This paper suggests methods to ascertain the fiscal health of local governments. The methods can be applied to total, short-term, or long-term indebtedness and are conducive to market or regulatory management approaches. Essentially, we argue against the use of single indicators of financial health applied in an absolute manner and for the comparative use of multiple indicators through time. Tracking multiple indicators through time affords administrators, regulators, investors and citizens a better picture of the financial situation of a locale in comparison to other similar locales at any point in time as well as a clearer indication of potentially troublesome trends. The paper concludes with an illustration of the multiple indicators method applied to the total and GOB indebtedness of a sample of 161 Florida cities and towns. The illustration includes a suggested threshold level and finds less than 10 percent of Florida cities and towns above this limit.

"Terrorism Studies" as a specific discipline is a comparatively recent addition to the social sciences and is still grappling with questions relating to a proper or appropriate methodology. This article argues that research within the field is often based neither on primary sources nor set within an independent analytical framework. Rather, it is characterized by an "aligned" position dependent on a research hermeneutic of crisis management, which perpetuates the "received view." Talking to "terrorists" and the use of social identity theory, applied in a context of cultural difference, are here proposed as a methodology enabling independent analysis.  相似文献

The doctrine of ultra vires was at common law invoked to frustrate expectations of innocent parties that entered into transactions with companies outside their object clause. The common law doctrine of ultra vires is applicable in Ghana but with necessary modification under the Companies Code and it is an effective tool for the protection of shareholders, creditors and third party's interest in the company. Whilst third parties acting in good faith and without notice are protected under the law, shareholders and creditors may restrain the company from dealing with the third party in the case of future transactions. This ensures balance and in any event when an action is instituted the court is obliged to look at the equities involved.  相似文献

In this paper we show that the patenting behavior of innovators is correlated with the patenting behavior of their fathers. Our argument for exploring this relationship stems from established theories of entrepreneurial behavior, specifically theories on intergenerational behavior. In this study of perceived legitimacy, Australian citizens from a randomly selected national sample first responded to information about how judicial authorities responded to two crimes (green protest, date rape) in terms of seriousness and recommended punishment. They also provided ratings of the importance of a set of values for judicial authorities compared with self, and measures of global value discrepancy, procedural fairness, expertise, and legitimacy. Results showed that perceived legitimacy was negatively related to global value discrepancy and that the information provided to participants about judge’s position primed differences in value discrepancy only for the date rape crime. Other findings also implied that the nature of the offense moderated legitimacy/value discrepancy relations. Perceived legitimacy was also positively related to procedural fairness and the expertise of the authority, and higher when the judicial authority was perceived to assign specific values as even more important than participants did themselves.  相似文献

Objectives

Evaluate the use of various time series methods to measure the deterrence effect of capital punishment.

Methods

The analysis of the time series approach to deterrence is conducted at two levels. First, the mathematical foundations of time series methods are described and the link between the time series properties of aggregate homicide and execution series and individual decision making is developed. Second, individual studies are examined for logical consistency.

Results

The analysis concludes that time series methods used to study the deterrence effects of capital punishment suffer from fundamental limitations and fail to provide credible evidence. The common limitation of these studies is their lack of attention to identification problems. Suggestions are made as to directions for future work that may be able to mitigate the weaknesses of the current literature.

Conclusions

Time series studies of capital punishment suffer from sufficiently serious identification problems that existing empirical findings are compatible with either the presence or the absence of a deterrent effect.  相似文献

The theory of action upon which high‐stakes accountability policies are based calls for systemic reforms in educational systems that will emerge by pairing incentives for improvement with extensive and targeted technical assistance (TA) to build the capacity of low‐performing schools and districts. To this end, a little discussed and often overlooked aspect of the No Child Left Behind Act (NCLB) mandated that, in addition to sanctions, states were required to provide TA to build the capacity of struggling schools and Local Education Agencies (LEAs, or districts) to help them improve student achievement. Although every state in the country provides some form of TA to its lowest performing districts, we know little about the content of these programs or about their efficacy in improving student performance. In this paper, we use both quantitative and qualitative analyses to explore the actions taken by TA providers in one state—California—and examine whether the TA and support tied to California's NCLB sanctions succeeds in improving student achievement. Like many other states, California requires that districts labeled as persistently failing under NCLB (in Program Improvement year 3, PI3) work with external experts to help them build the capacity to make reforms that will improve student achievement. California's lowest performing PI3 districts are given substantial amounts of funding and are required to contract with state‐approved District Assistance and Intervention Teams (DAITs), whereas the remaining PI3 districts receive less funding and are asked to access less intensive TA from non‐DAIT providers. We use a five‐year panel difference‐in‐difference design to estimate the impacts of DAITs on student performance on the math and English language arts (ELA) standardized tests relative to non‐DAIT TA during the two years of the program intervention. We find that students in districts with DAITs perform significantly better on math California Standards Tests (CSTs) averaged over both treatment years and in each of the first and second years. We do not find evidence that students in districts with DAITs perform higher on ELA CSTs over the combined two years of treatment, although we find suggestive evidence that ELA performance increases in the second year of treatment relative to students in districts with non‐DAIT TA. Ordinary least squares (OLS) regressions that explore the association between specific activities fostered by DAITs and changes in districts’ gains in achievement over the two years of treatment show that DAIT districts that report increasing their focus on using data to guide instruction, shifting district culture to generate and maintain high expectations of students and staff, and increasing within‐district accountability for student performance, have higher math achievement gains over the course of the DAIT treatment. In addition, DAIT districts that increase their focus on ELA instruction and shift district culture to one of high expectations have higher ELA achievement gains than do DAIT districts that do not have a similar focus. © 2012 by the Association for Public Policy Analysis and Management.  相似文献
