Infrared spectroscopic imaging for noninvasive detection of latent fingerprints

The capability of Fourier transform infrared (FTIR) spectroscopic imaging to provide detailed images of unprocessed latent fingerprints while also preserving important trace evidence is demonstrated. Unprocessed fingerprints were developed on various porous and nonporous substrates. Data-processing methods used to extract the latent fingerprint ridge pattern from the background material included basic infrared spectroscopic band intensities, addition and subtraction of band intensity measurements, principal components analysis (PCA) and calculation of second derivative band intensities, as well as combinations of these various techniques. Additionally, trace evidence within the fingerprints was recovered and identified.     

Hypothermia Secondary to Glioblastoma Multiforme? Autopsy Findings in Two Cases

Death due to accidental primary hypothermia in cold climates is relatively common, with previous case series reflecting this. In contrast, hypothermia‐related death as a result of an underlying medical cause, such as a brain tumor, is rare. The literature clearly illustrates a theoretical causal relationship between brain neoplasms and hypothermia through the infiltration of the hypothalamus; however, the number of reported cases is minimal. Two cases are presented where autopsy confirmed hypothermia as the cause of death with both cases revealing widespread glioblastoma multiforme in the brain. Both decedents were elderly with a number of comorbidities identified during autopsy that could explain death; however, hypothermia was deemed the most likely cause. It is proposed that both decedents died of hypothermia as a result of the tumor's effect on thermoregulation. These cases underline the importance of forensic pathologists to be aware of the relationship between brain tumors and hypothermia and to not dismiss death as being due to other disease processes.     

Heifer International: Growing a learning organisation

Heifer International (HI) has been applying participatory approaches to rural development for nearly 60 years. Organisationally, HI focuses on building the capacity of its country programmes and NGO partners to work independently toward a unifying mission. An open structure allows HI to validate and incorporate the rich and diverse experience of its project holders and country programme offices into organisational planning and daily operations. This article analyses three recent HI initiatives which incorporate deliberate processes to facilitate organisational learning. It outlines different strategies that HI uses to institutionalise learning without imposing limitations on it.     

Dependency or Institutions? Economic Geography, Causal Mechanisms, and Logic in the Understanding of Development

What explains the global distribution of growth and economic activity? Proponents of unit-level explanations dismiss systems-level arguments like dependency and world systems theory for logically incorrect reasons. They argue that these system-level arguments lack the precise mechanisms that various unit-level arguments provide. But the absence of precise system-level causal mechanisms in some system-level theories does not logically imply that all system-level theories are wrong. Economic geography provides system-level theories with precise mechanisms that comport with most of the economic predictions offered by dependency theories. This does not mean that unit-level theories are either wrong or useless, but rather that unit-level explanations must (1) claim that the new economic geography is totally wrong, or (2) show how system and unit-level mechanisms interact causally, or (3) argue that unit-level mechanisms are independent of system-level causal mechanisms.     

Capitalist Punishment: Ethics and Private Prisons

One of the results of Western capitalism has been the increasing pressure for the privatization of the criminal justice system. Although there has long been private or nonprofit involvement in corrections, a newer response has been to turn entire prisons over to private enterprise, or to pay private prisons to house state or federal inmates. Progressively, then, inmates once completely devalued as social junk are being valued as commodities to be sought after. This paper attempts to discuss a series of issues around private prisons. As we can only look at several issues in one paper, we shall concentrate our attention on construction, operating costs, accountability and broader ethical questions.
