By primarily focusing on bill initiatives, the literature on legislatures and parliaments has understudied other important legislative instruments -such as non-binding resolutions, minutes or speeches- which might help parties and legislators achieve their electoral and policy goals. Non-binding resolutions (NBRs) do not carry the force of law and are primarily used for parties or legislators’ position taking and the request of government actions. This article examines the political goals of NBRs by examining these tools in the lower chamber of the Mexican Congress. Employing a novel dataset, we claim that legislators strategically utilise NBRs to strengthen their relationship with their political principals. We find differences on the use of these instruments across political parties, based on the types of policy areas they choose to target. The analysis also indicates that SMD legislators tend to introduce more particularistic NBRs that might further their political careers at the subnational level. 相似文献
Forensic practitioners are recommended to dark adapt their eyes prior to conducting evidential searches in the dark. The dark adaptation process remains poorly standardised across the discipline, with little quantified regarding the benefits of such preparative steps. Herein, we report the findings of a study that recruited 50 participants to assess the effectiveness of the Crime-lite Eye?, a darkness adaptation device developed to assist forensic practitioners both in the laboratory and in field. Participants were tasked with searching for the fluorescent signatures left by reaction of 1,8-diazafluoren-9-one (DFO) with amino acids, in a manner akin to the fluorogenic fingerprint treatment of porous evidence. Using an Epson Stylus Photo R265 inkjet printer, ink cartridges were filled with alanine solutions of various concentrations, allowing different motifs to be printed onto copy paper and subsequently developed using DFO. Participants searched for this ‘evidence’ both with and without dark adapted vision. On average, participants were able to locate and correctly recognise 16% more evidence once dark adapted using the Crime-lite Eye?.The increase in evidence located by participants once dark adapted suggests that crime scene officers should be dark adapting in order to visualise as much as possible. The time taken to dark adapt, 10?min on average during this study, is not excessively long, and should not significantly slow the investigation. 相似文献
Soil forensics utilizes extensive soil information to answer legal questions and test hypotheses. The main difficulty often is the determination of different variables from a small amount of soil sample collected on the suspect. We developed a sequential mineralogical and chemical analyses to assess a limited quantity of soil vestiges (0.5 g) from a suspect's vehicle (adhered to the outside rear-view mirror and to the left front fender) involved in a murder case and compared them with the surface samples found at the victim's body disposal site at the Graciosa Road, Paraná State, Brazil. All results affirm that the suspect’s vehicle could have been in contact with the edge of the Graciosa Road, approximately the place where the victim’s body was located. As a result of the soil analysis and comparison, the results support the likely contact of the suspect’s vehicle with the crime scene. 相似文献
The problem of intimate partner homicide is featuring increasingly on national and international policy agendas. Over the last 40 years, responses to this issue have been characterised by preventive strategies (including ‘positive’ policing; the proliferation of risk assessment tools, and multi-agency working) and post-event analyses (including police inquiries and domestic homicide reviews). In different ways, each of these responses has become ‘locked in’ to policies. Drawing on an analysis of police inquiries into domestic homicides in England and Wales over a 10-year period, this paper will explore the nature of these ‘locked in’ responses and will suggest that complexity theory offers a useful lens through which to make sense of them and the ongoing consistent patterning of intimate partner homicide more generally. The paper will suggest this lens in embracing what is known and unknown affords a different way of thinking about and responding to this problem.
This study aimed to develop an aquatic decomposition scoring (ADS) method and investigated the predictive value of this method in estimating the postmortem submersion interval (PMSI) of bodies recovered from the North Sea. This method, consisting of an ADS item list and a pictorial reference atlas, showed a high interobserver agreement (Krippendorff's alpha ≥ 0.93) and hence proved to be valid. This scoring method was applied to data, collected from closed cases—cases in which the postmortal submersion interval (PMSI) was known—concerning bodies recovered from the North Sea from 1990 to 2013. Thirty‐eight cases met the inclusion criteria and were scored by quantifying the observed total aquatic decomposition score (TADS). Statistical analysis demonstrated that TADS accurately predicts the PMSI (p < 0.001), confirming that the decomposition process in the North Sea is strongly correlated to time. 相似文献
This case report details an individual arrested for drug‐impaired driving after leaving the scene of multiple motor vehicle collisions and evading police. The driver was examined by a drug recognition expert and failed the drug recognition evaluation. The driver admitted to using cocaine, marijuana, an antidepressant medication and “N‐bomb,” a novel psychoactive substance that possesses hallucinogenic properties. Toxicological analyses at the Centre of Forensic Sciences’ Toronto laboratory revealed only the substance 2‐[4‐chloro‐2,5‐dimethoxyphenyl]‐N‐[(2‐methoxyphenyl)methyl]ethanamine (25C‐NBOMe) in the accused's urine. This is the first report in which 25C‐NBOMe was identified through DRE and toxicological analyses in a drug‐impaired driver. 相似文献
In the entrepreneurial economy of today, it is not the multinational firms which are the predominant driver in the creation of new knowledge, but the individual entrepreneur. Correspondingly, new ventures of small size are leading in commercializing new knowledge and transferring it to the market. This economic shift has been reflected by broad entrepreneurship policies, which aim at supporting the individual on the challenge of a high-growth start-up. However, prior experience shows that uniform entrepreneurship policies do not address the individual needs in different countries and ecosystems adequately. In this paper, we study the performance of academic spin-offs that received public funding from the German EXIST Business Start-Up Grant, a support program which aims at increasing the number of innovative start-ups from academia. Using a control group matching approach, we provide evidence that these start-ups are smaller by two full time equivalent employees, generate 1.7 times higher losses and have a nearly three times lower return on capital than science-based entrepreneurial firms with comparable characteristics in the first 5 years after foundation. We interpret these results to be primarily caused by the inferior financial contracting structure of the program compared to private venture capital funding and by the resulting adverse selection and incentive effects on the entrepreneurs. The evidence calls for rethinking public interventions in a national system of entrepreneurship. 相似文献
Practicing recall of a non-target event prior to discussing substantive issues is a relatively new recommendation for interviews with child victims and witnesses. Despite evidence of the effectiveness of these practice narratives in obtaining detailed reports from children, specific recommendations about the duration and content of these interviews have yet to be systematically investigated. In the present study, 176 children aged 6–10 years watched a magic show and then participated in an interview that began with a practice narrative, with varying length (2 or 5 minutes) and topics (unique or commonplace), or no practice narrative. Conducting a practice narrative of any kind was beneficial to children's subsequent recall of accurate details over no practice narrative. Benefits to children's accurate recall were observed with as little as 2 minutes of practice and practice narratives were particularly beneficial if a unique, rather than commonplace, experience was targeted for practice recall. The present results confirm previous field research and laboratory findings indicating that the substantive phase of the interview is enhanced by conducting a practice narrative and extends the benefits of practice narratives to even a very brief practice narrative. 相似文献
