“We need more clips about Putin,and lots of them:” Russia’s state-commissioned online visual culture

In this article, we examine how the Putin government is attempting to respond and adapt to the YouTube phenomenon and the vibrant oppositional online visual culture on Runet. We show how these processes are giving rise to new forms of state propaganda, shaped and driven above all by the quest for high-ranking search-engine results and the concomitant desire to appeal to the perceived new sensibilities of the Internet generation through the commissioning and production of “viral videos.” We focus in particular on the videos created by Iurii Degtiarev, a pioneer in the development of this genre, whose works we explore in light of the “Kremlingate” email leaks, which offer inside information on the strategies and aims being pursued on the online visual front of the campaign to manage the Russian mediascape, and Degtiarev’s own reflections on this subject. Examining the output of young creatives patronized by the Kremlin offers a “bottom-up” view to supplement studies of the Russian ideological and media landscape as shaped by “political technologists” such as Vladislav Surkov and Gleb Pavlovskii.     

Representation,Participation or Deliberation? Democratic Responses to the Environmental Challenge

The environmental question poses four challenges to democracy: global justice, intergenerational justice, the value of non-human species and technocratic decision-making. This article discusses these challenges in the light of three values or dimensions of democratic theory: representativity, participation and deliberation. It is found that even, if participation and deliberation by a broad set of actors are crucial to integrate democratic decision-making and environmental concern, there is also a need for representative institutions at all levels of society. The democracy–environment relation is not just about values and ideas. It also requires global, international, regional, national and local institutions armed with power resources.     

How Vehicle Access Enables Low-Income Households to Live in Better Neighborhoods

ABSTRACT

Transportation influences residential location choices generally, but low-income households often face unique constraints because of a lack of access to automobiles. This article examines how vehicle access influences the type of neighborhoods in which low-income households are able to secure housing following a move to a new neighborhood. We rely on data from the Moving to Opportunity program to estimate locational attainment models, including a wide range of variables capturing various dimensions of neighborhood opportunity. Our findings suggest that auto access enables low-income households to secure housing in neighborhoods that exhibit a wide range of positive neighborhood attributes, including lower poverty rates, lower housing vacancy rates, higher median household income, higher labor-force participation, and higher adult high school graduation rates.     

The Link Between Job Satisfaction and Organizational Commitment: Differences Between Public and Private Sector Employees

ABSTRACT

Employees in the public and private sectors experience different working conditions and employment relationships. Therefore, it can be assumed that their attitudes toward their job and organizations, and relationships between them, are different. The existing literature has identified the relationship between organizational commitment and job satisfaction as interesting in this context. The present field study examines the satisfaction–commitment link with respect to differences between private and public sector employees. A sample of 617 Greek employees (257 from the private sector and 360 from the public sector) completed standardized questionnaires. Results confirmed the hypothesized relationship differences: Extrinsic satisfaction and intrinsic satisfaction are more strongly related to affective commitment and normative commitment for public sector employees than for private sector ones. The results are discussed, limitations are considered, and directions for future research are proposed.     

New alleles and mutational events at 14 STR loci from different German populations

The molecular origin of DNA mutations and the mutation rates were analyzed at 14 short tandem repeat (STR) loci with samples from trio cases derived from 10 different German population samples. STR loci comprised of D2S1360, D3S1744, D4S2366, D5S2500, D6S474, D7S1517, D8S1132, D10S2325, D12S391, D18S51, D19S246, D20S480, D21S226, and D22S689. In a total of 488 meioses, 16 isolated genetic inconsistencies in 8 different STRs were observed, whereas no mutations were found at the other loci. The data of five mutations suggested the presence of silent or null alleles due to sequence variation in primer binding site. This could be confirmed for four suspected cases by the use of alternative primer sets and by DNA sequence analyses. Furthermore, this study revealed nine new allelic variants at five different loci.     

Electronic commerce and user-based design of a web site: Targeting the technology transfer audience

Web sites have the potential of playing a major role in the exchange of technology related information between federal laboratories and commercializers in the private sector. Most, if not all, Web site designs are developed based on the organization's perception of what the target audience wants from a Web site. This contribution addresses the issue of successful Web site design from the user's perspective in the context of technology transfer. The orientation takes into account important concepts and principles such as cost, marketing, diffusion, information retrieval, and strategic networking. The results of a survey of private sector technology transfer professionals offer insights to meet the target audience's needs, thus making a Web site a timely and cost-effective electronic linkage for interaction, information-seeking, and networking functions that enable technology transfer.
