Past and Future Budget Classics: A Research Agenda

This article summarizes the content of four classic articles on budgeting that have appeared in Public Administration Review, outlines some of the major changes in budgeting that have occurred since those authors wrote, and, based on those changes, offers a research agenda for the next set of budget classics.     

The Precarious State of Famine Research

In 2017 famine struck yet again. While famine continues to haunt many fragile countries, the paper reveals a faltering scholarly interest in famine research, particularly within the research tradition of development studies. Today, the research field is rather dominated by the research traditions of history and economics. Interestingly, the steepest decline in scholarly attention to famine coincided with Amartya Sen being awarded the Nobel Prize in Economics in 1998 in part for his work on famine. The paper points to three characteristics of famine research that might account for this rather puzzling development: (i) the field of contemporary famine research exhibits limited interest in theory-building; (ii) the field is impeded by inaccessibility to key research sites; and (iii) the field is weakened by a small and dispersed research community. The paper suggests remedies that might address these obstacles to contemporary famine research in development studies. To facilitate more theoretical development, scholars could engage with the recent call for a criminalisation of famine, and the broader field of disaster research could be used as an institutional catalyst for scholars of famine.     

Can Turkey's state–religion relationship serve as a role model for emerging Arab regimes? A critical assessment

One of the most pressing issues facing Arab societies, in view of the large-scale political transitions taking place in the Middle East, is the status of religion in the state. In this regard, Turkey, a Muslim democratic state, is often offered as a model to follow. The current piece demonstrates that despite the seeming appeal of the Turkish model, it is inadequate for Middle Eastern societies, in which religion plays a significant social role and is a core ingredient of individual and collective identity. This is because the foundations of the Turkish model were artificially imported from the Western experience, and forced from above onto the Turkish populace without much-needed contextual adjustment. This assertion is true not only for the original state-religion model in Turkey, but also for its modified present-day version, which bears to a large extent the burdens of the past. The article concludes by outlining some points that might serve emergent Arab democracies aiming to design a constructive and authentic model of religion and the state.     

The Great Unraveling: Federal Budgeting, 1998–2006

Since 1998, budgeting reforms at the federal level have unraveled extensively. The budget process has become ad hoc, fragmented, and opaque, balance has been elusive, and the failure to prioritize has become endemic. One cause was the mismatch between the budget process in 1998, which was designed to eliminate deficits, and the emerging budgetary surpluses of that time. A second contributing factor was the desire to reduce taxes while expenditures were increasing as a result of wars and natural disasters. The consequences of this great unraveling include the failure to fund Medicare and Social Security adequately when the opportunity was presented, as well as threats to constitutional and democratic governance. Renewed reform may require greater transparency and a willingness to embarrass elected officials with iconic stories.     

Clinical Ethics and the Road Less Taken Mapping the Future by Tracking the Past

Although various aspects of clinical ethics consultation have been discussed in the literature, there has yet to be sustained systematic debate about the fundamental philosophical and methodological issues at stake in doing clinical ethics. Arguing that the field of clinical ethics is at ta critical crossroads, the author of this article outline the core issues that need to be addressed, debated, and resolved in order for the field to secure a meaningful future.
