This article investigates the relationship between democratic practices and the design of institutions operating in collaborative spaces, those policy and spatial domains where multiple public, private and non-profit actors join together to shape, make and implement public policy. Partnerships are organizational manifestations of institutional design for collaboration. They offer flexibility and stakeholder engagement, but are loosely coupled to representative democratic systems. A multi-method research strategy examines the impact of discourses of managerialism, consociationalism and participation on the design of partnerships in two UK localities. Analysing objective measures of democratic performance in partnerships and interpreting the discursive transition from earlier practices in representative democratic institutions we find that institutional designs for collaboration reflect different settlements between discourses, captured in the distinction between club, agency and polity-forming partnership types. The results show how the governance of collaborative spaces is mediated through a dominant set of discursively defined institutional practices. 相似文献

There has been substantial growth in the number of non-elected public bodies – or quangos – operating at the local level. This development presents a marked change from the model of elected local authorities as the main focus for the governance and delivery of local public services. Four interpretations of this change are examined: agency-type, ideological control, managerial restructuring and regulationist explanations. Agency-type explanations recognize a plurality of factors, but lack theoretical or predictive rigour. Ideological and managerial explanations have a stronger theoretical basis but fail to recognize the wider structural context. Regulationist explanations offer, but also suffer from the problems of, structuralist analysis. An integrating framework is developed. Three phases in the development of local quangos are presented as a process by which government has resolved tensions in the British state. A consequence, however, has been to raise questions about the state's longer term legitimacy. 相似文献

ABSTRACT How do public agencies respond when reform proposals threaten downsizing, reduction in functions, or termination? Agency survival during administrative reform is conventionally explained by structural characteristics, informed by the hardwiring thesis derived from the politics of the U.S. federal government. Parliamentary systems provide greater opportunity for agency reform, but there is little evidence of how agencies respond to such proposals or how proposals are altered prior to decision. We consider agencies as active participants in the reform processes, using strategic-relational theory to analyse their strategizing. The article employs detailed empirical evidence on 12 agencies subject to reform by the UK government between 2010 and 2013. We identify three archetypical defence strategies—technical expert, network node, and marginal adaptor—and argue that coding agency strategies alongside structural analysis can help better explain reform outcomes. 相似文献

English local authorities not only have a high level of path dependency but also are capable of significant path-breaking innovations. Conventional ‘great man’ and punctuated equilibrium explanations of path-switching undervalue material factors. Theoretical sampling is used to develop and illuminate the way in which material conditions impact two significant changes in the institutional path of Birmingham City Council – the late nineteenth-century municipalisation of private providers (gas and water) and the early twenty-first century corporatisation of public services (back-office functions, building control, educational support, and museums and art galleries). Data are drawn from secondary sources including Council documents and contemporary accounts. Centrifugal pressure in the early twenty-first century result in arm’s length companies offering greater financial resilience. This contrasts with late nineteenth-century centripetal pressure to minimise the patchwork of private providers and trade for a wider public benefit. 相似文献
