Chinese state capitalism and neomercantilism in the contemporary food regime: contradictions,continuity and change

ABSTRACT

A significant proportion of critical agri-food literature has, to date, focused on the uneven relations of power between the Global North and the Global South, and the neoliberal characteristics of the corporate food regime. This literature has often overlooked the nuances in varieties of capitalism, particularly in East Asia. China is re-emerging as a powerful state actor in an increasingly multipolar global food system. It is also an important hub of capital, facilitating agribusiness mergers and acquisitions, as well as new East–South and South–South flows of agri-food trade, technology and capital. This paper aims to contribute to understanding state-led capitalism in China and neomercantilist strategies in the agri-food sector. The paper provides a critical analysis of a case study of China's state owned agri-food and chemical companies ‘going global’. It contends that the current food regime is in a period of transition or interregnum – a period of fluidity separating the continuity of successive regimes. Arguably, the analytical contours of a contemporary food regime in transition cannot be adequately comprehended without recognising the incipient importance of state-led capitalism and neomercantilism, and how contemporary socio-political and economic dynamics are reshaping relations of power in the global political economy of food.     

Ethical issues in pro‐social advertising: the Australian 2006 White Ribbon Day campaign

• The Australian White Ribbon Day 2006 campaign was severely criticized by mental health professionals and those working in the family and domestic violence sector because of depictions of suicide and self‐harm in the television advertisement and accompanying promotional materials. The White Ribbon Day (WRD) National Leadership Group (NLG) rejected all requests by concerned groups to not use these campaign materials. They and their apologists claimed that such violent imagery was necessary to attract men's attention and was being misinterpreted as depicting suicide attempts.
• With preliminary ethics approval we set out to assess reactions to the television advertisement. After 24 interviews, the testing was terminated by the university research ethics officer after two male respondents demonstrated significant distress after viewing the ad. Furthermore, the results by that stage showed that there were perceived messages of suicide in the ad. These results were sent to the WRD NLG with a request to reconsider proceeding with the television advertisement and associated materials. Mental health and domestic violence organizations lodged similar requests. All requests were rejected. The case raises a number of ethical issues for pro‐social organizations when dealing with sensitive issues and using execution techniques that may impact negatively on vulnerable audiences.

The Combet Case and the Appropriation of Taxpayers' Funds for Political Advertising – An Erosion of Fundamental Principles?

This article contains a critical discussion of Combet v The Commonwealth (2005) and the reasons given by the High Court in that case, for dismissing the legal challenge to the present government's political advertising campaign in support of its Workchoice legislation which was conducted before the publication or enactment of that legislation. It also deals with the implications of the case for the declining significance in modern times of the parliamentary appropriation process as a means of ensuring the accountability of governments for the expenditure of taxpayers' funds. The article concludes with a discussion of the possibility of future parliaments (regardless of their political complexion) reasserting their control over the appropriation process and restricting the use of government advertising for political purposes.     

RECONCILING PUBLIC ACCOUNTABILITY AND ABORIGINAL SELF-DETERMINATION/SELF-MANAGEMENT: IS ATSIC SUCCEEDING?

Abstract: Since the early 1970s commonwealth governments have been pursuing policies of self-determination/self-management in relation to Aborigines. In 1987, the Hawke government announced its intention to establish an Aboriginal and Torres Strait Islander Commission (ATSIC) to further this policy goal. During the debates over ATSIC's formation, the issue of public accountability in the existing administration of Aboriginal affairs came to public prominence. The result was some extensive reworking of the ATSIC proposal, which in 1989 reemerged with a strengthened emphasis on public accountability. This article traces the events and arguments surrounding ATSIC's formation and then goes on to examine ATSIC in practice. It asks whether ATSIC is succeeding in reconciling the two imperatives of Aboriginal self-determination/self-management and public accountability.     

The median voter hypothesis: Evidence from general purpose local governments

The median voter hypothesis (MVH) represents a much-used as well as much-criticized tool in the hands of public finance economists. To evaluate the MVH, this paper applies the Cox specification test using data from general purpose municipal governments. The Cox test allows for possible simultaneous rejection of the MVH and all tested models, thus providing stricter criteria than applied to date in empirical MVH analyses. The test results reveal that the MVH is appropriate for explaining the aggregate behavior of municipal governments, but not specific services. Further, the single service and single tax base assumptions are not critical to the empirical MVH performance.     

THE DEPARTMENT OF SOCIAL SECURITY'S TREATMENT OF ABORIGINAL POLYGYNY AND TRIBAL MARRIAGE: A SAGA OF ADMINISTRATIVE DEBATE

Abstract: Since the inclusion of Aborigines in the Australian social security system, the treatment of Aboriginal polygyny and tribal marriage by the Department of Social Security (DSS) has been a recurring minor issue of departmental, and at times extra-departmental, debate. This article traces the history of that debate from the early 1960s to the present day. Although the article is primarily historical, there is also some attempt made to analyse both the nature of the administrative processes involved and the types of administrative argument deployed in the debate.
