A CASE FOR REFORM OF THE CHILD WELFARE SYSTEM

There are more than half a million children in our nation's foster care system. While foster care is intended to provide a temporary safe harbor for abused and neglected children, too many of these youth spend years in foster care limbo—experiencing a turbulent life in motion as they move from placement to placement, community to community, and school to school. Youth in foster care commonly fail to receive basic health and psychological care, and nearly 20,000 youth age out of foster care every year to an adult path of homelessness, unemployment, and despair. Our entire community must work together to more responsibly parent these youth. This article will address how lawyers and child advocates can advocate for new approaches and enhanced support on behalf of the voiceless and most vulnerable members of our community. It will address existing hurdles and systemic challenges that have helped to create the current disheartening status quo. The article will then discuss strategies that advocates can employ to turn the corner on behalf of these youth at risk.     

Policymaking and technology transfer: The need for national thinking laboratories

The objectives of this paper are to understand what is meant by better policymaking and more efficient technology transfer, to explore what is needed for their achievement, and to suggest an operational mechanism for improving the two processes.The author introduces a few new terms: (1) Inter-context information is defined, and its importance in decisionmaking, policymaking, technology transfer and education is pointed out; (2) a distinction is drawn between incidental technology transfer—initiated by the donor—and organized technology transfer—initiated by the recipient.The author suggests that National Thinking Laboratories should be established to promote organized technology transfer and to act as catalysts to organized policymaking. Their charter should be to match needs in one context to capabilities in another context. This charter is outlined in operational terms by five general objectives listed by the author. The National Thinking Laboratories are most urgently needed, particularly in the developing countries.     

Militarizing civilians in Singapore: preparing for ‘Crisis’ within a calibrated nationalism1

The Singaporean polity has created the ‘militarized civilian’. This policy phenomenon beckons the question: How is this cross-fertilization carried out in Singapore's civil–military relations? Militarization is in the first sense meant to inculcate a calibrated dual personality within the civilian whereby being an effective soldier requires indulging in simulated military suffering as a badge of pride; at the same time, the citizen soldier has to believe that military and civilian values are perfectly interchangeable and contribute equally to the maintenance of peace. In a second sense, militarization is equally about permanently ritualizing sacrifices for a communitarian defence. We argue that while mostly successful, militarization also produces the tension arising from the need to appear pugnaciously vigilant while avoiding the casualties that must logically arise from heightened simulated combat. This tension is explained through two dimensions of ongoing crises: the parameters of a politically dramatized National Service ritual; and the constant propaganda of geopolitical dangers threatening the Republic.
