South Africa: Touched by the vengeance of AIDS 1

The HIV/AIDS epidemic in South Africa is at a critical phase. Until now, the spread of HIV/AIDS has not been controlled, and the government has yet to adopt a coherent policy. The National AIDS Plan, developed in 1994, is largely unimplemented, despite having been praised as an innovative programme. Complicating the situation are the politics between government and various non‐governmental organisations (NGOs) over the control of resources on one hand, and the control of turf on the other. Perceived incompatibilities in agendas cause infighting between NCOs themselves and between NCOs and government. A successful HIV/AIDS policy in South Africa must include the efforts of government, NCOs and communities.     

Case comment: BSkyB v. EDS [2010] EWHC 86 (TCC) case no: HT-06-311 26.01.2010

The Technology and Construction Court has issued its long-awaited decision in the epic court battle between BSkyB and EDS. Mr Justice Ramsey found that EDS had fraudulently induced Sky into a £54 million contract for a new customer relationship management (CRM) system. Since judgment was given, EDS has been ordered to pay Sky £270 million in damages and interest.     

A Senator's Personal Reflections on Public Service

The Honorable Mary Landrieu, U.S. senator from Louisiana since 1997, addressed the 2013 annual meeting of the American Society for Public Administration (ASPA) at a luncheon honoring four Louisianans for their public service. They included General Russel L. Honoré, U.S. Army; Chancellor James L. Llorens, Southern University at Baton Rouge; Mayor Mitch Landrieu, City of New Orleans; and Professor Astrid Merget, Public Administration Institute at Louisiana State University Baton Rouge and honorary co‐chair of the 2013 ASPA Conference. In her remarks, Senator Landrieu reflected on her lineage in public service.
