Purpose. Enhanced Thinking Skills (ETS) has been the most widely delivered cognitive skills programme in the prisons of England and Wales. Four quasi‐experimental outcome studies have produced mixed results, a qualitative survey of offenders’ and facilitators’ experience on the programme proved useful in programme refinement, and a study using random allocation provided evidence that ETS impacts significantly and positively on short‐term attitudinal change. This study aims to make a further contribution, using another methodology, to the accumulation of evidence. Methods. This was a real‐world evaluation, comparing the reconviction outcomes of the population of 17,047 ETS participants in custody from 2000 to 2005 with a national cohort of 19,792 prisoners released over the same period. Results. Overall, prisoners who had attended ETS were found to reoffend at a rate 6.4 percentage points less than the cohort (rising to 7.5 percentage points for programme completers) and 9.5 percentage points less than the predicted rate. In all but the very highest risk group and in every sentence length band, the reoffending outcomes for ETS participants were significantly better than for prisoners in the cohort. Conclusions. It is argued that this non‐experimental methodology makes a contribution to the ‘What Works’ evidence.  相似文献

Family Relationship Centres (FRCs) have been described as a centerpiece of Australia's 2006 family law reforms. This paper places these centres in the larger context of the reforms and their commitment to providing community‐based family services in the family law area. The paper also examines the empirical evidence regarding FRCs' use and effectiveness. It notes that while the objectives and intentions of FRCs place considerable emphasis on strengthening family relationships and assisting families to stay together, the centres themselves have only a modest level of direct involvement with intact families. FRCs tend to have strong links with other community‐based family services, many of whom are more engaged with intact families; but it is difficult to gauge their effectiveness in this area. Most FRCs' direct services are aimed at separating families and most of that work involves family dispute resolution (family mediation) and associated services such as screening and assessment and the provision of relevant information. A substantial majority of clients who attend FDR at an FRC reach agreement about their parenting arrangements either at FDR or subsequent to attending FDR. These agreements also tend to hold up in the medium term. A majority of parents believe that at FDR, the child(ren)'s needs were taken into account; the parenting agreement worked for the child(ren); and the parenting agreement worked for them. A substantial proportion of FRC clients come from families that have experienced family violence or other dysfunctional behaviours, and such behaviours reduce the chances of resolving parenting disputes. The paper concludes by suggesting that having been created mainly as a default alternative to legal interventions and court processes, it is likely that a major future strength of FRCs will lie in their emerging capacity to work constructively not only with other relationship services and networks, but with family lawyers and the courts.  相似文献

Examining the evolution of British and Australian policing, this comparative review of the literature considers the historical underpinnings of policing in these two countries and the impact of community legitimacy derived from the early concepts of policing by consent. Using the August 2011 disorder in Britain as a lens, this paper considers whether, in striving to maintain community confidence, undue emphasis is placed on the police's public image at the expense of community safety. Examining the path of policing reform, the impact of bureaucracy on policing and the evolving debate surrounding police performance, this review suggests that, while largely delivering on the ideal of an ethical and strong police force, a preoccupation with self-image may in fact result in tarnishing the very thing British and Australian police forces strive to achieve – their standing with the public. This paper advocates for a more realistic goal of gaining public respect rather than affection in order to achieve the difficult balance between maintaining trust and respect as an approachable, ethical entity providing firm, confident policing in this ever-evolving, modern society.  相似文献

A defining characteristic of second-order elections is that voters base their decision on considerations that were developed for a different policy level. Therefore, this kind of elections does not contribute to the quality of democratic representation. Municipal elections are often considered as second-order elections. In this article, we use data from an exit poll (n = 4,591) held during the 2012 municipal elections in Belgium. Results suggest that although voters predominantly invoke local aspects as determining their vote choice, still three-quarters votes for the same party locally as for federal elections. Among voters who deviate from their federal party preference, knowing local candidates and concern about local policy issues are the main sources of deviation. The conclusion therefore is that local candidates do make a difference and contribute strongly to the salience of electoral decisions on the local level.  相似文献

This contribution investigates the determinants of judicial confidence. It argues that this is the decisive source of legitimacy for the third branch. Fairness and impartiality, i.e. the independence of the judiciary, are paramount in fostering citizens' confidence in the justice system. Through several multilevel analyses, the study tests whether judicial independence promotes the development of an individual's confidence in the justice system. The results show that judicial independence has a positive impact on the development of individual trust. However, public beliefs about the trustworthiness of judicial institutions do not seem to originate from constitutional rules (de jure independence) but from actual events and real life experiences (de facto independence).  相似文献

The relationship of paid work and care to citizenship is a central issue in feminist citizenship theory, echoing the longstanding dilemma between ‘equality’ or ‘difference’-based claims to full citizenship. The implications for feminist politics are discussed in the UK context where such politics can be characterized as a pendulum swinging away from an ‘equality’ towards a ‘difference’ model, in reaction to New Labour’s fetishism of paid work. The article explores the dilemmas this raises. It proposes an alternative model, which promotes both a more equitable gendered distribution of time and work (paid and unpaid) and also a more balanced way of life, which allows women and men time just to be. Social policies, it is argued, are crucial to the achievement of such a model.  相似文献

The police are perceived by overseas agencies to play a key role in thedevelopment of democratic states. In the Russian Federation, the promotion of trust between the police and the public has been hampered by the fact that police are perceived by the public, and reported by the media, to be open to using their positions at work to obtain money, goods or services. Survey research about beliefs and values concerning corruption was conductedamongst students and serving officers attending a police institute, whichprovides the most promising Russian police recruits with a four-year higher education leading to the rank of ``officer'. From these ranks will come those police who are likely in future to shape both policy and institutional values. The data provided evidence that ``fast-streamed' police recruits think that corruption is often justifiable and/or morally acceptable underparticular circumstances, or for particular goals.  相似文献

This article describes an action‐research project which has the multiple objectives of mapping the range of home‐based work in different countries, investigating the ways in which such work is embodied in local or international production chains, and developing a methodology which will facilitate the establishment of sustainable organisations of home‐based workers. The article focuses mainly on Latin America and Eastern Europe, though the project is also active in India and has begun to explore the possibilities of working in China.  相似文献

Conclusion Deception is integral to illicit organizations. Cover is a strategic necessity that, at a great cost in efficiency, allows illicit organizations the opportunity to achieve their objectives. The revolutionary organization is, in fact, an alternative reality that seeks to be invisible except when it needs to propagate a version of the truth and to bolster the impact of its armed operations. In the case of the truth, remarkably little deception is deployed. The revolutionaries consider their faith to be inviolate and convincing, without need of apology or equivocation. Reality is often visible. Islamic Jihad preached the truth, the IRA hid it for two years and the Sicilian Mafia makes the hidden truth yield public respect. In operational matters, much that takes place underground is focused on maintenance, supply and distribution, command and control, and communication that needs to be hidden but need not otherwise be duplicitous. Secrecy apart, most operations focus on obvious targets. Strategic deception is rare.  相似文献
