This paper explores the dialogue about innovation in public services currently found within public policy and creates an interaction between research and practice about its strengths and limitations. It argues that this dialogue is a flawed one, often both at odds with the existing evidence and lacking a holistic understanding of the nature of innovation and its distinctive policy and managerial challenges. It therefore synthesizes existing research to challenge current public policy thinking about the role and determinants of innovation in public services. This paper examines the extent to which Marx's thinking on colonialism was Europocentric and evolutionist and the criticisms levelled against him. By examining relevant aspects of Marx's work, we can define more clearly his true ideas on colonialism and sort out the arguments of his critics. The paper discusses Marx and Engels's writings on colonialism for The New York Daily Tribune (1851–62) and examines four theoretical responses to these writings. The conclusion suggests that although Marx's writings on colonialism suffer from a specifically Europocentric bias, this alters but does not negate the overall applicability of Marx's ideas to the third world. 相似文献

This research examines the role familial, school, labor market, and street factors play in the criminality of 200 homeless male street youths. Of particular interest is the way these youths interpret their labor market experiences and how together these experiences and interpretations influence criminal behavior. Findings reveal that familial and school factors have minimal influence on current criminal behavior. Instead, criminal behavior is influenced by such immediate factors as homelessness, drug and alcohol use, and criminal peers who engage in illegal activities. Further, criminal behavior is influenced by a lack of income, job experiences, and perceptions of a blocked opportunity structure. While labor market conditions and reactions to those conditions have some effect on crime, the findings also suggest that lengthy unemployment, job experiences, and a lack of income work in tandem with anger and external attributions to increase street youths' criminal activities. 相似文献

Juvenile courts across the country have become the leading service delivery system for youths with substance abuse problems, not by choice, but by necessity. At 10 communities around the nation, judges and project staff are in their fifth year of pioneering changes to the way the juvenile justice system helps teens in trouble with drugs, alcohol, and crime. These judges are part of Reclaiming Futures, an initiative of the Robert Wood Johnson Foundation, and they are working with local leaders to re‐invent the way law enforcement, courts, probation, detention facilities, treatment providers, families, schools, and the community work together to help troubled youths succeed. Together, they have written a guide for judges, court administrators, government entities, community leaders, and interested citizens to share the knowledge and experience they have gained from the nationwide Reclaiming Futures initiative. Abstract. The first section takes up some main details of American constitutional history. At the end of that section and in section two, we concentrate on one constitutional doctrine in particular, judicial review. We argue that this doctrine rests, traditionally, on the foundational idea of a permanent tension between democratic institutions and basic rights. In section three, we deal with the problem just raised, by suggesting an alternative view of the relationship that exists between these fundamental constitutional elements. Here we attempt to show that there is an essential principled harmony between basic constitutional rights and democratic majority rule. And we try to locate judicial review within this alternative conception. Then in section four and in the conclusion we discuss the institutional arrangements for the practice of judicial review in the light of this alternative conception. 相似文献
