RECOMMENDATIONS OF THE COMMITTEE TO STUDY FAMILY ISSUES IN THE ARIZONA SUPERIOR COURT

Justice 2002, a strategic agenda for the Arizona court system over the next five years, has the goal to build public trust confidence in the Arizona courts. A focus of Justice 2002 is the protection of children, families, and communities. One of the number of projects that have been initiated is the establishment of The Committee to Study Family Issues in the Superior Court (Committee). On October 22, 1997, Chief Justice Thomas A. Zlaket established the Committee and charged the members to: "[E]xamine the manner in which cases involving family issues, including cases involving minor children, presently are processed and determined in the Superior Court,… leading to improvement in the manner in which these cases are resolved in the court system; and report to the Arizona Judicial Council its findings and recommendations…" This article is a summarization of the Final Report presented to the Arizona Judicial Council (AJC) in December, 1998. The reader will find that the report is rather general. The Committee has functioned under the assumption that an implementation committee would be formed to work out the details, should the AJC choose to adopt the recommendation to establish a Family Court in Arizona.     

Allele frequencies of nine STR loci—D16S539, D7S820, D13S317, CSF1PO, TPOX, TH01, F13A01, FESFPS and vWA—in the population from Alagoas, northeastern Brazil

The polymorphism of nine STR loci has been studied in a sample of 598 individuals from the population of Alagoas, Northeastern Brazil. Determination of the allele frequencies as well as of several commonly used statistics in forensic and paternity testing were defined. The most polymorphic loci were TH01 and D7S317. The exact test demonstrated that the nine loci analyzed in the population have no deviation from Hardy–Weinberg equilibrium (P>0.05).     

Parliamentary Voting Procedures in Comparison

Increasingly, scholars of legislative politics propose comparative analyses of parliamentary voting behaviour across different countries and parliaments. Yet parliamentary voting procedures differ dramatically across parliamentary chambers and ignoring these differences may, in the extreme, lead to meaningless comparisons. This paper presents a first glimpse at a comprehensive data collection effort covering more than 250 parliamentary chambers in 176 countries. Focusing on European legislatures it assesses what explains the differences in the rules among chambers. It is found that incentives linked to MPs’ visibility contribute to explain the transparency of the adopted voting procedures.     

Oocyte donation for reproduction and research cloning--the perils of commodification and the need for European and international regulation.

The demand for women's egg cells is increasing and is leading to reproductive tourism and transnational oocyte trafficking. The article considers the regulatory landscape of oocyte donation in Europe and analyses different types, particularly whether oocytes are provided within or outside of the IVF context, and whether anonymity of the donor is legally possible or not. The bifurcation between different purposes of egg extraction, particularly the challenges raised by ova demands for cloning research (SCNT) are highlighted. In emphasizing the need for supranational regulation, nine rules for supranational minimum standards are proposed to protect both donor interests and the public good. A particular focus is directed to the commodification of oocytes with regard to the European principle of non-commercial, voluntary and altruistic donation.
