Although numerous studies explore the regulatory enforcement styles of regulators and the regulated community's compliance motivations, existing research does not provide adequate insight into regulatory interactions themselves. We use data from a nationwide survey of more than 1200 state environmental regulators to empirically assess the role of trust in regulatory interactions. We find statistical support of trust in these regulatory interactions and find that trust appears to be a function of cooperative behavior, information sharing, respect, perceptions of motivations, and proactive assistance seeking. These findings could support the increasing calls for a fundamental restructuring of environmental regulation in favor of a next‐generation approach to environmental policy that calls for more collaborative working relationships between regulators and their regulatory counterparts. While each election provides the Canadian House of Commons with a fresh batch of politicians, no consideration has been given to the question of whether the quality of politicians is improving. Yet improving quality has been the focus of several commissions urging increases in MP compensation. This article addresses the competence and compensation questions by asking whether changes in levels of compensation might make a difference to the educational qualifications of political leaders. We assemble a unique dataset of 1,291 federal politicians elected to the Canadian House of Commons from 1993 to 2011 and show that prime ministers do have a preference for more highly educated MPs when filling ministerial and other executive positions. Our findings suggest that certain subgroups of MPs, particularly educated women, may be attracted by upward shifts in compensation. We discuss the reasons for these effects and the relative importance of compensation in career decisions.  相似文献

Loess is a powerful but simple strategy for fitting smooth curves to empirical data. The term “loess” is an acronym for “local regression” and the entire procedure is a fairly direct generalization of traditional least-squares methods for data analysis. Loess is nonparametric in the sense that the fitting technique does not require an a priori specification of the relationship between the dependent and independent variables. Although it is used most frequently as a scatterplot smoother, loess can be generalized very easily to multivariate data; there are also inferential procedures for confidence intervals and other statistical tests. For all of these reasons, loess is a useful tool for data exploration and analysis in the social sciences. And, loess should be particularly helpful in the field of elections and voting behavior because theories often lead to expectations of nonlinear empirical relationships even though prior substantive considerations provide very little guidance about precise functional forms.  相似文献

In the past decade, political elites in Central and Eastern Europe have often sought to imitate Western organizational and institutional models, while organizations like the EU and NATO have often acted as “institutional tutors” in the region. Using evidence from Hungary and the Czech Republic, this paper demonstrates why imitating Western structures has been both administratively expedient and useful in building political coalitions. It also stresses that the short‐term benefits of doing so are followed by longer‐term costs. The paper answers four questions: How have certain models been held up to CEE elites? Why might some such models be targets for elites to imitate? How does such imitation occur? And what results from imitation? Contrary to expectations that institutional modeling would be merely technocratic and used only yearly in the transformation, the paper's threefold heuristic of templates, thresholds, and adjustments shows that the process is both politically contentious and sustained.  相似文献

Single-party governments are commonly thought to be more clearly responsible for government policy than coalition governments. One particular problem for voters evaluating coalition governments is how to assess whether all parties within a coalition should be held equally responsible for past performance. As a result, it is generally argued that voters are less likely to hold coalition governments to account for past performance. This article uses data from the Comparative Study of Electoral Systems project to assess whether and how the composition of coalition governments affects the way in which people use their votes to hold governments to account, and which parties within coalitions are more likely to be held to account for the government’s past performance.  相似文献

Coalition governments are the norm in parliamentary democracies. Yet, despite the predominance of this type of government, political scientists have only recently started to investigate how voters approach elections when a coalition government is the likely outcome. Such elections present additional uncertainty and complexity for voters compared with elections in plurality systems, where party choice translates more directly into a choice of government. These factors have lead to the assumption that strategic voting is unlikely to occur in systems that produce coalition governments. In this introductory article to the special issue on Voters and Coalition Governments, we consider whether voters have the capacity to anticipate specific coalition outcomes and propose a framework for understanding the conditions that lead to strategic voting in both plurality and proportional systems.  相似文献

This fourth article of the series is taking an in‐depth analysis at the visible aging of latent fingermarks regarding changes in ridge widths over time. The objective is to quantify and statistically describe significant ridge size variations under controlled indoor conditions. The effect of three environmental variables are examined: type of secretion (sebaceous‐ and eccrine‐rich) and type of substrate (glass and polystyrene) when aged in three light conditions (direct natural light, shade, and dark). Prior to width measurements, fresh and aged fingermarks were powdered with titanium dioxide (TiO2) and sequentially photographed at predetermined times over 6 months. Three independent observers measured the ridges from thirty predetermined locations using strategically placed intersecting lines on the print. Results indicate that fingermarks deposited on glass are more resilient to degradation compared with those deposited on plastic. The presence of direct natural light plays a negligible role on degradation compared to secretion and substrate types.  相似文献

In recent years, jurisdictions across the United States have expressed a growing interest in aiding criminal investigations through the use of familial DNA searching (FDS)- a forensic technique to identify family members through DNA databases. The National Survey of CODIS Laboratories surveyed U.S. CODIS laboratories about their perceptions, policies, and practices related to FDS. In total, 103 crime labs completed the survey (77% response rate). Labs in 11 states reported using FDS, while labs in 24 states reported using a similar-but distinct- practice of partial matching. Although the majority of labs had positive perceptions about the ability of FDS to assist investigations, labs also reported a number of concerns and challenges with implementing FDS. Respondents reported using either practice a limited amount with modest numbers of convictions resulting from both FDS and partial matching. The article reports on varying practices related to official policies, training, eligibility, the software search, lineage testing, requirements for releasing information, and subsequent investigative work. Finally, the article discusses what can be learned from this survey, accompanying limitations, and implications for decision-makers considering using FDS.  相似文献
