Distributional impact assessments and the record of the Coalition Government: the tyranny of numbers without interpretation

This paper reflects upon the gross discrepancies between the reassurances given in 2010 by the 2010-2015 UK Coalition Government that their budget and welfare cuts would fall ‘fairly’ across the income spectrum, and the reality of what had happened by the end of that government. It asks how the ‘distributional impact assessment’ provided with the 2010 Comprehensive Spending Review could have been so wrong. In seeking to answer this question, types of systematic bias are considered along with a discussion of ‘marginality’ in assessments of impact. Drawing upon the role of ‘power’ in impact assessment, it traces the ways in which methodological assumptions can eclipse the real life effects of policies behind ‘the average’ as well as by the unfair selection of the ‘unit-of-analysis’.     

Beyond Countering Iran: A Political Economy of Azerbaijan-Israel Relations

In recent years, Azerbaijan–Israel relations have come to the foreground of politics in the Middle East and Caucasus region. Ties between Baku and Tel Aviv have been directly interlinked with their relations with Iran. The nature of the Azerbaijan–Israel partnership must be analysed in order to comprehend the balance of powers and energy security in the region. Even though there have been a number of works analysing the relationship by focusing on its role in regional military security, there is a gap in the discourse in terms of understanding the economic drivers of relations and the implications of the ties for regional energy security. Particular attention will be given to discussing Azerbaijan’s emerging role as a major energy producer that has already made a profound impact on the region as an ‘alternative’ to Iran in the aftermath of the recently imposed sanctions on Tehran's energy exports. It will be argued that the Azerbaijan–Israel relationship is built on solid economic grounds and it would be reasonable to expect the strength of the ties to be further intensified in the future. The article will also demonstrate that new developments in the energy security of the wider Middle Eastern region will affect the evolution of Azerbaijan–Israel ties and their rivalry with Iran in the next decade.     

From dictatorship to democracy: the US and regime change in Paraguay, 1954–1994

Abstract— This paper seeks to analyse the external sources of democratisation in Paraguay, specifically how the US contributed to regime change in that country. In the small and vulnerable countries of Latin America, like in Central America, the Dominican Republic, Haiti, and Paraguay, where the US played a portentous role in the rise, consolidation and demise of authoritarian regimes during the Cold War, Washington has also rendered a vital, but often neglected role, in protecting and enhancing democratic rule. This paper also provides an analysis of the different forms of leverage exercised by the US before and during Paraguay's transition.

Interest-Based Negotiations in a Transformed Labor–Management Setting

The authors introduce a group of essays that evolved from a March 2003 symposium on the path-breaking new partnership and use of interest-based negotiation (IBN) at Kaiser Permanente (KP), one of the largest integrated health care programs in the United States. They briefly trace the history of the IBN approach (both success stories and failures); the growth of this phenomenon; and its use in collective bargaining settings. The KP case, the focus of the symposium (which was jointly sponsored by MIT's Institute for Work and Employment Relations and Harvard's Program on Negotiation), is by far the largest instance of the use of IBN in U.S. labor relations history.     

Ballistic fingerprinting databases

This article discusses a number of questions regarding the setting up of ballistic fingerprinting databases, consisting of ammunition components fired by all the firearms held in legal possession. These questions can be classified into three categories--the efficiency of the database, forensic issues, and practical issues to be dealt with. The current New York State legislation is used as an illustration of the choices to be made when setting up a ballistic fingerprinting database. Three important arguments are formulated against the installation of a ballistic fingerprinting database.
