This article explores the structural diversity of intraministerial organization over time. Based on organization theory, it proposes a generic typology for intraministerial units applicable to any hierarchically structured government organization. We empirically investigate the critical case of the German federal bureaucracy. By classifying its subunits, we analyze the longitudinal development of structural differentiation and its correspondence to denominational variety. The data stem from a novel international dataset, covering all ministries between 1980 and 2015. We find that intraministerial structure differentiates over time, across and within ministries. A stable core of traditional Weberian structure is complemented by structurally innovative intraministerial units. We conclude that the German federal bureaucracy is more diverse than suggested in previous literature. Our findings indicate that less Weberian bureaucracies are at least as structurally diverse and that more reform‐driven bureaucracies will have experienced at least as many changes in structural diversity. 相似文献

AbstractEver since the so-called rise of China has started, Sino-Japanese relations have been increasingly described as a rivalry between both states. For the most part, this assumed rivalry has been analyzed on the global level or within the boundaries of the East Asian region, while the consequences of this rivalry for other world regions, such as the Middle East, have been largely neglected in the literature. In order to fill this gap, this article investigates how China’s growing presence in the Middle East, and in particular regarding the Israeli-Palestinian conflict, influences Japan’s own foreign policy in this troubled region. It utilizes a modified concept of the strategic rivalry approach, called ‘asymmetric rivalry’, which challenges the widespread notion that rivalry needs to be mutually perceived by both sides and thus analyzes the assumed Sino-Japanese rivalry in the Middle East from a Japanese perspective. By focusing on the case of Japan’s CEAPAD initiative, which aims at coordinating East Asian countries’ developmental assistance towards the Palestinian Authority while deliberately excluding China, the present article shows that the perception of Japan’s foreign policy elite of China as a rival decisively influences how Japan’s foreign policy is shaped in the context of the Israeli-Palestinian conflict. 相似文献

We analyse the geographic incidence of child labour in small manufacturing firms in Indonesia at the village level. Our unique data set covers virtually all Indonesian villages and urban neighbourhoods; it allows us to distinguish between demand and supply side determinants of child labour. We show by correcting for sample selection that a number of counterintuitive results – child labour being unaffected by credit access and school proximity – are the result of an interplay between supply and demand side determinants. Credit access and school proximity reduce child labour supply, but simultaneously constitute positive location factors for firms thereby increasing the demand for child labourers. To effectively reduce child labour, growth oriented policies, such as enhancing school and credit facilities, should be complemented by policies specifically geared towards increasing school attendance. 相似文献

This paper analyzes bootlegging of music, i.e. the unauthorized recording and distribution of previously unreleased music (e.g. a live concert). In particular, we investigate whether, and if so, how this illegal activity may hurt bands and record companies. Bootlegging is different from pirating, where legal releases are illegally copied and sold, because it adds to the product variety. It turns out that welfare implications of bootlegging are decisively different from those of pirating—bootlegged music does not crowd out legal sales. 相似文献

The women of United States police departments challenge traditional gender role expectations by exhibiting equal competence
in a job with a masculine identity. Women also modify police culture in a myriad of ways, one of which is through the special
work-related needs that accompany motherhood. Results from a survey of police officers suggest that gendered perceptions regarding
work and family persist indicating that a value shift within police departments has occurred. Findings derived from qualitative
responses suggest that women’s entry in policing, along with shifting societal attitudes about work and family, could transform
the institution’s “hegemonic masculinity,” an enduring characteristic of many police departments. 相似文献
