The decision of the Conservative‐dominated coalition to ring‐fence international development spending has been, given the economic environment, one of most intriguing decisions of the new government. Recognising the relative neglect of academic work on Conservative policy towards international development, the article seeks to provide an explanation for its new‐found prioritisation. In doing so, the article suggests that it can be attributed to four possible influences: that it can be tied to the process of modernisation and brand decontamination of the Conservatives; that it is a consequence of the personal commitment of key elites such as David Cameron, George Osborne and Andrew Mitchell; that it is by‐product of the perceived success of the Department for International Development under New Labour, which made subsuming it within the Foreign and Commonwealth Office a non‐viable (and expensive) option; and that protecting the international aid budget was actually in the British national interest.  相似文献

This article examines the relationship between red tape, Public Service Motivation (PSM) and a particular work outcome labelled ‘resigned satisfaction’. Using data from a national survey of over 3754 public servants working at the municipal level in Switzerland, this study shows the importance of looking more closely at the concept of work satisfaction and, furthermore, of thoroughly investigating the impact of the different PSM dimensions on work outcomes. Unsurprisingly, research findings show that red tape is the most important predictor of resignation. Nevertheless, when PSM dimensions are analysed separately, results demonstrate that ‘commitment to public interest/civic duty’ and, to a lesser extent, ‘attraction to policy‐making’ decrease resignation, whereas ‘compassion’ and ‘self‐sacrifice’ increase it. This study thus highlights some of the negative (or undesirable) effects of PSM that have not been previously addressed in PSM literature.  相似文献

Quantitative analysis of competitive tendering and contracting typically focuses on their effect on the cost of providing public sector services. In this article we turn to the systematic factors that appear to influence the performance of cleaning contracts. This is defined as compliance with contract specification, public perception of service quality and other qualitative measures of service characteristics as observed by the contracting authority. Our analysis attempts to isolate particular features of contract design, monitoring and enforcement that influence performance positively or negatively. Econometric results based on a sample of public sector cleaning contracts suggest that contractor selection procedures and contract enforcement mechanisms have the greatest influence on performance.  相似文献

The new penology argues that an important new language of penology is emerging. This new language, which has its counterparts in other areas of the law as well, shifts focus away from the traditional concerns of the criminal law and criminology, which have focused on the individual, and redirects it to actuarial consideration of aggregates. This shift has a number of important implications: It facilitates development of a vision or model of a new type of criminal process that embraces increased reliance on imprisonment and that merges concerns for surveillance and custody, that shifts away from a concern with punishing individuals to managing aggregates of dangerous groups, and that affects the training and practice of criminologists.  相似文献

The supranational regulation of merger and acquisition activity presents valuable evidence for examining the dynamics of policy change within the European Communities. Over the years four merger regimes can be seen to have existed. The first, restricted to the coal and steel industries, originated in the specific postwar wish to control (German) heavy industry and retains its separate character. Other industries were a matter for the later Treaty of Rome, establishing the European Economic Community (ECC). It was not until 1989 that a clear ECC regime was established after two 'false starts' arising from rulings by the European Court of Justice on specific mergers. Agreement eventually came once ministers and industrialists realized that clear rules were needed, if the necessary orderly corporate restructuring were to be facilitated in the run-up to completion of the single market.
A 'new institutionalist' approach is adopted in analysing the evolution of supranational merger regulation. Accordingly, the article examines how far the capacity of the two treaties, and the capacities of the individual institutions, can explain the resultant pattern of supranational merger regulation.  相似文献

Academic analysis of judicial review is confined largely to juridical commentaries in legal journals. This article, written from an administrator's viewpoint, examines its consequences for the power of government, for administrative behaviour, for constitutional dynamics, and for the scientific study of policy-making. It distinguishes a four-fold effect on administrators, including a substantial element of inhibition, and highlights the uncertainty created by the incremental and inconsistent development of the principles of judicial review. In constitutional terms, while the courts eschew national security and economic policy, they have in other fields explicitly created a process of accountability parallel to that of Parliament, and have resisted statutory attempts to limit their jurisdiction. Analysed in terms of political science, judicial review imposes unrealistic standards of administrative conduct, entrenches the role of pressure groups, and places on public bodies legalistic requirements that they may not be equipped to fulfil. The combination of these pressures, exacerbated by further expansion of the scope of the judicial review, are likely to increase friction between judiciary and government, possibly precipitating a crisis.  相似文献

Abstract.  This article starts from the assumption that the current process of globalization or denationalization leads to the formation of a new structural conflict in Western European countries, opposing those who benefit from this process against those who tend to lose in the course of the events. The structural opposition between globalization 'winners' and 'losers' is expected to constitute potentials for political mobilization within national political contexts, the mobilization of which is expected to give rise to two intimately related dynamics: the transformation of the basic structure of the national political space and the strategic repositioning of the political parties within the transforming space. The article presents several hypotheses with regard to these two dynamics and tests them empirically on the basis of new data concerning the supply side of electoral politics from six Western European countries (Austria, Britain, France, Germany, the Netherlands and Switzerland). The results indicate that in all the countries, the new cleavage has become embedded into existing two-dimensional national political spaces, that the meaning of the original dimensions has been transformed, and that the configuration of the main parties has become triangular even in a country like France.  相似文献
