Age and Gender Variations in the Victimization-Offending Relationship in a National Sample,Ages 11–88

The finding that victims and offenders are often the same individuals has led to attempts at explaining the positive correlation between victimization and offending. Much of the evidence for the positive relationship between victimization and offending, however, is based on samples of adolescents and young adults, or on data with other limitations. In the present study, we use national data on self-reported victimization and offending to examine the victimization-offending relationship across the life span, from adolescent to middle-aged to elderly respondents. The results indicate that, with respect to the typical victimization measures included in the National Crime Victimization Survey and in many self-report surveys, the relationship between victimization and offending declines from adolescence and young adulthood to middle age and older ages. The results also vary by gender, with a positive relationship between victimization being present primarily or solely for males for some offenses. These results suggest that explanations of the victimization-offending relationship need to account for the changing nature of the relationship between victimization and offending across the life span and the different relationships between victimization and offending for females and males.     

Governance of Terror: New Institutionalism and the Evolution of Terrorist Organizations

A preoccupation with network approaches in terrorism studies has inadvertently marginalized the fact that terrorist groups are subject to many of the same bureaucratic forces that impact all purposeful organizations. Because typical organizations are subsumed in the concept of networks, it is curious that scholars have been so quick to bypass more traditional models of organizations and bureaucracy that may help us understand network topology. This article relies on the new institutional approach to organizational behavior. Using the Coase theorem to explain the costs and benefits associated with different organizational structures, it follows that counterterrorism efforts may drive some groups toward greater autonomy while compelling others to adopt common bureaucratic processes, often referred to as isomorphism. By exploring the different costs that terror groups face and examining the characteristics of terrorists associated with different groups, organizational theory can help explain a divergent trend in terrorism research: leaderless jihad and increased bureaucratization.     

How Can Japan Improve Relations with South Korea?

This article explores how the Abe administration might go about improving Japan's relationship with the South Korean government of President Park Geun-hye. Although bilateral ties are strained by disagreements over history, territory, and the “comfort women” issue, as well as mutual mistrust and “fatigue,” the paper argues that the two sides actually share substantial interests in common and urges Japanese leaders not to lose hope but to continue working hard to improve relations. It lays out a menu of policy “options” across political-diplomatic; security; economic; educational and socio-cultural; and environmental and scientific domains, and describes a strategy for how to build a better relationship over the next several years.
