). Where BPA concerns impact patterns, estimating the area of origin is critical information for scene reconstruction. Traditionally, this is achieved by measuring individual bloodstains and performing trigonometric calculations; however, 3D scanning has been proposed as a viable alternative for overcoming logistical and practical concerns with the manual method. Therefore, this project aimed to establish whether the FARO Focus 3D scanner and FARO Zone 3D software can improve the accuracy of area of origin estimates relative to the manual method. We created a series of eight bloodstain impact patterns and performed paired analysis using the two methods to estimate areas of origin for each pattern. Our data suggested that FARO-derived estimates were generally more accurate than using the manual method. FARO-estimated heights of origin areas were generally closer to the true distance. Both methods underestimated the distance from the wall for most patterns originating 150mm or greater from the wall, but overestimated distances for patterns originating closer to the wall. The degree to which distances were underestimated increased significantly the further the blood source was from the wall and was greater for FARO-derived estimates. The results of this research contribute to the validation of these instruments for operational implementation for BPA and should be considered alongside the practical benefits of 3D scanning relative to manual methods. On May 30, 2006 the Supreme Court handed down a 5–4 decision in the case of Garcetti v. Ceballos, announcing that "when public employees make statements pursuant to their official duties, they are not speaking as citizens for First Amendment purposes, and the Constitution does not insulate their communications from employer discipline." Previously, the Court had held in Pickering v. Board of Education (1968) that the First Amendment's protection of freedom of speech generally prohibited public employers from firing or disciplining employees for speaking out on matters of "public concern." The Pickering decision established a two-part test that first required federal courts to determine whether the employee had spoken out on a matter of public concern and then whether the disruptive impact of the employee's statement justified the disciplinary action. This article argues that the Garcetti decision may deter many public employees from disclosing governmental inefficiency and misconduct and presenting dissenting viewpoints on matters of clear public concern. Consequently, the decision may make it more difficult for the leadership of public agencies to uncover inefficiency and misconduct. 相似文献
