Utilizing data from five census enumerations of Latvia (including the most recent 2011 census), this study analyzes temporal and spatial trends in ethnic diversity in the country at the national and municipal levels. The measure employed, the ethnic diversity index (EDI), makes possible a more sophisticated interpretation of the dynamics of ethnic diversity than an analysis of the changing percentage shares of Latvia's various ethnic groups over time. At the national level, a trend of declining ethnic diversity prior to Latvia's incorporation into the Soviet Union was followed by a rapid increase during the Soviet period, before the onset of gradually decreasing diversity during the post-Soviet period. These national-level trends obscure a number of trends evident at the municipal level, including salient (depending on the period) ethnic diversity gradients Rīga–Latvia, cities/towns–countryside, and the east–west. Latvia remains one of the most ethnically diverse countries of Europe, and the study outlines some of the implications of the recent stagnation of regional EDIs at rather high levels for the economic and political life of the country.  相似文献

Abstract

This article analyzes Japanese foreign security policy and recent talk of “remilitarization.” It does so by assessing the changes that most closely parallel the analytical interests of three sets of major international relations theories: namely capability (realism), policy (liberalism), and normative context (constructivism). Japanese responses to recurring North Korean missile tests moreover provide a source for a contextually bound analysis of policy and self-image. The article confirms that the last two decades have witnessed a number of important changes in security aspects of Japanese foreign policy but concludes that these changes are not nearly so dramatic as to justify the bold language of many Japan specialists. Hence, it serves to moderate the scholarly tendency to overemphasize or overly dramatize the changes in Japanese security policy.  相似文献

This article explores banal nationalist themes and symbols in the Turkish media on the basis of the study by Michael Billig titled “Banal Nationalism”. In this study, we used content analysis method to reveal how the key concepts that encompass the idea of the nationhood have been propagated within presentations of the daily news. The research sampling consisted of 36 daily newspapers of the mainstream Turkish media dated 3th February 2010. Our analysis revealed that even in an ordinary day when nationalist themes or developments were not intensely situated in the newspapers, nationhood was reproduced via both nationalist language forms and classifications of “us” and “them”, praise of the nation/country, and the emphasis on common interest or common history. This further highlights the constant transformation of nationalism, underlining its allusions and evocations not as a forgotten ideology but as something that is being reproduced in an unnoticed way every day and survives as a principal determinant of daily life activities. In addition, although it is not possible to see overt dichotomies or expressions of feeling within each part of the news or in every column, we found that the nation was implied or the national sentiments were presented.  相似文献

Turkish nationalism became an element of the Ottoman political scene in the late nineteenth century. Although its roots can be traced back to the Hamidian period (1876–1909), Turkish nationalism emerged as one of the most important political ideologies during the Constitutional Regime. Wars that the Ottoman State participated in from 1911 to the end of the empire in 1918 resulted in population and land losses. Especially, following the Balkan Wars, most of the lands that were populated by non-Muslim and non-Turkish subjects were lost. Within this context, Turkish nationalism came to be seen as the most dominant ideological tool intended to save the Empire. This article argues that Turkish nationalism emerged as a reactive ideology that addressed Ottomanism and Islamism, which were the two other dominant state ideologies during the late Ottoman State, due to the changing political context. In this article, Türk Yurdu, a well-known and influential periodical, is used as the primary source of reference to demonstrate the basic features of Turkish nationalism in its infancy.  相似文献

Financial sector liberalisation has led to market failure on a massive scale. In industrial countries market failure led to the Great Financial Crisis that erupted in 2007 and continues into its fifth year. In developing countries liberalised financial markets have failed to provide access to financial services for the vast majority of households and firms. Small and medium-sized enterprises (smes), which are critical for employment, income creation and economic development, are particularly excluded by liberalised private financial markets. Market failure necessitates government intervention. To enhance smes' financial access requires an activist role by governments—not only by ensuring an enabling policy framework and financial infrastructure for smes, but also by supporting direct provision of financial services through national development banks and directed credit programmes. More broadly the crisis also provides an opening for a neo-structuralist development paradigm to replace the failed Washington Consensus. In this context activist financial sector policies should be integrated with industrial sector strategies.  相似文献

In governance structure legitimacy is required not only of the governing system, local authorities or public organisations but also of other participants, including citizens. The legitimacy cannot be judged either by traditions of representative democracy or by innovative theories of deliberative or participatory democracy. The article analyses scientific publications on citizen participation in local governance. It asks how empirical studies on local sustainable development planning (SDP) and New Public Management (NPM) practices construct legitimate citizen participation. In general, studies on citizen participation have not conceptualised the relations between citizens and power holders as questions of legitimacy. However, the studies approaching citizen participation in the local processes of SDP and NPM include various empirical, theoretical and normative arguments for citizen participation. These arguments recognise, accept and support particular activities, arguments and outcomes of citizen participation, and include and exclude agents and issues. They construct and reflect the definition of legitimacy in the local governance. As constructed by scientific texts, justifications for citizen participation reproduce a discursive structure in which citizen participation becomes marginalised and citizens’ views excluded. The results illustrate that discursive structures of legitimate citizen participation support conventional governing practices and hinder innovative practices in local governance.  相似文献

The purpose of this article is to analyse the costs of introducing quasi-markets to the public sector in practice and to discuss if quasi-markets have been efficient when costs are added. Transaction costs, which will follow instead of hierarchy costs, are difficult to identify and therefore examine. In addition, costs will accrue from changing the mode of governance. The article concludes that creating quasi-markets produces some costs which reduce both technical and allocative efficiency, but what is most problematic is that those costs which are impossible to measure in practice are of greater significance.  相似文献

Abstract

The national research and development (R&D) base has in the post-cold war era gained increased importance in order to fill new security demands. There is a broadening of the search for security relevant science and technology involving more organizations and interests, scientific disciplines and nations. The question discussed in this article is if the premises of international, free and open R&D will be(come) compromised? Will we see more scientists, in their normal scientific activities, being accused of spying? The article suggests that such risks are not unrealistic to expect. Spy cases in less democratic countries could have consequences for scientists also in other countries. Outcomes depend on, among other things, the relative strengths of academic freedom and a political Identification Friend and Foe (IFF) component. United Nations and European Union resolutions restricting science education for students from Iran and North Korea in an attempt to prevent the spread of nuclear weapons illustrate a strong IFF component. Difficulties with regard to the implementation of these resolutions and other findings are presented in the final section of the article.  相似文献
