Victim Impact Panels (VIPs) were introduced by Mothers Against Drunk Driving (MADD) in 1982 and have since spread throughout the United States in an attempt to reduce drunk driving. The objective of a VIP is to expose DUI offenders to the pain and suffering caused by drunk driving without necessarily condemning the DUI offender. The few scientific evaluations of the effectiveness of VIPs have produced mixed results. The present investigation draws on evidence from a quasi‐experimental design and a five‐year follow‐up to probe further the effects of VIPs on DUI recidivism. Results show that 33.5% of the comparison group, but only 15.8% of the VIP group, were rearrested over the five‐year period. Discrete‐time event history analyses suggest that VIPs are associated with a 55.7% overall decrease in the hazard of rearrest; the VIP effect is strong in the first two years but then wanes dramatically. Methodological threats stemming from the study's design are considered. The implications of the differing styles of VIP and the resultant outcomes are also discussed. 相似文献

Over the past decade, the UK's New Labour government has been at the forefront of efforts internationally to modernise electoral procedures, promising to deliver 'an e-enabled, multi-channel general election by 2006'. This paper considers the origins and the impacts of reforms to UK electoral procedures with a particular focus on the adoption of postal voting on demand and pilots of electronic voting and counting since 2000. The paper concludes that the principal legacy of the modernisation agenda to date is likely to have been a negative impact on public confidence in the electoral process. 相似文献

This study examines the influence of racial, demographic and situational variables on types of police suspicion and the ancillary decision to stop and question suspects. Data were drawn from an observational study of police decision making in Savannah, Georgia. Based on the literature, we hypothesized that minority suspects will be more likely to be viewed suspiciously by the police for nonbehavioral reasons. We also hypothesize that minority status will play a significant role in the decision to stop and question suspicious persons. The findings from this study provide partial support for these hypotheses. The results indicate that minority status does influence an officer's decision to form nonbehavioral as opposed to behavioral suspicion, but that minority status does not influence the decision to stop and question suspects. We discuss the implications of these findings for understanding race and its role in police decision making. 相似文献

This article seeks to account for the remarkably high number of British party leaders who have been forced to leave office in recent years. In particular it seeks to explain why numerous leaders have felt compelled to resign following pressure from party colleagues. It is suggested that four general factors may be of importance: i) the increased importance of perceptions of leadership; ii) the rise of ‘celebrity’ politics; iii) erosion of traditional public–private divides, and; iv) increased professionalism amongst parliamentarians. This article examines the consequences of a clash between police officers' expectations of street-level discretion and supervisors' constraints on such discretion. Two hypothesized consequences are examined: police officer alienation from the citizenry and police officer disaffection with the department. Both attitudinal data (from a survey of police officers) and behavioral data (from direct observation of police officers on patrol) are used. The data show some support for the hypothesis that disaffection with the department is a consequence of the discretion-constraint clash, but no support of alienation from the citizenry as a consequence. Rather, the data suggest that officers back away from discretion in situations where the public is perceived to be hostile and where supervisors reinforce that perception by active monitoring of police-citizen encounters. 相似文献
