The privatisation of British Telecom: a case study of the extended process of legislation

Abstract. One of the main ingredients in discourse about British politics concerns the extent to which, and under what conditions, central government can get its own way. Since 1979, the country has been ruled by a prime minister and a government placing at least rhetorical emphasis on the 'politics of conviction'. At the same time we have a well established academic literature giving emphasis to the various hurdles in the policy-making process which face even a government with a working parliamentary majority. The purpose of this paper is to trace the steps in the process towards the government achieving one of its manifesto commitments; the sale of 51 per cent of British Telecom shares to the private sector. In so doing, it is intended to analyse this example of the policy process in terms of the predominant British policy style.     

The 1984 election as Anthony downs and Stanley Kelley might interpret it

This paper is an analysis of two rational choice theories of elections. Anthony Downs and Stanley Kelley's theories yield complementary interpretations of the 1984 U. S. election. Reagan's victory was based on both prospective and retrospective judgments as well as on candidate and policy considerations. Reagan won that element of an incumbent's reelection that is a referendum on his performance as president. However, people also voted on the basis of domestic and foreign policy preferences for the second term. On these issues voters preferred Mondale as much as Reagan. Reagan's victory owed remarkably little to his conservative agenda and to a warm regard for his personal qualities as a leader. His landslide was deceptive. The two Reagan victories were among the weakest of the six landslides of the postwar period by Kelley's test of decisiveness. The Reagan elections have not set the United States on the course of a long-term conservative agenda in either domestic or foreign affairs.     

Emotional and temperamental correlates of Type A in children and adolescents

Emotional and behavioral correlates of Type A behavior in children and adolescents were examined in 184 fifth-, seventh-, and ninth-grade students, classified as high or low Type A, using self-report, teacher ratings (fifth grade only), and structured interview procedures. Measures included the Hunter-Wolf A-B Rating Scale, Behavioral Symptoms of Stress Inventory, Dimensions of Temperament Survey, Desire for Control Scale, Eysenck Personality Inventory, and the Multiple Affect Adjective Checklist. High Type A children reported significantly more stressed-related behaviors, higher levels of depression, anger, anxiety, and cognitive disorganization, and greater reactivity than Low Type A. No differences were found on measures of temperament (activity level, attention span, adaptibility, and rhythmicity), desire for control, or introversion-extroversion. Females, in general, reported significantly more behavioral stress symptoms. However, no other gender differences were found. Possible reasons for reported differences between Type A children and adults are discussed, along with gender differences in behavioral symptoms. Need for multiple measures of Type A across situation is considered along with need for controlled longitudinal studies of Type A components and the influence of contexts.Received Ph.D. from Stanford. Psychological correlates of teenage motherhood

The social and economic consequences of adolescent motherhood are known, yet the psychological associates are largely unstudied. Clinical studies point to distressing reactions to adolescent pregnancy, and do not reflect changes in social attitudes about teenage parenting. In this study, adolescent mothers (n=62), pregnant teenagers (n=63), and non-pregnant and nonparenting (n=60) adolescents enrolled in public high schools completed measures of socioeconomic status, depression, anxiety, loneliness, self-esteem, and social supports. Findings suggest that adolescent mothers and pregnant teenagers are less distressed by their situation than was once thought. Social supports and socioeconomic status predicted psychological well-being better than parenting status. Expanded school programs for teenage mothers and renewed efforts to enhance young mothers' social and socioeconomic resources are called recommended.Funding was provided by the William T. A method for the longitudinal sectioning of single hair samples

A simple technique is presented for the longitudinal sectioning of hair samples without the need for any embedding medium. The technique applies to single hair samples that are placed in a groove of a particular depth and can either be scraped or cut to the desired level. Planar sections are obtained that reveal the internal structure of the sample and are ideal for the application of surface analytical techniques for the study of internal transverse and longitudinal distributions of xenobiotics.     

Evaluation of some oxygen, sulfur, and selenium substituted ninhydrin analogues, nitrophenylninhydrin and benzo[f]furoninhydrin

Six ninhydrin analogues containing oxygen, sulfur, and selenium substituents at the C-5 position, 5-(4-nitrophenyl)ninhydrin, and benzo[f]furoninhydrin were evaluated as fingerprint development reagents. The analogues all showed good fingerprint color development but were not superior to ninhydrin in this respect. The benzo[f]furoninhydrin complex was strongly luminescent at room temperature following zinc complexation, while the remaining analogues required cooling to -196 degrees C to produce optimum luminescence. The benzo[f]furo, nitrophenyl, and methyl selenide analogues showed the best potential as fingerprint reagents with the benzo[f]furo analogue comparing favorably with DFO.     

Pubertal Maturation and African American Children’s Internalizing and Externalizing Symptoms

The association of pubertal maturation with internalizing and externalizing symptoms was examined with a sample of 867 African-American 10 – 12-year-old children. Children reported their pubertal development status and timing using a self-report questionnaire, and symptoms were assessed through diagnostic interviews with the children and their primary caregivers. Pubertal status and timing were significantly associated with children's reports of the internalizing symptoms of social anxiety disorder, generalized anxiety disorder, and major depression and with the externalizing symptoms of oppositional defiant disorder, attention deficit disorder, and conduct disorder. Pubertal development also was associated with caregivers’ reports of children's externalizing symptoms. The pubertal transition was associated with internalizing and externalizing symptoms in both boys and girls.Xiaojia Ge is Professor at the University of California, Davis.
