Collaboration and Leadership for Effective Emergency Management   总被引:6,自引:4,他引:6  
Collaboration is a necessary foundation for dealing with both natural and technological hazards and disasters and the consequences of terrorism. This analysis describes the structure of the American emergency management system, the charts development of the Federal Emergency Management Agency, and identifies conflicts arising from the creation of the Department of Homeland Security and the attempt to impose a command and control system on a very collaborative organizational culture in a very collaborative sociopolitical and legal context. The importance of collaboration is stressed, and recommendations are offered on how to improve the amount and value of collaborative activities. New leadership strategies are recommended that derive their power from effective strategies and the transformational power of a compelling vision, rather than from hierarchy, rank, or standard operating procedures.  相似文献

The network of public agencies, private firms, nonprofit organizations, ad hoc groups, and individual volunteers that deals with natural and technological hazards and disasters did a remarkable job of responding to and helping us recover from the September 11th attacks. That national emergency management network, along with the national security and law enforcement networks, provides a foundation for our war on terrorism, helps us mitigate the hazard of terrorism, and improves our preparedness for future violence. However, coordinating the efforts of the networks will be a real challenge for the director of homeland security and his or her state and local counterparts. Coordination will necessitate using legal authority to assure compliance, economic and other incentives to encourage compliance, formal partnerships to encourage collaboration, informal understandings to encourage cooperation, and personal encouragement to influence appropriate action. A top–down, command–and–control approach to the war on terrorism, such as the proposed Department of Homeland Security is intended to provide, may be counterproductive.  相似文献

Increasingly, public administration in the United States operates in a densely interconnected international system in which local decisions and actions may trigger global repercussions—and vice versa—and the fate of communities in one region is bound to the choices of decision makers elsewhere. Administrative actors have become enmeshed in a complicated, interwoven pattern of governance in ways that shape actions, issues, and opportunities for influencing administrative agencies at national, state, and local levels. These developments call for a critical reappraisal of our inherited notions of governance, management, and accountability. Terrorist tragedy and responses to it call attention to these themes, but they apply broadly across the spectrum of governance challenges. To demonstrate this point, we analyze some implications of transnational governance for the institutions and practices of U.S. public management, with particular attention to another subject: environmental policy and management. A conclusion is that the public administration community must adjust traditional practices to facilitate the effective management of the global processes that, in turn, reshape the world.  相似文献

This article examines the sequencing of financial reform in LDCs in Bolivia. Bolivia undertook a dramatic stabilization program in 1985 and, over the next decade, steadily improved the oversight and regulation of domestic banks. I explain how these reforms proceed under three democratically elected administrations who each used political pacts to ensure legislative support for their agenda. At the international level, external shocks twice precipitated deeper banking reforms, but Bolivia's underdeveloped capital markets prevented the speculative attacks observed in other cases. The Bolivian experience demonstrates the potential for financial reform in the poorest of LDCs and the need for further research in similar cases.  相似文献

This paper applies the theory of team production to thelegislative process and tests the empiricalimplications of that theory using a uniquestate-level data set. Empirically testablehypotheses are derived from the theory,including predictions that free riding willincrease as chamber (or majority) sizeincreases, and that legislativeinstitutions (such as committee structureand staffing levels) can mitigate freeriding. The hypotheses are tested using apooled state-level data set developed fromthe session laws of twenty-three statelegislatures. The empirical results areconsistent with the major hypotheses.  相似文献

The present paper uses various data sets and statistical techniques to examine the outcome of gerrymandering under the Voting Rights Act of 1982 on turnover rates in the U.S. House of Representatives, as well as the competitiveness in Party primaries for House seats. Evidence presented here suggests that political redistricting at the federal level (namely for U.S. House seats) has tended to favor incumbents in both the Party primaries and general elections. In fact, some results suggest that turnover rates (for 1988) are between 8.9 and 10.3 percentage points lower within states that engaged in such redistricting efforts. Our findings generally support the main tenets of the public choice view of legislator behavior.  相似文献

The ?Literacy comes second? model is an experimental approach that may hold greater promise for the future than the traditional literacy classes. The model works with groups that already exist within the community, such as religious groups, groups meeting for business, residents? groups (especially in urban areas), local government and political groups. The main characteristic of these groups is that, from the point of view of literacy, they are mixed groups consisting of men and women who have different levels of literacy skills. The group members share their skills and experiences; thus every member is valued. The justification for the approach comes from an adult learning theory, which states that adults learn best through doing things in their own lives for real. In general, the goal for this approach is that people will learn how to read and write and use literacy skills to achieve developmental tasks.  相似文献
