Since the introduction of qualified majority voting, at least 58 labor regulations have been imposed by the European Community/Union.
Three types of explanations are considered: i) the asymmetry of the EC budgetary process, ii) regulatory collusion and iii)
the strategy of raising rivals’ costs. Collusion and the strategy of raising rivals’ costs are compared in a two-country game-theoretic
model with international capital mobility. The empirical analysis shows that the transition to qualified majority voting was
not preceded by a striking tendency of competitive national deregulation. In all cases in which a directive was contested,
the UK was among the contestants. Various indices show that the UK has the least regulated labor market. More generally, the
anti-regulation coalition also includes Ireland, the Scandinavian countries and the Netherlands. There are examples showing
that if the coalition is too small to block the regulation, its members prefer not to record their dissent officially. In
most investigated cases, the European labor regulation is more restrictive than most but not all prior national regulations.
The empirical analysis demonstrates that the strategy of raising rivals’ costs plays an important role in EU labor regulation.

ABSTRACTBased on interviews with 21 immigrants in Norway, including both naturalized citizens and ‘denizens’, this article addresses immigrant meanings of citizenship and naturalization. The findings show that the interviewees attributed three meanings to citizenship. First, Norwegian citizenship served as a powerful means of spatial mobility, thereby facilitating transnational connections. Second, citizenship signified a legal stability that may guard precarious immigrants against ‘liminal legality’, i.e. enduring legal uncertainty. Third, citizenship was conceptualized as a formal recognition of equality and belonging, although ‘race’ and ethnicity persisted as salient markers of inequality and alienage. The article contributes empirically to the growing literature on the experiencing side of citizenship and naturalization by delineating what citizenship means to different groups, and to whom it matters the most. Theoretically, it contributes by demonstrating that citizenship acquisition may not only be strategic, but also rooted in needs of symbolic sanctioning of equality and belonging, particularly important to individuals debarred from naturalization. 相似文献

Siting contested infrastructure such as repositories for nuclear waste very often faces strong local resistance. One major
reason for this opposition may arise because siting processes do not appropriately consider fairness issues such as transparency,
the availability of options, or the sufficient involvement of concerned and affected people. The aim of this study was to
analyze people’s concerns related to justice in siting nuclear waste. Besides procedural aspects, both distributive justice
and outcome valence are considered important and therefore the “total fairness model” by T?rnblom and Vermunt (Soc Justice
Res 12:39–64, 1999) was used as a framework. In three quasi-experimental studies (N
1 = 53; N

3 = 83) applying conjoint analysis, respondents ranked 11 vignettes with the three attributes procedural justice, distributional
justice, and outcome valence. Each vignette represents a realistic scenario of a site selection process for the disposal of
nuclear waste in Switzerland. All the three studies yield a consistent result: vignettes representing a situation with a fair
process are top-ranked by respondents; situations with negative outcome valence are ranked lowest; distributive issues turned
out to be of minor importance. We conclude that procedural fairness should be given more attention in any kind of contested

This study focussed on the relationship between the use of seclusion and staff characteristics, such as number of nurses on shift, male-female staff ratio, level of education and level of work experience. A retrospective analysis of staff characteristics was applied to administrative data from ten wards in four mid-sized general psychiatric hospitals in the Netherlands. The data show that two variables were associated with seclusion rates: the male-female staff ratio and the variability in team's work experience. More female and less male nurses in a shift and less variability in team's work experience predicted an increase in seclusion rates. 相似文献

As human DNA profiles can be obtained from blow fly artifacts, this study aimed to establish the feeding preferences of Lucilia cuprina (Wiedemann) blow flies when offered human biological fluids and nonhuman food sources. One‐day‐old and 3‐day‐old blow flies of both sexes were simultaneously offered human blood, semen and saliva, pet food, canned tuna and honey, and the number and length of visits documented over 6 h. One‐day‐old flies visited pet food and honey most often, but stayed longest on honey and semen. Three‐day‐old flies visited semen and pet food most often, and stayed longest on these food sources. Blood and saliva were the least preferred options for all flies. Overall, flies preferred dry blood and semen to the wet forms. These findings demonstrate that even when other food sources are available, flies at a crime scene may feed on human biological fluids if present, potentially transferring human DNA. 相似文献

Since 1972, the share of central government expenditure in total public expenditure has continued to increase in most industrial countries. In an international cross-section analysis, it has a significant positive effect on the share of government spending in GDP. The actors who have an interest in centralization are analyzed. The dynamics of centralization are attributed to a response asymmetry and two thresholds. “Popitz' law” of the attraction of the larger budget is tested with respect to the EC Commission: high-ranking politicians come mainly from the smaller member states. The voters' attitudes toward European unification are analyzed in a pooled regression. The mayor and CEO play an important complementary role in local economic and community development. As the head of the elected council the mayor has a close working relationship with the CEO of the council organisation. Each has the opportunity to influence the policy and administration functions of council. The quality of their working relationship influences the quality of local governance in their community. In this study 413 pairs of Australian mayors and CEOs responded to metaphors assessing the effectiveness of their working relationship with each other. They also completed Cameron's Management Skills Assessment Instrument. Effective working relationships are more likely to occur when their managerial style complements or is the same as the other, on Cameron and Quinn's Competing Values Framework. The implications for CEOs are discussed along with strategies for enhancing the working relationship with their mayor. 相似文献
