Social Support Choices for Help with Abusive Relationships: Perceptions of African American Women

A recent national telephone study of the African American community found that over 90% of respondents would feel comfortable talking to a family member or friend who was being abused about the abuse, with the majority advising she get help from a domestic violence program. The purpose of this study was to understand how comfortable abused women would feel talking to members of her support system about the abuse and how comfortable women who have not experienced partner abuse would feel if they were abused. Over 70% of women who have experienced abuse reported at least some comfort getting assistance for abuse from a friend, clergy/spiritual leader, Black community member, family member their age, or physician. Women who reported never experiencing physical or sexual partner violence were less likely to perceive feeling comfortable getting assistance from their social support systems (both formal and informal) if they were abused. Implications of these findings are discussed.     

Putting Principle into Practice: The Role of Human Rights in Foreign Policy

This commentary by Robin Cook reflects upon what was accomplished during his four years as Secretary of State for Foreign and Commonwealth Affairs after the new Labour government in 1997 placed the promotion and protection of human rights at the heart of its foreign policy. The paper emphasises this partnership by introducing a programme of exchanges and secondments between human rights NGOs and the Foreign Office, focusing on the pursuit of human rights in both principle and practice. While discussing the role of the British government the author provides an overview of many of the most important examples of attempts at ethical foreign policy over the last five years. It is argued that that national interest is promoted, not hindered, by a commitment to human rights and suggests new rules for when the UN can intervene to keep peace within states rather than among states.     

Explaining suspects' resistance and disrespect toward police

The importance of suspects' resistance toward police officers has almost always been described in terms of its influence on police behavior. Given the centrality of citizens' resistance in the literature on police behavior, it is surprising that so little attention has been focused on explaining suspects' resistance independent of its influence on police behavior. This research examined the factors influencing multiple measures of suspects' resistance using systematic observation data collected in 1977 from twenty-four departments in three metropolitan areas. The findings show that non-White suspects were more likely to be noncompliant toward White officers but were not more likely to show more aggressive forms of resistance (e.g., verbal aggression, physical aggression, or disrespect). In addition, female suspects were more likely to be disrespectful toward officers compared to male suspects. The relevance of these findings for future research is discussed.     

Environmental Services and Competition: A Global Perspective

Competition theory has been poorly applied in infrastructure sectors characterized by joined-up physical networks, such as water, sanitation and electricity. Crude tendering mechanisms have been used to promote competition, resulting in unstable contracts. Meanwhile, competition issues are hardly recognized, or are even suppressed in the non-networked (i.e. not yet connected) parts of these sectors. The difference between the networked and non-networked sectors within a given service is arguably as important as that between the different services, such as water and electricity.
Competition has been seen as being fostered by liberalizing trade and this has raised hopes and fears among protagonists and opponents, respectively. In this context, the impact of the World Trade Organization's General Agreement on Trade in Services (GATS) on environmental services has been slight and the main contribution to be made by competition policy could prove to be at the micro-level. In that regard, it may be more helpful to refer to de-monopolization rather than competition.
