One element of the debate over New Public Management concerns public-sector entrepreneurship. Critics see entrepreneurs as people prone to rule breaking, self-promotion, and unwarranted risk taking, while proponents view them as exercising leadership and taking astute initiatives. This article examines two samples of the best applications to the Ford Foundation—Kennedy School of Government innovation awards, one between 1990 and 1994 and the other between 1995 and 1998, to see whether they are more consistent with the critics' or proponents' views. The second sample closely replicates the first, and the evidence from both strongly supports the proponents' views. Innovators are creatively solving public-sector problems and are usually proactive in that they deal with problems before they escalate to crises. They use appropriate organizational channels to build support for their ideas. They take their opponents seriously and attempt to win support for their ideas through persuasion or accommodation. 相似文献

Using evidence‐based methods to help divorcing families requires the combined best efforts of legal professionals, courts, judges and administrators, mental health oriented service providers, and university researchers. Collaborative program development, implementation, and evaluation involve a complicated process of negotiation between professionals, yet this process is hardly ever described. The current article describes the processes we underwent in forging an alliance of researchers from Arizona State University's Prevention Research Center with professionals from the Maricopa County (Arizona) Family Court, a collaboration that involved a true dialogue and cooperation from the earliest stages and continuing throughout the project. Most states' child support guidelines adopt a "cliff" model in providing credits or adjustments for time spent in the nonresidential parent's home. Such guidelines implicitly or explicitly assume that no appreciable expenditures are made directly by obligors for child-rearing expenses at levels of contact or visitation beneath some threshold value, typically assumed to be around 30% time. As guideline developers are acutely aware, these assumptions have proceeded in the absence of any data. The present investigation sought to provide preliminary evidence of such expenditures by using the approach of getting information about the provision of certain benchmark items: clothes, toys and games, bicycles, a bedroom, and support for car-related expenses for teenage drivers. The authors generally found a linear, rather than a cliff-like, relationship of expenditures to time in the nonresidential father's home, with unexpectedly high levels of father's provision of these benchmark items even at quite low levels of contact. These findings support more generous and more continuous adjustments for visitation in child support schemes, to offset nonresidential parent's direct expenditures on children, which appear to be unexpectedly high and arise on a non-cliff-like pattern. 相似文献
