Recent theoretical and research contributions related to victimology generally have supported earlier ideas of victim precipitation implied by von Hentig, Mendelsohn, Ellenberger, and others. Here we identify and evaluate some of the underlying assumptions of victim precipitation. Judgment analysis (JAN) is used to assess rating preferences pertaining to the interpersonal-communication training needs of peace officers in the western United States. Two hundred fifty-one subjects in a western state were categorized according to three judgment variables (agency type, size of the population served, and years of experience). Sixteen specific training-need areas for police interpersonal communication, and an overall criterion item, were rated using a five-point Likert scale. Two dimensions of preference were found to exist when officers were grouped according to agency type and experience; however, results indicated that unique components existed for each of the four population-size groups. The quality of experience appeared to be more important than the quantity of experience in determining preferences of perceived needs. 相似文献

The authors undertake an empirical examination of the hypothesized relationship between political variables and regulatory commission behavior (i.e., utility rate levels). Focusing on five political variables, they find evidence to support the argument that political factors do effect electric utility rates. Participants in a special election held in the State of Georgia on 2 March 2004 voted overwhelmingly in favor of adopting a newly designed state flag that no longer incorporated a divisive Confederate symbol. We analyze the legislative politicking that defined the voters’ options as well as the outcome of popular voting on the flag design across Georgia’s 159 counties. We find the referendum’s results to have been determined largely by demography (education, race, and population density) and by the level of support in 2002 for the two gubernatorial candidates who played significant roles in the flag controversy. 相似文献

Scales for photography provide a geometrical reference in the photographic documentation of a crime scene, pattern, or item of evidence. The ABFO No. 2 Standard Reference Scale (1) is used by the forensic science community as an accurate reference scale. We investigated the overall accuracy of the major centimeter graduations, internal/external diameters of the circles, error in placement of the circle centers, and leg perpendicularity. Four vendors were selected for the scales, and the features were measured on a vision‐based coordinate measurement system. The scales were well within the specified tolerance for the length graduations. After 4 years, the same scales were measured to determine what change could be measured. The scales demonstrated acceptable stability in the scale length and center‐to‐center measurements; however, the perpendicularity exhibited change. The study results indicate that scale quality checks using certified metal rulers are good practice. 相似文献

Many scholars and practitioners of public administration converge on the belief that some individuals are predisposed to perform public service. James L. Perry (1996) recently clarified the public service motivation (PSM) construct and proposed a measurement scale. The present study builds on and extends this important stream of research by examining how individuals view the motives associated with public service. Specifically, we use an intensive research technique called Q-methodology to examine the motives of 69 individuals. We identify four distinct conceptions of PSM: individuals holding these conceptions are referred to as samaritans, communitarians, patriots, and humanitarians. What is ASPA's place among core public professional organizations as well as public official associations? All public organizations are affected by tough competition for membership. Relatively few members of other public associations join ASPA, and vice versa. Only a minority of faculty members who teach in public affairs programs belong to ASPA, and at top schools, the proportion is even lower. When comparing ASPA to other public official associations, it is smaller in size and broader in scope, yet it remains a uniquely pan‐generalist organization. Its pan‐generalist character puts it at a disadvantage, but also offers distinct advantages. Like all public associations and nonprofits, ASPA faces stiff competition from increasingly specialized associations for membership. Its key future challenge, the authors suggest, will be to match its membership benefits effectively to the rapidly shifting expectations and needs of current and prospective members. 相似文献

Despite the dramatic rise in use of militarized weapons, equipment, and tactics by police departments across the nation, no study has examined the opinions of those responsible for designing, funding, and implementing police militarization in the United States. Therefore this study collected and analyzed opinion data from 465 key stakeholders from the 114th Congress U.S. House of Representatives, law enforcement executives, and local police officers regarding police militarization. Results suggest that while most practitioners and policymakers favor police militarization, Congress and law enforcement differ in support of critical issues such as oversight of military procurement programs, use of surplus military weapons and vehicles, and overall support for the militarization of policing in the United States. 相似文献
