We present a unified model of turnout and vote choice that incorporates two distinct motivations for citizens to abstain from voting: alienation from the candidates, and indifference between the candidates. Empirically, we find that alienation and indifference each motivated significant amounts of voter abstention in the 1980–1988 U.S. presidential elections. Using model-based computer simulations—which permit us to manipulate factors affecting turnout—we show that distinguishing between alienation and indifference illuminates three controversies in elections research. First, we find that abstention because of either alienation or indifference benefited Republican candidates, but only very modestly. Second, presidential elections involving attractive candidates motivate higher turnout, but only to the extent that abstention stems from alienation rather than from indifference. Third, paradoxically, citizens’ individual-level tendencies to abstain because of alienation are strongly affected by their evaluations of the candidates’ policies, whereas aggregate turnout rates do not depend significantly on the candidates’ policy platforms. 相似文献

The National Institute of Justice (NIJ) and the National Aeronautics and Space Administration's (NASAs) Goddard Space Flight Center (GSFC) have teamed up to explore the use of NASA developed technologies to help criminal justice agencies and professionals solve crimes. The objective of the program is to produce instruments and communication networks that have application within both NASA's space program and NIJ programs with state and local forensic laboratories. A working group of NASA scientists and law enforcement professionals has been established to develop and implement a feasibility demonstration program. Specifically, the group has focused its efforts on identifying gunpowder and primer residue, blood, and semen at crime scenes. Non-destructive elemental composition identification methods are carried out using portable X-ray fluorescence (XRF) systems. These systems are similar to those being developed for planetary exploration programs. A breadboard model of a portable XRF system has been constructed for these tests using room temperature silicon and cadmium-zinc telluride (CZT) detectors. Preliminary tests have been completed with gunshot residue (GSR), blood-spatter and semen samples. Many of the element composition lines have been identified. Studies to determine the minimum detectable limits needed for the analyses of GSR, blood and semen in the crime scene environment have been initiated and preliminary results obtained. Furthermore, a database made up of the inorganic composition of GSR is being developed. Using data obtained from the open literature of the elemental composition of barium (Ba) and antimony (Sb) in handswipes of GSR, we believe that there may be a unique GSR signature based on the Sb to Ba ratio. 相似文献

This article examines the effects on international cooperation of the rivalness and excludability of international goods. Rivalness affects bargaining power when the negotiating states have different discount rates; with rival goods states with higher discount rates will be empowered, while with nonrival goods states with lower discount rates will be empowered. Excludability affects the enforceability of agreements once reached; multilateral agreements about nonexcludable goods cannot be enforced through retaliation-in-kind. As such, agreements concerning international toll goods are likely to reflect the interests of the state(s) with the lower discount rate(s), and be multilaterally enforceable. Agreements concerning international public goods should similarly reflect the interests of those with the lower discount rates, but be more weakly enforced. Finally, agreements concerning international common pool resources should both reflect the interests of those with higher discount rates, and be weakly enforced. This article was stimulated by the publication of Toward Equal Justice: A Comparative Study of Legal Aid in Modern Societies, edited by Mauro Cappelletti, James Gordley, and Earl Johnson, Jr. (Dobbs Ferry, N.Y.: Oceana Publications, Inc., 1975), a recent and ambitious entry in the debate over alternative methods of delivering legal services to the poor. Brakel, the author of several publications in the field, feels that the portion written by Johnson, presenting the operational and research experience with legal services for the poor in this country, is one-sided and unsatisfactory and maintains that, through the process of critically examining the Johnson portion, it is possible to present a more balanced picture of the legal aid experience in the United States. In this article, the author describes his experience as an active participant on a central review board designed to hear appeals by prisoners front adverse decisions made by local prison grievance and disciplinary boards. The invitation to serve as "citizen member" on this appellate board came to the author as a result of his earlier work on inmate grievance procedures, reported in a previous Journal article. The present article gives a close-up account of the types of inmates and inmate problems encountered while serving on such a board and of the difficult role conflicts that the board members face in trying to make decisions that are both fair and realistic.
