Obtaining Differentiation Premiums in the Presence of Fee Regulation in the Residential Real Estate Appraisal Industry

In the context of the customary and reasonable pricing standard imposed by the Dodd–Frank Act, this article considers whether residential real estate appraisers are able to obtain differentiation premiums for their services. Regression models estimated using data from the Commonwealth of Virginia offer some evidence that professional certifications and the complexity of an appraisal task are positively associated with fee levels in this type of regulatory environment. However, differentiation premiums appear more difficult to obtain across geographies and when an appraisal is procured by an appraisal management company. The findings suggest appraisers can differentiate themselves from competitors, but also that policymakers should be mindful of the potential for commodification on the residential appraisal industry in select market settings. Since appraisals are a critical component of the mortgage underwriting process, and the majority of housing transactions utilize mortgage debt, developing new understanding of how policies influence appraisers and how the appraisal process makes an important contribution to the housing policy literature.     

China and the world: Perception and analysis

Abstract

This paper considers whether China's images of itself may have influenced analyses of China from the outside, and thereby skewed understanding. A sense of Chineseness, of a culture and civilization which is somehow very different from any other, is a recurrent theme in China's history and in the history of Europe's direct contacts with China. Acceptance by Europeans of such images as true representations of China is itself a tradition which stretches back many centuries, and the sentiment of China's uniqueness often seems to have been drawn into contemporary studies of China.     

Data hubris? Humanitarian information systems and the mirage of technology

This article looks at the promise of technology to revolutionise humanitarian action, especially in terms of the gathering and use of data. With many heralding a ‘data revolution’, the opportunities and enthusiasm for using social media and SMS data in crisis response are on the rise. The article constructs an analytical framework in order to scrutinise the three main claims made on behalf of technologically advanced humanitarian information systems: that they can access data more accurately, more quickly, and alter power relations in emancipatory ways. It does so in relation to two aspects of digital humanitarianism: visual technology and crisis mapping, and big data. The article is partly informed by a historical perspective, but also by interview and other material that suggests some of the claims made on behalf of technology are exaggerated. In particular, we argue that the enthusiasm for the data is vastly outstripped by the capacity to meaningfully analyse it. We conclude by scoping the implications of the future technological evolution of humanitarianism, in particular by examining how technology contributes to what Duffield terms ‘post-modern humanitarianism’.     

The African renaissance and the Caribbean

In May 2010 South African President Jacob Zuma will have been in office for one year. During this time, the Zuma administration has been far less ambitious in its foreign policy than previous administrations. However, South Africa is not in a position where it is able to withdraw from foreign engagement, as regional issues — such as Zimbabwe, the Democratic Republic of Congo (DRC) and Swaziland — continue to demand attention. The Zuma administration's approach in the future, in terms of both substance and style, will need to be informed by lessons from past engagement, including South African peacekeeping efforts in countries such as the DRC and Burundi, and South African mediation efforts in countries such as Angola, Côte d'Ivoire and the Comoros. Certainly, South Africa's record of success in taking on international responsibilities over the past 10 years has been mixed, but there is scope for past experience to shape future engagement positively. Indications of this can be seen, for example, in Zuma's efforts to redress former President Thabo Mbeki's clumsy mediation efforts in Angola by deciding to make his first state visit as South Africa's president to Luanda. Zuma's approach to Zimbabwe could build on the foundation set by Mbeki's long engagement with that country.
