The period 2012 to 2016 saw important developments in the role of the United Kingdom's devolved legislatures in shaping the social rights of citizenship. Near‐uniformity in social security is being eroded, with competences devolved to Scotland and Northern Ireland proceeding with limited divergence from Great Britain. This turn to regionalism is linked with dissatisfaction with British government approaches. This article examines developments from a social citizenship perspective. Welfare state regionalism is a challenge to Marshall's perceived unitary view of citizenship. Yet, it is argued, moves towards divergence are driven by regional differences of perspective on citizens' social rights and reciprocal obligations in a way that emphasizes the continued relevance of Marshallian theory. The democratization of political rights gave birth to social rights in the early twentieth century; today, the regionalization of democratic citizenship enables alternative visions for social citizenship to be articulated and begin to shape welfare services at devolved level.  相似文献

Competition theory has been poorly applied in infrastructure sectors characterized by joined-up physical networks, such as water, sanitation and electricity. Crude tendering mechanisms have been used to promote competition, resulting in unstable contracts. Meanwhile, competition issues are hardly recognized, or are even suppressed in the non-networked (i.e. not yet connected) parts of these sectors. The difference between the networked and non-networked sectors within a given service is arguably as important as that between the different services, such as water and electricity.
Competition has been seen as being fostered by liberalizing trade and this has raised hopes and fears among protagonists and opponents, respectively. In this context, the impact of the World Trade Organization's General Agreement on Trade in Services (GATS) on environmental services has been slight and the main contribution to be made by competition policy could prove to be at the micro-level. In that regard, it may be more helpful to refer to de-monopolization rather than competition.  相似文献

This paper examines two recent contributions to the hate speech literature – by Steven Heyman and Jeremy Waldron – which seek a justification for the legal restriction of hate speech in an account of the way that hate speech infringes against people’s dignity. These analyses look beyond the first-order hurts and disadvantages suffered by the immediate targets of hate speech, and consider the prospect of hate speech sustaining complex social structures whose wide-scale operations lower the social status of members of targeted groups. In Heyman’s and Waldron’s accounts we find plausible insights into the nature of identity-based social hierarchies, and the harms that redound to subordinated people under the operations of such hierarchies. I argue, however, that both analyses are unsuccessful as justifications for the restriction of hate speech, because they do not ultimately provide reason to think that hate speech is responsible for creating or sustaining identity-based social hierarchies.  相似文献

Policy makers tend to focus on the extension of citizenship as the primary means by which new populations become incorporated into a society. Although acquiring formal citizenship is necessary in order to participate in many aspects of a state's civic, social, and political life, the extension of legal citizenship is far from a guarantee for full membership. Instead of focusing exclusively on naturalizing immigrants, we need to consider T.H. Marshall's three spheres of citizenship—the civil, political, and social. By extending social elements of citizenship prior to or at the same time as we extend other benefits, we will move towards more complete citizenship for and greater civil and political engagement among all residents in our society—non-citizens, naturalized, and native-born, alike.

Different methodological approaches allow varying access to the objects of inquiry and enable one to ask different kinds of questions. This paper explores the possibilities that emerge through the combination of multimodal social semiotics and autoethnography. We discuss the epistemological and methodological bases for each approach and show the potentials in combining them. Drawing on an autoethnographic study in civil engineering, we argue that three aspects of research inquiry are enhanced through the combination of these approaches. These three aspects include a greater understanding of social context and its impact on meaning-making; an awareness of the multimodal nature of meaning-making; and an understanding of the ways in which the “interest” of the researcher (as participant) manifests in texts. Overall, we argue that these approaches augment each other in generative ways and allow for an in-depth look at how texts are embedded in particular practices and communities.  相似文献

The training needs of staff working in mainstream (i.e., noncrisis) health settings with client groups that have moderate levels of suicide risk have not been extensively addressed. An initiative to train rehabilitation and disability staff working in the field of traumatic brain injury (TBI) is described. A program was adapted from a generic state health department training program, and disseminated by means of established training networks within the brain injury field. Program efficacy was evaluated as the training was provided across the state of Victoria in a series of 1-day workshops. Participants (n = 86) completed two evaluation measures designed for this purpose (objective knowledge test, self-rating of knowledge and skills) on three occasions (pre- and postworkshop, 6-month follow-up). Compared to a control group of rehabilitation and disability workers who did not receive the training (n = 27), the workshop participants made significant gains in objective knowledge and reported skills, and maintained these gains at the 6-month follow-up. The Suicide Interview Response Inventory-2 (Neimeyer & Pfeiffer, 1994) was administered to a subgroup of participants as a validating measure, and correlated significantly with scores from the objective knowledge test. This process may provide a template for developing more fine-grained suicide prevention strategies among other health-related at-risk groups.  相似文献

This article reflects some experiences in teaching International Relations (IR) by using films to supplement the use of simulations and role play scenarios. The authors have used simulations and role play scenarios in order to teach complex issues and theories, and to engage the interest of students. By using films to supplement the use of simulations in classrooms, it is suggested that students become more active in their own learning. A number of ways in which simulations and role play can be used in teaching are established here alongside an array of films that can be shown to students to complement such teaching approaches. The use of films to teach IR theory is also listed. It is concluded that the use of simulations, role play, and films in teaching IR can aid student learning especially in terms of IR theory.  相似文献

Objectives

To experimentally evaluate the effects of attire and patrol strategy esthetics on participants’ perceptions of police officers.

Methods

Using a rigorously controlled experimental methodology, I present participants (N = 307) with images of police officers in different attire (i.e., uniform and civilian) and patrol strategies (i.e., on a bicycle, on foot, and in a vehicle) and measure their perceptions of these officers as aggressive, approachable, friendly, respectful, and accountable.

Results

Participants express relatively positive perceptions of the police; however, their perceptions vary as a function of sociodemographics, attire, and patrol strategy. Police officers are generally perceived more favorably when presented in police uniform than when presented in civilian clothing. Police officers are also generally perceived more favorably when presented on a bicycle and/or on foot than when presented in a vehicle.

Conclusions

Merely observing police officers in different attire and patrol capacities produces substantial variation in perceptions of those officers. Given that most ‘police interaction’ occurs in relatively unceremonious settings without any exchange of formal dialogue between the public and the police (e.g., observing a police officer in passing), these findings are particularly fruitful for informing both research and practice. This is the first known study to use an experimental methodology to examine how esthetic factors of different patrol strategies can impact perceptions of the police.
