In a separation of powers political system, effective bureaucratic control may be undermined by the fact that the power to appoint bureaucrats is controlled by a different set of principals from those that may control them through statutory or budgetary means. In particular, executives have proposal power over bureaucratic appointments and removals while legislators have proposal power over laws. In this article, I explore the consequences of this division of authority for bureaucratic outcomes. I argue that this pattern of authority often produces outcomes inferior to those generated when appointment, removal, and legislative powers are centralized as is the case in many parliamentary systems. The model reveals that restricting executive removal power can mitigate these problems. Finally, I discuss the relevance of this appointments dilemma for bargaining over bureaucratic structures with a focus on removal powers, independent commissions, and civil service rules .  相似文献

Studies of Chinese involvement in Allied relations during the Second World War tend to focus on the Cairo Conference of November 1943 and see it as the high point for China’s wartime diplomacy. This analysis argues that the Moscow Foreign Ministers’ Conference, held just prior to Cairo in late October–early November, was more important for the achievement of China’s longer-term interests. The participation at Moscow of Cordell Hull, the American secretary of state, was unique as the State Department was absent from almost all the Allied wartime summits. President Franklin Roosevelt liked to conduct his diplomacy personally. In Moscow, however, Hull represented the United States, and his patience and persistence led to the inclusion of China in the Four Nation Declaration that resulted from the meeting. That, in turn, meant that China was eventually included as a permanent member of the eventual United Nations Security Council and seen as a post-war Great Power. It was a more significant outcome than those resulting from the Cairo Conference.  相似文献

This paper examines the use of evidence in collaborative policy making focusing on the challenges of implementing national decarbonisation policies in regional areas. Its case study of a staged policy intervention to promote the ‘transition to a low carbon economy’ in Victoria's coal‐dependent Latrobe Valley reveals the selective use of evidence to support policy directions that emerged from the interaction of policy knowledge and the political mood. The paper shows how local conditions can be manipulated to enable the production of evidence consistent with the policy objective, but also suggests that despite combining orchestrated evidence with customised forms of networked governance, it is not possible to suppress or deflect unresolved political disagreements.  相似文献

This article explores the complex and contradictory positioning of the family within civil society literature. In some accounts, the family is seen as the cornerstone of civil society. In others, the family is positioned firmly outside – even antithetical to – civil society. This paradox arises from the ways in which civil society is variously defined through a series of binary oppositions – in relation to each of which the family sits uneasily. And while feminist critiques have tried to bring women back into view, they too tend to marginalize the family. In addition, the normative nature of these oppositions has meant that while civil society tends to be seen as the property of the political ‘left’, the family is often associated with the political ‘right’. The article argues that we need to move beyond oppositional definitions of civil society and assumptions about the family if we are to understand the multiple ways in which the family is implicated as not only the ‘reproducer’ of particular resources and dispositions but as a principal source and focus of civil society engagement and activism.  相似文献

There has been much discussion about how members of Congressdesire money early in the campaign season. However, theoreticalmodels of how contributions are allocated during the electoralcycle have been lacking. Our analysis attempts to remedy thisgap by providing and testing a model which specifies how theprocess of bargaining between members of Congress and organizedinterests produces the pattern of donations observed over thecourse of the electoral cycle. Most notably, our results suggestthat strategic incumbents can receive money early in the campaignif they desire but that they are generally unwilling to paythe price of lower aggregate fundraising and greater provisionof access. These findings buttress earlier empirical findingsthat question the instrumental value of early money. In addition,our results highlight that contribution choices are fundamentallyinfluenced by short-term factors, especially electoral conditions,that do not lend themselves to the routinized behavior necessaryfor contributors to invest in incumbents for long-run payoffs.  相似文献

The imminent nanotechnology and progressive instrumentations together have vast applications in the field of forensic science. Few prominent examples are gold nanoparticles for improvising the efficiency of polymerase chain reaction and atomic force microscopy for examining ink and bloodstains. Characteristics like distinct ridge details of fingerprints could be obtained by applying different nanoparticles such as silver, zinc oxide, silicon dioxide, aluminum oxide, gold (with silver physical developer), europium, fluorescent carbon, and amphiphilic silica on a range of object surfaces, and among all, gold is most commonly used. Fingerprint is considered noteworthy evidence in any crime scene, and nano-based techniques hold immense future potential in fingerprint investigations. Therefore, this paper focuses on the applications of nanoparticles in developing and detecting the latent fingerprints.  相似文献

Intimate relationships involving three or more adults are increasingly visible in American society. Multiparty relationships, which are also known as plural unions, mainly take two different forms: systemic polygyny and polyamory. Family law currently denies recognition to all plural unions. Granting legal recognition to multiparty relationships would advance the goal of family pluralism and expand access to valuable legal protections. However, the possibility of granting official recognition to plural unions must be approached with caution, because systemic polygyny poses a serious risk of harm to women and children arising from the imposition of oppressive gender roles. A possible solution to this dilemma lies in offering a formal nonmarital status (such as civil union, domestic partnership, reciprocal beneficiary, or designated beneficiary) to participants in plural unions. As a result of their differing attitudes toward marriage, polyamorists would be likely to embrace a nonmarital relationship status, while participants in systemic polygyny would most likely reject it. Thus, providing a nonmarital status for plural unions could allow polyamorists to obtain the benefits of relationship recognition, without placing the government's seal of approval on the oppressive aspects of systemic polygyny.  相似文献

The COVID-19 pandemic compelled large sections of the workforce out of their workplaces and into their homes to work. Many commentators suggest this has forever changed how and where we work. This article analyses how Australia's biggest employers – state and federal governments – approached the transitions to working from home, and back into regular workplaces. It considers the timing of policy responses to the pandemic as one indicator of resistance to, or acceptance of, widespread working from home. The article also demonstrates previous resistance to working from home for public servants, and questions widespread conjecture that it will become the ‘new normal’.  相似文献
