This case study is based on an evaluation report of a German project for development co-operation in the field of public administration in the Republic of North Yemen. It describes the history, the efforts and the problems of the project which operated within the framework of the National Institute of Public Administration in Sana'a and in order to understand the project there is an outline of the public administration of North Yemen. The paper also describes the structure of the German side of the administration of development policy, the Ministry of Economic Co-operation, the German Society for Technical Cooperation and the Public Administration Promotion Centre in Berlin. Both the practical problems of administrative co-operation and of undertaking evaluation are analysed and a practical approach to evaluation and evaluation techniques is presented for discussion. The paper argues the merits of providing aid in support of training in order to improve public administration, and specifically emphasises the value of preparatory courses which link the educational system within the occupational system of the public sector by preparing university graduates for the profession of public administration.  相似文献

African Union (AU)–European Union (EU) interregional security cooperation has not so far been analysed systematically with regard to its effectiveness despite the substantial support of African capacity building by the EU and joint peacekeeping of the partners. Assessing AU–EU cooperation in the Central African Republic (CAR), this paper examines to what extent and under which conditions EU–AU efforts are effective. Concerning the dependent variable, the presented conceptualisation of effectiveness includes both internal (goal attainment) and external (problem-solving) perspectives. The independent variable draws on two strands of literature that barely speak to each other: interregionalism and inter-organisationalism. It focuses on the conditions of effectiveness which include both internal (RO-specific) and interregional factors. The findings suggest that AU–EU engagement in the CAR was effective in the medium term. Strong incentives of the partners, the French leading role and the convergence of the partners are identified as factors conducive to a medium to high effectiveness of the engagement.  相似文献

The economic rise of China, India, South Africa, and Brazil has turned these countries into important providers of development assistance. While they seem increasingly comfortable in their bilateral relations with other developing countries, they are struggling to adapt their position within global institutions such as the United Nations. Do they turn their increased weight into a greater influence at the UN, and if not, why not? This article analyses financial contributions and political positioning at the UN in the area of development. Despite small changes, the four countries mostly insist on keeping their traditional status as recipients and ‘ordinary’ developing countries. This reservation can be explained in two ways: first, a more explicit leadership creates political and material costs that outweigh the potential benefits. Second, their shared experiences as developing countries make it hard to break ranks at the UN.  相似文献

Starting from Mao's well‐known metaphor of ‘water and fish’, this article examines the nature of power as it applies to terrorist groups. Terrorists are under constant pressure actively to increase their influence and control over their constituent communities. Our understandings of how terrorist groups can do this has generally suffered from being too limited and overly simplistic. Focusing on Northern Ireland, this article explores how terrorist groups can first identify and then access various sources of power which can be used to strengthen the group's position and authority. The article argues that there are identifiable strategies which can be exploited by current and future terrorists in virtually any setting. It is in the interest of those combating terrorism to study these principles closely if they wish to limit the power and durability of terrorist opponents.  相似文献

This article examines and compares the design and roll-out of solar policies of three major markets in Asia and Europe in 2012. The photovoltaic (“PV”) and concentrated solar power (“CSP”) policies of India, Thailand, Malaysia, in Asia and Germany, Italy and Spain in Europe are analysed on the basis of policy documents publicly available on web portals of the relevant government authorities in the respective countries in addition to independent reports and studies. The aim here is to measure and compare the form and quantum of state support extended to the solar power generation sector in these six fairly comparable countries in Asia and Europe, provide an overview of the design and deployment of solar power policies and estimate the costs of carbon mitigation through solar power in the six countries. The countries were chosen on the basis of available information and data in English from primary sources such as government policy documents, announcements and reports, and the scale of solar power policies and their relative maturity.  相似文献

Objectives

To examine the effectiveness of young offender rehabilitation programs in Europe as part of an international project on the transnational transfer of approaches to reducing reoffending.

Methods

A literature search of approximately 27,000 titles revealed 25 controlled evaluations that fulfilled eligibility criteria, such as treatment of adjudicated young offenders below the age of 25, equivalence of treatment and control groups, and outcomes on reoffending. In total, the studies contained 7,940 offenders with a mean age of 17.9 years.

Results

Outcomes in the primary studies ranged widely from odds ratio (OR)?=?0.58 to 6.99, and the mean effect was significant and in favor of treatment (OR?=?1.34). Behavioral and cognitive-behavioral treatment ranked above average (OR?=?1.73), whereas purely deterrent and supervisory interventions revealed a slightly negative outcome (OR?=?0.85). Programs that were conducted in accordance with the risk–need–responsivity principles revealed the strongest mean effect (OR?=?1.90), which indicates a reduction of 16 % in reoffending against a baseline of 50 %. Studies of community treatment, with small samples, high program fidelity, and conducted as part of a demonstration project had larger effects; high methodological rigor was related to slightly smaller outcomes. Large effect size differences between evaluations from the UK and continental Europe disappeared when controlling for other study characteristics.

Conclusions

Overall, most findings agreed with North American meta-analyses. However, two-thirds of the studies were British, and in most European countries there was no sound evaluation of young offender treatment at all. This limits the generalization of results and underlines the policy need for systematic evaluation of programs and outcome moderators across different countries.  相似文献
