The feasibility of a desirable minimal state

Dwight Lee (1989) argues on utilitarian grounds that the minimal state of classical liberalism cannot be both desirable and feasible: if desirable, it is not attainable; if attainable, it is not desirable. Lee's article provides an intriguing new perspective on the long debate about the optimal size of government. His conclusions, however, do not hold if some of his restrictive assumptions are relaxed. In a more general model, the minimal state can be both desirable and feasible.     

Gunshot location through recorded sound: a preliminary report

Using a video tape and three still photographs, we analyze recorded sound to attribute authorship in a fatal shooting incident. We measure the acoustic signature of the scene with four test detonations, and we discuss two methods of processing putative echoes in the audio band of the video. They allow us to locate 11 out of 17 shots, with a precision of 0.4 x 1.0 m2. Combining the location of the shots with the known positions of the participants, we arrive at the clear attribution of eight shots; three other shots (among which is the fatal one) probably issue from the same shooter, who remains unidentified within a small group of men. Our results lead to the exculpation of the main suspect. We analyze the statistical significance of the results, use Monte Carlo simulations to set an upper bound to the probability of false positives, and discuss areas of improvement of the method.     

Comparative Assessment of a Novel Photo‐Anthropometric Landmark‐Positioning Approach for the Analysis of Facial Structures on Two‐Dimensional Images

Positioning landmarks in facial photo‐anthropometry (FPA) applications remains today a highly variable procedure, as traditional cephalometric definitions are used as guidelines. Herein, a novel landmark‐positioning approach, specifically adapted for FPA applications, is introduced and, in particular, assessed against the conventional cephalometric definitions for the analysis of 16 landmarks on ten frontal images by two groups of examiners (with and without professional knowledge of anatomy). Results showed that positioning reproducibility was significantly better using the novel method. Indeed, in contrast to the classic approach, very low landmark dispersions were observed for both groups of examiners, which were usually below the strictest clinical standards (i.e., 0.575 mm). Furthermore, the comparison between the two groups of examiners highlighted higher dispersion consistencies, which supported a higher robustness. Thus, the use of an adapted landmark‐positioning approach proved to be highly advantageous in FPA analysis and future work in this field should consider adopting similar methodologies.     

Welfare Performance in Southern Europe: Employment Crisis and Poverty Risk

The Great Recession has had a deep impact on employment levels and on income inequality in the Southern European countries (Greece, Spain, Portugal and Italy). It has given rise to a new stage in the discussion on the distinctiveness of a possible ‘Mediterranean’ variant of welfare capitalism. This paper analyses the performance of the Mediterranean cluster during the Great Recession period in its two main dimensions, labour market participation and poverty risk, and to what extent that performance has evolved in a divergent or convergent manner. Firstly, it portrays the main changes in this variant of welfare capitalism during the last two decades. The second and third sections, respectively, provide a comparative profile of the employment crisis suffered by these countries and of its impact on poverty risks. Finally, the main institutional traits are discussed, explaining the relative performance of welfare capitalism in this cluster of countries.
