This article addresses two questions: First, how does the value of human dignity distinctively bear on a state’s responsibilities in relation to migrants; and, secondly, how serious a wrong is it when a state fails to respect the dignity of migrants? In response to these questions, a view is presented about the distinction between wrongs that violate cosmopolitan standards and wrongs that violate the standards that are distinctive to a particular community; about when and how the contested concept of human dignity might be engaged; and, elaborating a three-tiered and lexically ordered scheme of state responsibilities, about how we should assess the seriousness of a state’s failure to respect the dignity of migrants. 相似文献

Most scholars characterise Peru as a country with weak indigenous movements, whose demands would have no influence in regional and national policies, even though its socio-economic structures are similar to those of Bolivia and Ecuador, where indigenous movements are stronger. Based on fieldwork in the northern Peruvian Amazon and Lima between 2012–2013 and 2016–2018, this article argues that pro-indigenous legislation enacted as a response to strong indigenous mobilisation as well as the creation of indigenous autonomous governments in the Amazon express an unnoticed struggle for indigenous self-determination. Drug courts combine punishment and treatment to provide an intermediate sanction for offenders. This paper contains an analysis
of drug court case files for 196 participants in one mid-Atlantic jurisdiction. Logistic regression reveals that employment
status before and during the program, race, education, and referral time are significant predictors of successful completion.
Policy implications and suggestions about participant screening and program administration are offered.

Measuring the performance of public services and programmes is now a generally accepted part of the scenery of public management. In practice, it is often honoured more in the breach than the observance owing to well‐known technical and epistemological problems. In the absence of reliable performance data, normative assumptions may prevail on policy makers and managers alike which are at variance with objective reality. The critique and attempted reform of EU programme management is often based on such assumptions. This paper attempts to provide an empirical and epistemological basis to the judgment of EU programme management by identifying appropriate performance indicators, collecting data on them from audit reports over a 20‐year period and constructing a methodology for analysis. Criteria for reliable sources and the effect of intervening variables on the results are discussed. The paper reviews the evidence of the aggregate data collected for the five major EU spending areas, and suggests some conclusions questioning both commonly held assumptions about, and models for, the reform of EU programme management. 相似文献

The purpose of the present paper is to explore both the motivation for confiscating illegal gain and also to look at some of its legal aspects and economic effects. It is argued that the removal of illegal gain may be able to play a significant complementary role, if only by closing the gap between the maximum punishment the law will allow and fines sufficient to represent a credible deterrent. “Bond notes” were introduced by the Reserve Bank of Zimbabwe in late 2016 as a local surrogate currency equivalent in value to the US dollar to address the acute currency shortage afflicting the economy. Unsurprisingly, they were overwhelmingly rejected by Zimbabweans, who feared that they heralded a return to the hyper-inflation which had destroyed incomes and savings in 2008–09. Accordingly, faced by a widening budget deficit, the ZANU–PF government turned to alternative methods of creating money with a view to winning the next election: expanding the supply of electronic currency and selling Treasury bills. The resultant financial crisis provided the backdrop to the military’s recent displacement of President Robert Mugabe. However, commitments to economic reform by any new government dominated by ZANU–PF appear unlikely to address Zimbabwe’s persistent crisis. 相似文献
