The shift from modern to post‐modern politics in the Central Amazon is critically evaluated. While considerable empowerment of previously marginalised. Amerindians, rubber tapers and frontier peasants has occurred, patronage networks remain top down in their decision‐making process, significant horizontal political mobilisation between different social actors has not emerged and grassroots political organisation has been stymied by authoritarian politics at the state level. Consequently, as empowerment is supposed to lie at the heart of building sustainable livelihoods in the Amazon, by this line of logic, the future of the region would seem to be seriously compromised. 相似文献

International donors, long‐standing supporters of decentralisation reforms in developing countries, often face the challenge of aligning programme assistance to the great variety of country governance settings in which many operate. This article presents a framework for assessing the implications of governance and institutional context for a range of programming challenges, with particular reference to the challenge of decentralised programming. The framework has three conceptual steps. Country governance and institutional change environments are first described in terms of how enabling governance capacities are for decentralised programming, and how rapid and predictable the rate of institutional change is. Second, these environmental considerations are associated with overall assistance modalities of donors, in areas such as the type of partners sought and interventions selected. Third, a range of options concerning the aims, scope and extent of decentralising programming are reviewed and linked to the diagnostic framework above. The framework is broadly derived from organisational contingency theory, which it is argued has been relatively neglected in the study of development administration due to a preponderance of analysis based on single‐case studies. Braga's edited collection , Police Innovation: Contrasting Perspectives —as reference points for reflecting on the extent to which the American police institution has moved toward a progressive and professional ideal over the past forty years. I argue that unless the scope and complexity of the policing function is more fully taken into account, and unless the causes of crime and disorder and the police role in controlling and preventing them are reconsidered, the ideals of police reform will remain elusive. 相似文献

Menstruation leave for women workers brings into the public domain of mining ongoing debates around protective legislation for women. It brings into focus the presumed tensions between gender equity and gender difference with regard to women's economic citizenship. Large-scale mining in East Kalimantan in Indonesia has offered some opportunities to poor and unskilled rural women to find formal jobs in the mines as truck and heavy equipment operators. This paper presents a case study of women in mining occupations, considers the implications of current menstruation leave provisions on the employment of women in the mines and raises serious issues related to gender equity in the workplace. The involvement of women in a non-conventional workplace such as the mine pits, providing a novel site for contestation over the rights of women workers, illuminates a less-debated area in feminist studies, especially in view of the significant ongoing changes in the Indonesian framework for industrial relations. 相似文献

Scholarship on regulating global finance emphasizes the importance of national and bureaucratic interests, but less attention has been devoted to epistemic sources of regulatory conflict. We address this by analyzing the failure of regulators to agree tougher rules for large investment funds after the 2008 crisis. The article suggests this outcome was the result of epistemic contestation between prudential regulators and securities regulators, rooted in divergent interpretive “frames.” We show that US and EU prudential regulators pushed for entity-based regulation of investment funds by escalating the issue to global standard-setting bodies. But this was successfully resisted by securities regulators that exercised epistemic authority through recursive practices—appeals to expertise, jurisdictional claims, and alliance building—to defend their transaction-based approach. The article demonstrates how an interpretivist perspective can provide new insights into inter-agency conflict and regulatory disputes in other policy fields. 相似文献
