Abstract: In this article, the authors argue that workers' compensation policies in Canada should be made more accountable to elected governments. The changing nature of occupational risks has created a range of workplace injuries against which current workers' compensation programs do not adequately insure. The existence of workers' compensation alongside the other components of the social‐safety net may have created significant numbers of individuals who are either not receiving compensation when they should be or are receiving compensation when they should not be. The implication is that other programs bear some of the costs that should be borne by workers' compensation and, conversely, that some of the costs borne by workers' compensation should be borne by other social programs. These “gaps and overlaps” indicate that workers' compensation should be better integrated with the rest of the programs that make up the Canadian social‐safety net. The article concludes with a menu of reforms, including the establishment, through legislation, of a formal reporting relationship; changes to the composition and size of governance structures; the introduction of strategic planning; and the establishment of performance measurement processes. Evidence suggests that the consequences of chronic exposure to stressors extend beyond psychological effects, and that adolescents living in socio-economically disadvantaged neighborhoods may experience an accumulation of exposure to stressors that wears down the physical systems in the body, resulting in hyper-activation of the stress response. This research examines the relationship between exposure to neighborhood stressors and salivary cortisol reactivity in a sample of 163 at-risk African American adolescents (average age 21; 50 % female) living in disadvantaged urban neighborhoods. More specifically, the relationship between neighborhood stressors and physiological stress, measured by baseline cortisol and cortisol reactivity is assessed. This research also examines several moderating pathways between exposure to neighborhood disadvantage and cortisol reactivity including substance use, high effort coping, psychological stress and social support. Results indicate that both individual and neighborhood-level factors influence adolescent cortisol. High effort coping and psychological stress were associated with cortisol in the sample, and exposure to neighborhood socio-economic disadvantage resulted in an atypical cortisol response. In addition, neighborhood disadvantage interacted with intra- and interpersonal factors to affect cortisol indirectly. Thus, living in disadvantaged neighborhoods may take a psychological and physiological toll on adolescents, and it also may exert synergistic effects through individual coping and vulnerabilities.  相似文献

This article reports on the development of an education intervention, the Beyond Bali Education Resource funded by the Australian Governments’ Building Community Resilience Grants of the Federal Attorney General's Department, that applies a conceptual framework grounded in moral disengagement theory. Beyond Bali is a five module program for schools that is specifically designed to build social cognitive resilience to violent extremism by engaging self-sanctions and preparing students to challenge the influence of violent extremism that can lead to moral disengagement. The theory of moral disengagement has been applied to the study of radicalization to violent extremism to explain how individuals can cognitively reconstruct the moral value of violence and carry out inhumane acts. The mechanisms of moral disengagement through which individuals justify violence, dehumanize victims, disregard the harmful consequences of violence and absolve themselves of blame have been used in the construction of violent extremist narratives. However, they have not been applied to the development of intervention strategies that aim to counter the radicalizing influences of violent extremist narratives.  相似文献

This article presents findings from a randomized experiment conducted in four Canadian provinces to measure the effects of a generous financial incentive that was designed to promote rapid re‐employment among workers who were displaced from their jobs by changing economic conditions. The incentive tested was an earnings supplement which, for as long as 2 years and as much as $250 weekly, would replace 75 percent of the earnings loss incurred by displaced workers who took a new lower‐paying full‐time job within six months of receiving a supplement offer. Findings from the experiment indicate that although persons offered the supplement understood its terms and conditions, only 2 out of 10 actually received supplement payments. Furthermore, the supplement offer had little effect on job‐search behavior, employment prospects, or receipt of unemployment insurance. Nevertheless, persons who received supplement payments benefited from them substantially. On average, they received payments for 64 weeks, totaling $8,705. © 2001 by the Association for Public Policy Analysis and Management.  相似文献

The existence of restrictive inheritance laws poses a problem. Since such laws restrict parents' choices, they may cause conflict among children, and so, at first glance, appear to be costly for society. Then why did these laws survive for so long? Why were they not altered once their harm was perceived? This paper shows that restrictive laws have benefits, as well as costs, since they diminish inequality among heirs and thus enhance social stability. The advantages of these laws are evident when people live in relatively isolated communities where central authorities are weak. As population increases and central authorities become stronger, the stability of a society is enhanced if inheritance laws are changed and greater freedom of choice is given to parents. These views are examined by looking at inheritance laws in England and France during and after the Middle Ages. The reason for selecting these countries is to explain not only the existence but also the evolution of inheritance customs and their evolution is better documented in these countries than elsewhere.Say not you know another entirely, till you have divided an inheritance with him (J.K. When juries report they are deadlocked, judges may deliver a supplemental instruction known as thedynamite charge which urges jurors to reexamine their views in an effort to reach a unamimous verdict. To examine the impact of this instruction, 72 mock jurors were led to believe they were participating in a controlled deliberation by voting and passing notes. Subjects were randomly assigned to the majority or minority faction of a 3-to-1 split. After the third round of deliberation, half the subjects received the dynamite charge, half did not. Results provided support for the hypothesis that the dynamite charge causes jurors in the minority to feel coerced and to change their votes and encourages those in the majority to exert increasing amounts of social pressure. In the context of a mock jury study, we tested the hypothesis that people's interpretations of ambiguous evidence depend on how (i.e., by whom) that evidence is introduced. Subjects watched a 45-min interrogation of a murder suspect who emphatically asserted her innocence but told an imperfect story. Before the tape, subjects read either the prosecution or defense lawyer's arguments concerning the suspect's interrogation performance; after the tape, they read counter-arguments from the opposing side. Results indicated that subjects high in the need for cognition (NC) were influenced more by arguments that preceded the evidence, whereas low-NC subjects were more influenced by arguments that followed the evidence. Theoretical and practical implications of these findings are discussed.  相似文献

Two experiments assessed the effects of computer-animated displays on mock jurors. In both, participants watched a trial involving a dispute over whether a man who fell to his death had accidentally slipped or jumped in a suicide. They watched a proplaintiff or prodefendant version in which the body landed 5–10 feet or 20–25 feet from the building. Within each condition, the distance testimony was presented orally or with an animated display. When the tape depicted the event in a neutral manner, judgments were more consistent with the physical evidence. But when the plaintiff and defense used the tape to depict their own partisan theories, participants increasingly made judgments that contradicted the physical evidence. Results suggest that computer-animated displays have greater impact than oral testimony. Whether that impact is to facilitate or mislead a jury, however, depends on the nature of the display.  相似文献
