We examine the internal politics that preceded the House adoption in 1839 of viva voce (voice) voting for Speaker and other House officers. First, we find that the struggles over the rule's adoption actually centered on the election of the House Printer. These struggles were tied to attempts by the two major parties to establish effective newspaper networks to assist in national political campaigns. Democrats generally favored public election of House officers, whereas Whigs generally opposed. In the short term, the change to public voting for Speaker and other House officers had the expected effect of instilling greater partisan regularity among House members. As sectional divisions grew in the nation at large, however, the public election of the Speaker made it increasingly difficult for House leaders to forge the transregional coalitions necessary to organize the House.  相似文献

Tony Blair has made no secret of his admiration for the philosophical works of John Macmurray. This article shows that Blair recognises Macmurray's contribution to the understanding of the individual in society. Blair readily acknowledges Macmurray's overriding desire for philosophy to place individuals in their rightful social setting. Yet Blair views this philosophical shift as a reinforcement of modern notions of community that emphasise an obligation to others as well as to oneself. It is my contention that this may be a misreading of the specifics that lay behind the works of Macmurray. By implication, this error in understanding could have led New Labour to pursue a social policy direction that contradicts Macmurray's visions of capitalism and its effects upon human agency, behaviour, rationality and morality. Consequently, this article examines the works of Macmurray in an attempt to show that Tony Blair and New Labour are in danger of making false assumptions on how to revive a contemporary sense of community through the bedrock of a traditional family unit supported by the model of the 'rational economic man'.  相似文献

This article presents a case study of an important but relatively neglected aspect of the British policy process - the Value for Money (VIM) studies undertaken by the National Audit Office. It analyses in detail the conduct of one particular study, including the reactions of the audited bodies and the parliamentary activity which followed the publication of the NAO report. The case is then used to illuminate what appear to be some more general characteristics of the NAO's approach. It is concluded that NAO VFM work marks an important step beyond traditional audit for regularity and/or economy, and that it significantly enhances democratic accountability. Yet at the same time this work falls short of a full-blooded evaluation. Indeed, it appears to take place within quite prominent constraints, some of which were built into the legislation setting up the NAO but others of which could conceivably be eased, even without new statutory authority.  相似文献
