Chinese—Indian relations and the process of building confidence: Implications for the Asia‐Pacific

China's traditional approach to security questions appears to be antithetical to the cooperative security approach that has been adopted by ASEAN and by embryonic multilateral organizations such as the ASEAN Regional Forum. Yet, in the course of normalizing relations with India, China has shown itself willing to explore the kind of confidence‐ and security‐building measures associated with this approach. Although it was a change in interests that prompted China to explore the worth of such measures, nevertheless cooperative security ideas have proved helpful in defusing tensions between New Delhi and Beijing. Possibly as a result of its experience with India, there are indications that China has become more receptive to the use of a cooperative security framework elsewhere in the Asia‐Pacific, most notably in dealing with the ASEAN Regional Forum. Its involvement in this process has increased the diplomatic and economic costs that would be incurred should it decide to use force to make good its irredentist claims in the South China Sea.     

DISCUSSION - Agricultural Policy Reform and Rural Livelihoods in Central Mexico

This contribution examines the impact of profound changes to agricultural policy implemented since 1988 on the livelihoods of Mexico's rural population. Detailed studies in four villages show that rural incomes are very unevenly distributed within communities leaving half of households in poverty. During the last decade key factors affecting village economies have been international and national, rather than specific changes to farm policy. Most changes have been to the detriment of the communities studied, but peasant households have adapted and survived, at a price. If the worst fears about the consequences of economic liberalisation have not been realised, neither have the hopes. Depressed markets for basic goods and services have limited the growth of the rural economy. Private investment and provision of services have not been stimulated.

Transitional Justice as Global Project: critical reflections

This article critically reflects on the ways in which the global project of transitional justice is channelled or streamlined in its scope of application. Using the categories of when, to whom and for what transitional justice applies, it argues that transitional justice is typically constructed to focus on specific sets of actors for specific sets of crimes. This results in a fairly narrow interpretation of violence within a somewhat artificial time frame and to the exclusion of external actors. The article engages themes of gender, power and structural violence to caution against the narrowing and depoliticisation of transitional justice.     

Symptoms of trauma, perceptions of discrimination, and anger: a comparison between Australian indigenous and nonindigenous prisoners

Although the need for the development and provision of culturally appropriate rehabilitation programs for offenders is widely acknowledged, there is a lack of empirical data that can be used as a basis for the development of new programs. This article reports the findings of a comparison of indigenous and nonindigenous male prisoners on a range of measures relevant to the experience of anger by indigenous prisoners in Australia. The results suggest that indigenous participants are more likely to experience symptoms of early trauma, have greater difficulties identifying and describing feelings, and perceive higher levels of discrimination than nonindigenous prisoners. The implications of this work for the development of culturally appropriate and effective anger management programs for indigenous male prisoners are discussed.     

Contributions of Academic Research to Industrial Performance in Five Industry Sectors

Results are presented of a National Academy of Engineering consensus study that documents the contributions of academic research to the growth and competitiveness of five industries – aerospace; financial services; medical devices; network systems and communications; and transportation, distribution, and logistics services. Academic research has made substantial contributions in varying degrees to all five industries. These have ranged from graduates trained in modern research techniques, to fundamental concepts and “key ideas” out of basic and applied research, to the development of tools, prototypes, and marketable products, processes, and services. In network systems, there is a history of university involvement in serving as test beds for new networking concepts and in spawning firms. The academic medical center provides a distinctive environment for testing and incremental improvement of medical devices and for conducting essential clinical trials. In financial services, academic economics and mathematics research contributions have been important, in spite of the lack of a well-developed R&D infrastructure for the industry. Challenges and opportunities for enhancing academic research contributions are presented in the areas of regulatory research and innovation, service sector innovation, information technology, intellectual property rights, and the role and identity of the university.
