Of legitimacy,legality and public affairs

This paper argues that legality is not enough and that sound public affairs underpins the legitimacy of a political system. It examines the impact of lost legitimacy on Tony Blair, President Bush and America's foreign policy. The author draws historical comparisons between Britain in the Middle East in the 1920s and the USA's problems today and suggests that the fundamental problem is the lack of legitimacy in the region's politics. The paper concludes by asserting that the legitimacy of the EU political system will be endangered while public understanding of its institutions remains limited. Three ecologies, transversality and victimization: the case of the British Petroleum oil spill

A number of critiques of the burgeoning field of green criminology have recently been articulated in the literature. The aim of this article is to begin to demonstrate what green criminological work responsive to these critiques might look like. The two primary critiques we are concerned with here are (1) that there has been little intellectual sharing between the fields of green criminology and victimology, and (2) that green criminological work has failed to be reflexive about the modernist assumptions it has largely adhered to. In response to these critiques, we draw on the theorizing of poststructuralist Felix Guattari to analyze the various interrelated layers of victimization in the 2010 British Petroleum oil spill case in the Gulf of Mexico.     

Contractualism, Democracy and Ethics

Contractualism, as concept and practice, may be defined in different ways (Yeatman 1995, 1998). In this article I am concerned with contracting out or outsourcing as it is otherwise known. That is, I focus upon the process whereby functions undertaken formerly by government are now performed by private or voluntary organisations in a contractual relationship with public service departments and agencies. Whereas departments and agencies once provided a full panoply of services directly, government purchasers now select providers by tendering competitively for an expanding range of employment, education, health, social welfare and local government services. Contractualism, then, involves the recon-figuation of public service provision to favour quasi-commercial rather than bureaucratic forms.     

The state of public affairs after 11 September

There is a curiously subtle relationship between the public affairs function and the political world which it seeks to influence. A shock to the political system of the magnitude of the attack on the World Trade Center has effects on the practice of public affairs. Some of these impacts are obvious. Others will only become apparent with the passage of time. In its 15 years of existence the European Centre for Public Affairs has sought to be a ‘safe space’ in which the elements of the political world could meet and discuss in an independent manner and with a degree of academic rigour. From the moment of our founding, we rejected the idea of a world divided between government and lobbyists. It has always been our view that journalists and the media, lobbyists, both from civil society and from the corporate sector, and ministers, members of parliament and civil servants all form part of one seamless political world. They have the same fascination with power and with process. They are intimately and umbilically linked. With this holistic view of the political world, it is natural for the ECPA to be interested in assessing the impact of the events of 11 September on the practice of public affairs. The Effect of Body Mass on Outdoor Adult Human Decomposition

Forensic taphonomy explores factors impacting human decomposition. This study investigated the effect of body mass on the rate and pattern of adult human decomposition. Nine males and three females aged 49–95 years ranging in mass from 73 to 159 kg who were donated to the Complex for Forensic Anthropology Research between December 2012 and September 2015 were included in this study. Kelvin accumulated degree days (KADD) were used to assess the thermal energy required for subjects to reach several total body score (TBS) thresholds: early decomposition (TBS ≥6.0), TBS ≥12.5, advanced decomposition (TBS ≥19.0), TBS ≥23.0, and skeletonization (TBS ≥27.0). Results indicate no significant correlation between body mass and KADD at any TBS threshold. Body mass accounted for up to 24.0% of variation in decomposition rate depending on stage, and minor differences in decomposition pattern were observed. Body mass likely has a minimal impact on postmortem interval estimation.
