Biochar currently attracts technological and market optimism, promising multiple wins – for climate change, food security, bioenergy and health – not least for African farmers. This paper examines the political-economic and discursive processes constructing biochar as a novel green commodity, creating new alliances amongst scientists, businesses, venture capital firms and non-governmental organisations. Carbon market logics are not only threatening large-scale land grabs for biochar feedstocks but also other forms of resource, labour and ecological appropriation through driving research and development and shaping small-scale pilot projects. In these, soil carbon is ‘chopped out’ of its ecosystem and social contexts and revalued as exchangeable pieces of carbon nature. Farmers are hailed as green actors and market winners, provided they discipline their practices according to these new technical and market logics. These discourses contrast strongly with the farmers' existing conceptual and practical repertoires; a case study from Liberia illustrates how farmers already manipulate soil carbon in creating locally valued anthropogenic dark earths, but within diverse farming repertoires, ontologies of human–nature interrelationship and historical and political ecologies.  相似文献

Abstract. Two forms of national economic planning are distinguished imperative planning (planning with controls) and indicative (persuasive) planning. The trend away from controls in the Soviet Union is briefly treated. The French planning machinery and the factors determining the initial success of the French method of planning by inducement, its subsequent decline, and its anticipated recovery are outlined. Greater attention is paid to the more democratic British experiment in planning by consensus, with particular emphasis on the structure and evolution of the planning institutions and their strengths and weaknesses. Reasons for the British attempt at national economic planning and for its failure are also indicated while the aborted move towards greater intervention in the private sector is analysed in depth. The author concludes that the new emphasison planning the public sector, using both central policy reviews and annual five-year expenditure projections linked with economic assessments, is likely to prove more effective than earlier methods and that the deliberate retreat from planning the entire economy will prove a sound basis for a subsequent advance. Sommaire. L'auteur distingue deux sortes de planifications de l'économie nationale- la planification imposée (planification avec contrôles) et la planification suggérée (par persuasion). Puis il traite rapidement de la tendance en Union Soviétique d'abandonner les contrôles. L'auteur explique ensuite le mëcanisme français de planification, les facteurs qui ont déterminé le succès initial de la méthode française de planification par encouragement, son déclin subséquent et l'anticipation de son renouveau. Il examine ensuite plus en détail l'expérience britannique, d'un caractère plus démocratique, qui consiste à planifier par accordg général en insistant particulièrement sur la structure et l'évolution des institutions de planification, sur leurs points forts et sur leurs points faibles. Il expose les raisons des efforts britanniques de planification de l'économie nationale et pourquoi ils ont échoé et analyse en profondeur la tentative avortée d'une plus grande intervention dans le secteur privé. L'auteur conclut que la nouvelle importance accordée à la planification du secteur public en se servant à la fois de révisions des politiques-clés et d'estimations annuelles des dépenses quinquennales par rapport aux évaluations économiques, risque de se montrer plus efficace, comme méthode, que les précédentes et que l'abstention délibéreé d'une planification totale de l'économie permettra de faire un pas en avant.  相似文献

In October and November 1940, the German Military Command which ruled conquered Belgium, introduced a series of measures aimed at the identification and exclusion of the Jews of that country. The Belgian government of the day refused to allow the measures to be incorporated into Belgian law, but did permit, under their reading of the Hague Convention, government departments and local administrations to assist in implementing the German anti-Jewish Decrees. The Brussels Bar, Prosecutors and Court of Cassation refused to accept the authority of the Occupier to violate basic rights guaranteed under the Belgian Constitution. Officials in Antwerp, on the other hand, struck all lawyers identified as "Jews" from the Roll. This article examines these instances of "constitutional patriotism" and "constitutional betrayal" by these actors in the Belgian legal system, and offers some preliminary discussion of important questions about our historical and current understandings of legality, legitimacy and citizenship in light of this part of the Belgian experience of law under Nazi occupation. A fatality following ingestion of the tricyclic antidepressant carpipramine (Prazinil) and ethyl alcohol is described. Carpipramine was quantitated by high performance liquid chromatography. The concentration of carpipramine was 2.0 mg/L in blood and 0.44 mg/L in urine. Ethyl alcohol was measured by headspace gas chromatography and found to be 105 mg/dL in blood and 55 mg/dL in the urine. Quantitative analysis of stomach contents was positive for carpipramine by thin-layer chromatography. To our knowledge, this is the first reported fatality involving carpipramine.  相似文献

The media disproportionately focus on conventional crime while neglecting the impact of corporate misbehavior. The present research examines U.S. newspaper coverage of a deadly fire at a dance hall in Goteborg, Sweden. This particular incident facilitates an examination of how newspapers treat issues involving culpability of conventional offenders (arsonists) and white collar offenders (the owners of the nightclub and the promoters of the dance). It was found that newspapers disproportionately focused on the direct harm associated with the fire, and generally neglected the role played by the organizers/promoters. Suggestions are offered regarding the need for more complete media coverage of crime, particularly white collar crime.
