Researchers using fiscal choice models have had limited success predicting fund diversion in federal grant programs. The application of a principal-agent framework to questions of fiscal federalism offered a potentially valuable alternative approach, but the traditional model employed by Chubb (1985) neglected potential variability in the degree of goal conflict between principals and agents. This article proposes an expanded framework, which incorporates the possibility of variation in goal conflict between participants in intergovernmental aid programs. The theory suggests that the level of policy congruence between recipient jurisdictions and the national government will determine the amount of grant funding diverted away from targeted policy areas. Findings from analyses of grant programs in two distinct policy areas support the hypothesis that grant effectiveness is partially a function of goal congruence. The relationship between intergovernmental partners is interactive, with the degree of policy agreement determining fund diversion in subnational jurisdictions, as well as the effectiveness of federal oversight activities. Information from social media is used in evaluations of parental fitness with some regularity. Yet, research is lacking on perceptions of this information and no research has examined how social media data impacts forensic evaluators' opinions related to parental fitness. This study compared forensic evaluators' perceptions of data trustworthiness, usefulness, and initial opinion of parental fitness in a fictitious case in which parental fitness was questioned. Perceptions of a parent's behavior were compared across two types of data in which it was presented (an Instagram post or a medical record note) and across genders of the parent (mother or father) being hypothetically evaluated. As hypothesized, information documented on social media was viewed more critically than information documented by a healthcare provider. Further, information primarily referencing the father in the case was viewed as less trustworthy than information referencing the mother, which appeared influenced by evaluators' identified self-reported sexist attitudes. Results suggest that family law attorneys, regardless of which parent they are representing, should advise their clients of the risks to using social media. 相似文献
The distribution of voting rights in the UK is an artefact of history rather than a product of clear legal or philosophical principles. Consequently, some resident aliens (i.e. immigrants) have the right to vote in all UK elections; others can vote in local elections but are excluded from national elections; still others are excluded from all elections. In England and Wales alone, roughly 2.3 million immigrants are excluded from voting in national elections. This exclusion is inconsistent with the founding principle of democracy and distorts political discourse. What if all immigrants could vote in national elections? We estimate that up to ninety‐five parliamentary seats could have been won by a different party in the 2015 general election. More substantially, enfranchising all immigrants would require re‐drawing UK constituency boundaries. The new electoral map would increase the relative power of urban constituencies and would incentivise some political entrepreneurs and parties to temper anti‐immigration rhetoric. 相似文献
We investigate institutional explanations for Congress's choice to fragment statutory frameworks for policy implementation. We argue that divided party government, which fuels legislative‐executive conflict over control of the bureaucracy, motivates Congress to fragment implementation power as a strategy to enhance its control over implementation. We develop a novel measure of fragmentation in policy implementation, collect data on it over the period 1947–2008, and test hypotheses linking separation‐of‐powers structures to legislative design of fragmented implementation power. We find that divided party government is powerfully associated with fragmentation in policy implementation, and that this association contributed to the long‐run growth of fragmentation in the postwar United States. We further find that legislative coalitions are more likely to fragment implementation power in the face of greater uncertainty about remaining in the majority. 相似文献
Due to a lack of valid and reliable scales, few studies have sought to describe and measure the business incubation process.
After rigorously developing and pre-testing scales intended to measure the incubation process (Study A), we collected data
from 53 incubators operating in the US in order to (a) systematically examine the incubation process, and (b) validate the
scales. Accordingly, this study offers (1) new, validated scales for measuring the process of incubating new ventures, (2)
empirically-based refinements to a theoretical model of the incubation process, and (3) data on business incubation outcomes
that are very useful for incubator planning and benchmarking purposes.
Game theoretic analyses of American institutions and American political development largely are disconnected enterprises, yet they share many points of contact and thus opportunities for fruitful exchange. In this essay I discuss the value and limits of formalization for the enterprise of institutional analysis that those fields have in common. I conceptualize two broad approaches that formal modelers have taken to study institutions—institutions as game forms, and institutions as equilibria—that have been relatively successful for understanding institutional choice and stability. At the same time, formal modelers have been less successful in addressing institutional change and development, topics about which APD has much to offer. Overall, I contend that crosstalk between the two fields can benefit them both.
Research has demonstrated that management influences the performance of public organizations, but almost no research has explored how the success or failure of a public organization influences the decisions of those who manage it. Arguing that many decisions by public managers are analogous to risky choice, the authors use a well‐validated model of relative risk aversion to understand how such choices are influenced by managers’ perceptions of organizational performance. They theorize that managers will be less likely to encourage innovation or give discretion to employees when they are just reaching their goals relative to other performance conditions. Analyses of responses to the 2011 and 2013 Federal Employee Viewpoint Surveys provide considerable support for these assertions. The findings have significant implications for our understanding of the relationship between management and performance in public organizations. 相似文献
Social comparison on social media has received increasing attention, but most research has focused on one type of social comparison and its psycho-emotional implications. Little is known about how different types of social comparison influence youth’s identity development. Drawing on the theories of identity processing styles and social comparison, we examined how two different forms of social comparison on social media related to three identity processing styles, which in turn predicted youth’s global self-esteem and identity clarity. We surveyed 219 college freshmen (Mage?=?18.29; 74% female) once in the Fall and once in the Spring. Social comparison of ability on social media was related to concurrent diffuse-avoidant identity processing style, which predicted lower identity clarity months later. In contrast, social comparison of opinion on social media did not influence college freshmen’s global self-esteem and identity clarity through identity processing styles. The findings clarified the implications of online social comparison for youth’s identity development. 相似文献
