This study investigated differences in state and local law enforcement agencies participation in homeland security activities within the year after the 9/11 terrorist attacks and 13 years later. Further, this investigation assessed whether there were regional differences for these practices during these same time periods. Activities assessed were based on a homeland security initiatives index. Data suggest that, in the year after the attacks, agencies’ participation in all of Stewart and Morris’ homeland security activities was not high and statistically significant differences existed across several regions for some of these practices. However, since then, the number of agencies participating in all of Stewart and Morris’ homeland security activities increased and statistically significant differences between regions decreased. The increase in participation may be attributed to incentives provided by the federal government. Nevertheless, data suggest that support may be waning within law enforcement agencies to participate in homeland security activities. 相似文献

In the past two decades there has been little critical examination of the prevailing methods of controlling prostitution in the United States. This article examines selected problems in the control of prostitution in the United States and critically assesses three major alternatives to the prevailing policy of criminalization. Alternative approaches are evaluated using the criteria of public preferences, efficient use of criminal justice resources, and harm reduction. A framework is developed for analyzing the impacts of information technology on politics and the public sector. By analyzing the findings in all relevant empirical research studies published in 16 scholarly journals during a six-year period, the incidence and direction of key impacts of IT are specified. In general, there is a limited number of empirical studies, with more case studies than studies based on survey-research, more analyses of U.S. politics and government than ones on other advanced democracies, and more focus on the local level than the national level. Overall, the research concludes that the impacts of information technology are generally positive, especially regarding the enhancement of capabilities, such as efficiency, effectiveness, and information quality. Impacts are more mixed on patterns of individual and group interactions and on orientations toward decision and action. The area in which the research identifies the most negative effects is the impacts on values, such as privacy, legal security and job enhancement. 相似文献

Africa has been divided into four groups of states by the European Union in the negotiation of Economic Partnership Agreements (EPAs) that will define the relationship between Africa and Europe in the future. The EPAs are unfair. They demand reciprocity between the EU countries collectively and each African country individually and they set conditions that will be demanded by any other country or groups of countries with which African countries seek trade arrangements. Further, separate EPAs among different groupings of African countries will undermine Africa’s wider integration efforts, leaving it in thrall to EU companies. In their present form the EPAs are not in Africa’s interest and will unnecessarily undermine the potential for Europe’s improved relationship with the continent. 相似文献

In further work investigating the intriguing application of diacetylene copolymers in fingermark detection, methods were developed to control (inhibit or enhance) the diacetylene polymerization reaction in fingermarks treated with a mixture of the monomers 2,4‐hexadiyne‐1,6‐bis‐(phenylurethane) (HDDPU) and 2,4‐hexadiyne‐1,6‐bis(p‐chlorophenylurethane) (HDDCPU) in acetone solution. These methods included the use of a humidity chamber to reduce the amount of background development while promoting development on the fingermark, subjecting developed fingermarks to freezing temperatures and using a solvent to remove unreacted monomer in order to inhibit the polymerization reaction. Developed fingermarks were enhanced by conventional lighting (white light, filtered light) and fast Raman mapping, which was shown to be advantageous over FTIR imaging. This study also demonstrated the applicability of diacetylene copolymer solutions in the covert detection of fingermarks on difficult surfaces. Furthermore, fingermarks were successfully developed with good ridge detail on pig skin (used as a model for human skin, a notoriously difficult surface on which to develop fingermarks). 相似文献

Recent media attention and research have focused on the effect of housing vouchers on crime, with different conclusions. The purpose of this study is to bring further evidence to the voucher–crime debate, using annual data from 2000 to 2009 for Charlotte-Mecklenburg County. We study the relationship between crime counts and housing vouchers with quantile regression models with year and census tract fixed effects. We found that voucher households are associated with increased crime, controlling for past crime levels. Estimates vary, however, with the concentration of vouchers in the neighborhood, with little impact in areas with low concentrations. Estimates also vary with the neighborhood crime level. We extend the literature by examining the effect of different voucher family types, finding no evidence that elderly households or nonelderly households without disabilities and without children are associated with more crime. However, we found a very significant positive association for nonelderly households without disabilities with children. Our results indicate that significant crime reductions could be accomplished by focusing U.S. Department of Housing and Urban Development, local housing agency, and criminal justice resources on the types of places and voucher families most at risk for crime problems when a family uses a voucher to move into a new neighborhood. 相似文献
