The story of local government over the last few decades is often summarised in the assertion that there has been a move away from institutional authority embodied in the structures of councils towards more complex networks of local governance, incorporating a range of stakeholders and other agencies, alongside a shift of power from local to central government. But local government has been at the centre of wider processes of restructuring - of attempts to modernise the welfare state, and specifically the local welfare state. Underpinning the changes that have faced local government (and created new forms of governance) has been a series of assumptions about welfare and how it is best delivered. These combine notions of community, neighbourhood, personal responsibility, workfare and partnership with a distrust of 'bureaucracy' and professional power. It is in this context that the 'modernisation' agenda - promising cultural change - has been driven forward, paradoxically combining a rhetoric of decentralisation and empowerment with an increasingly direct involvement by the institutions of central government and a range of other state agencies in the practice of 'local' governance. The emergent arrangements are increasingly characterised by forms of self-regulation as well as more differentiated management from above.  相似文献

This paper surveys the various activities of the Study Group on International Terrorism at the University of Oklahoma. The Study Group has employed the following phases in analyzing a form of conflict that has increasingly seized the world's headlines and challenged the capacity of governments to meet a particularly insidious type of political violence. In PHASE I, Ascertaining the Scope of the Investigation, problems related to defining “terrorism” and evolving a focus for analysis are recounted. In PHASE II, The Collection of Data and Initial Analysis, the techniques employed by the Study Group in collecting and evaluating data dealing with incidents of terrorism are discussed. In addition, a number of the preliminary findings of the studies are presented. In PHASE III, Application and Evaluation, the methods by which the initial findings were employed to develop a wide variety of programs related to developing alternatives to meet the threat of terrorism are discussed. Particular emphasis is placed on problems related to reconciling the need for an effective tactical response when an incident occurs with the equally pressing requirement for effective hostage negotiation. Under the section entitled Simulations, the techniques employed in developing a series of highly realistic simulations involving: (1) the University of Oklahoma Security Department, (2) the Norman Police Department, (3) members of a U.S. Army Special Forces Unit, and (4) flight attendants aboard the mock‐up of a cabin at the training facility of a leading international airline are presented. In addition, certain patterns that emerge from the simulations are noted. In PHASE IV, Policy Implications, the patterns mat emerged from the simulations are related to broader policy questions that not only include the need for more effective training techniques for law enforcement personnel, but also stresses the need to provide exercises that would promote administrative cooperation among senior level officials from the different jurisdictions that would be involved if an incident were to occur. In PHASE V, Future Directions, new areas of analysis and training are presented as they particularly relate to the need to sensitize personnel from both the public and private sector who may be high‐risk targets for terrorists attacks.  相似文献

The Spratlys are a collection of islands which represent a nexus in the maritime interests of the South China Sea littoral states, and are symptomatic of a much wider and more complex range of maritime problems facing Asia, and Southeast Asia in particular. This article explores the possibility of measuring the impact of law enforcement on organized crime in a reliable and accountable manner, both in general terms and with a practical focus on the Canadian context. In considering measures to combat organized crime, a focus on process measurement has obscured the more substantial question of progress as regards the dependent variable itself: the bottom line of reducing the impact of organized criminal behaviour. While outcome measures are more challenging to identify than process measures, this fact alone does not minimize the need to demonstrate the connection between organized crime enforcement and its presumed outcomes to a greater degree of certainty. To date, this has not been realized to any significant degree, as revealed by a review of existing international approaches to measuring the impact of enforcement activity. The article argues that a multidisciplinary focus on community level indicators of crime, if initially less accessible than process measures of impact on organized crime groups, offers promise as a measurement of absolute and relative impact of state investment in enforcement.

Capacity building is now one of the most frequently invoked of current development concepts and yet it continues to defy a shared definition of what it means in practice. Is it possible that capacity building demands such a radically new form of practice, such a radically new form of thinking, that our current approaches are doomed to failure, not because we lack adequate models or 'technologies', but because our very approach to the issue is inadequate? Arguing that conventional capacity-building initiatives have tended to focus on the material and tangible aspects of the capacity of an organisation and its people to be critically self-aware, the author outlines some fundamental shifts which would be both entailed and generated by concentrating on the practice of the development practitioner in relation to organisational development, rather than focusing on external appearances or rushing to the training manuals.  相似文献

Hong Kong redux     
There are surprises ahead for both Hong Kong and the China of which it will become a part. This article focuses on how the reversion of Hong Kong will affect the future of politics in both societies. Even though rule by Beijing will change Hong Kong's commercial and political life, China will also be changed by having to deal with the emerging elite of Hong Kong and those persons from the mainland who have been educated in the West. This will not produce democracy in either Hong Kong or China but it will reduce the likelihood that China will become a hegemonic power in East Asia.  相似文献

In 1992, Colorado voters approved the Taxpayers Bill of Rights (TABOR), which severely limits the growth of revenues and spending by state and local governments. TABOR was layered over two earlier revenue-restricting measures. Throughout the 1990s, the state enjoyed a robust economy and the effects of these restrictions were largely masked. However, government funding for several basic services in Colorado was rapidly slipping. When Colorado went into recession, the effects of these restrictions were fully felt for the first time, but neither the governor, legislature, nor policy nonprofits have been able to find a way out of the budget bind.  相似文献
